AN ORDINANCE GOVERNINCr THE INSTALLATION, USE,
TYPE OF HEATING APPLIANCE, FUEL, OIL AND/OR GA5 FEED
LINES, OIL 5TOR4GE, VENTING, AIR SUPPLY, B.T,U.
RATINGS, FEES FOR PERMITS: ESTABLISHING MINIANM
REGULATIONS FOR INSi'ALLATION5, REPAIRS, REPLACE-
MENTS, ALTERATIONS, AND INSPECTIONS THEREOF;
PROVIDING PENALTIES FOR ITS VIOLATION, AND
REPEALING CONFLICTING ORDINANCES.
SECTION 1. Designation of Ordinance. This ordinance
shall be known as the "Heating Ordinanee° of the City of Lynwood,
and may be cited as such.
To provide for the administration and enforcement of
this ordinance, the Building Official of the City of Lynwood is
hereby charged with its administration and enforcement. He may
appoint assistants or deputies who are qualified to assist him in
the discharge of the duties of this office..
SECTION 2. Duties of Building Official Re::, Heating; Code.
During regular hours the Building Official shall maintain office
hours necessary to efficiently administer the provisions of this
code, and shall perform the following duties:
1. Require submission of and examine and check plane and
specifications, drarr;ings; and/or diagrams necessary to show clearly
the character, type, and extent of heating to be installed and cov-
ered by applications for a permit and upon approval thereof shall
issue the permit applied for. Fees therefor to be paid to City
Clerk's office, but record of said permits to be kept by Building
Official.
2. Inspect all heating installations authorized by any per-
mit, to insure compliance with provisions of~thia code, approving
or condemning such work in whole or in part as conditions require.
3. Issue certificate of approval at correct completion of work.
SECTION 3, Whenever brought to the attention of the
department that any unsafe, improperly vented or dangerous heating
appliance regulated by this code is in use, it shall be the duty
of the Building Official and/or his deputy to make thorough inves-
tigation, and in the event immediate corrections are not made
upon written order of the Building Official within 15 days, to
order any person, firm or corporation supplying gas to the appliance
or premises to discontinue service until corrections have been made.
No further service may then be rendered until written notice so to
do has been made by the Building Official.
SECTION 4, It shall be unlawful for any person, firm
or corporation to carry on or engage in the business of heating,
in the City of Lynwood, until such time as they have secured proper
and current business license to carry on such business.
SECTION 5. Permits, Inspections, Teats,
1. It shall be unlawful for any person, firm, or corporation,
whether acting as principal, servant, agent, or employee, to do, or
cause, or permit to be done, any gas piping, heating, or instal-
lation therefor without first securing a permit from the Building
Official covering all phases of the work as shown in the application.
2. Any permit required by this code may be issued to any per-
son to do any installation regulated by this code in a single family
residence used exclusively by himself, or any of its usual accessory,
buildings, provided the person applying for the permit is the bona
fide ovmer of the building, and purchases all materials and does
all labor connected with the installation. City and State licensed
contractor is requirement for all others,

Floor furnace 1.00 permit plus 25¢ each

All permits to be secured before work is started, If work is started
before permit is secured, fees shall be double. If any of above are
part of original plumbing installation, this schedule will not apply.

SECTION 6.
1. Before any of the work of any heating installation ie
covered, inspection shall be called for and made. It shall be the
duty of the person doing the work authorized by the permit to not-
ify the Building Official when work is ready for inspection.
2. Any work, materials, or portions of any heating device
installed that is not in conformance with the requirements oP this
code, shall be promptly removed and replaced according to code re-
quirements before other progress will be permitted.
SECTION ~. Tupea'. Heating devices shall be divided into
the following types and classifications:
A. Floor furnaces, including flat type furnaces vrith air in-
take and heat outlet flat on the floor, single floor type with cold
air intake on floor and heat outlet splayed against wall to a height
of not to exceed 20°, dual heaters with 2 floor intakes and 2 heat
outlets designed to fit in a wall and throw heat to different rooms
or compartments.
B. Wall type heaters whose total installation is in the lower
portion of partition walls and may be either single, facing one room
or duals facing two rooms and installed back to back.
C. Forced air heaters, where by means of motor driven fans
air is forced through ducts from a central heating plant to various
rooms, chambers, or compartments.
D. Space heaters, being appliances suspended from rafters or
other supporting members with fan circulations.
E. Any type of electric heating device.
F. Any type of console type gas stove or its comparable
counterpart.

SECTION 8, Installations.
1. All "A" type heaters shall be installed in a 'Double Frame"
pocket in the floor, with full double ,Joists running from bearing
to bearing with double headers carrying all tail ,Joists, and double
framing around all wall portions affected by the installation, with
tail studs set on a minimum of ~" header of full wall width,
If by nature of the size, depth or ground level, the furnace
or any portion of the piping, combustion chamber, controls or enclos-
ure of the furnace is lower than a line 2" above the natural plane
of the surface of the earth below the house, such installation shall
be protected by a 20 gauge metal (galvanized) pan that is water-
tight and has been double-coated with red lead, chromite, or asphaltic
base paint, suspended from floor ,Joists, or a water-proof concrete
pit which edges shall extend 6" above natural surface, or subgrade.
Venting shall be by means of copper or galvanized tubing
sloped to the unit on the horizontal run and into a. "tee" set on
concrete or brick foundation, thence a perpendicular riser.
If horizontal run is 6~0" or longer to the riser, riser may
be standard J. M, or equal vent.
In all cases where horizontal run is less than 6'0" or vent
is run directly from top of heating appliance of dual or single wall
type floor furnace, riser vent shall be of "metal-bestos" type, run
with 1° clearance to all frame of building to a point 6" above all
framing in attic space and thence out with ordinary vent through
roof.
Top plates of wall affected shall be completely removed stud
to stud and 24" - 3/16 x 2" strap nailed with W-16 D nails on both
sides of plate, with opening closed orith expanded metal or screen.
No cement furring will be permitted.
In non-bearing walls, 2 headers of full ,joist sizes shall be
cut in to hold. severed wall in alignment,

2. All wall type heaters shall be installed in double
framed wall pocket with corrugated asbestos lining fastened to
face of studs before lathing, from top of appliance through the
top plate area. Top plates shall be ,treated as described in "l."
above.
All vents shall be "metal bestos" type a.nd shall be 1" clear
of all framing.
3. Forced air heaters may be installed in compartments,
attic, or other adequately accessible locations, and shall have
sufficient space allocated to be at all times a minimum of 4" to
closest wall..
All closet or compartment walla and ceilings where such
installation occurs shall be lathed with expanded metal and plas-
tered with 3 coats of gypsum plaster. Adequate combustion air
shall be supplied from outside of building, either by duct or
properly ventilated sub-floor area.
All heat transmission ducts shall be installed with a minimum
of cutting of frame and. where such cutting occurs 3/16° x 2" metal
straps and./or proper framing patching to make structure secure
shall be made.
All ducts shall be asbestos .wrapped.
Venting ehall be as described in "1." above.
4. Space heaters may be installed in commercial or industrial
buildings, and where open frame buildings are to be heated neither
venting nor combustion requirements sYiall be regarded as long as
proper 'metal supports are used to install appliance a minimum of
10'0" above floor or balcony areas with placement of appliance a
minimum of 6'0" from any combustible material or structure.
Wnere installations are made in enclosed rooms or area.a where
plastered walls or other finishes obstruct air radiation, applicant
shall provide circulation engineering to show required air supplies
and venting, and shall be governed by A.G.A. Tables in all regards
to installations and operations of heating units.

SECTION 11. Adoption Pro__._.~ceaure• The City Clerk
shall certify to the passage and adoption of this ordinance and
shall cause the same to be published once in the Lynwood Press,
a weekly newspaper published, printed, and circulated in the
City of Lynt1*ood, California.
