AN ORDINANCE OF THE CITY OF LYN4VOOD REGULAT-
IDIG SIGIQS AND OUTDOOR ADVERTISING STRUCTURES,
PROVIDING PETiAL`PIES FOR THE VIOLATION THEREOF,
AND REPEALING ORDINANCE N0. 298 OF THE CITY
OF LYNWOOD.
The City Council o~° the City of Lynwood does ordain
as follows:
Section l: Si~,ns - Definition. Signs shall include
all parts, portions, structural or supporting members, or materials
composing the same. The regulations of this ordinance shall not in-
elude any signs used exclusively to display official notices, includ-
ing traffic signs,
Signs subject to the regulations of this ordinance shall
include all signs fastened to the exterior of buildings; all signs
projecting over sidewalks o-r public thoroughfares; all signs erect-
ed on roofs, all signs intended to be used in connection with elec-
tricity; or any advertising display; and all outdoor billboards.
Section 2: Permit Reouired for Erection of Si-ns.
No sign included in any of the classifications mentioned iii Section
1. of this ordinance shall be hereafter constructed, placed, recon-
structed or allowed on or about the exterior of any building or
other strt?eture, or over any sidewalk; set-back area or public
thoroughfare, or on any vacant premises, unless drai~rings to scale
of the proposed sign, together Nrith such information relative to
the dimensions, weight, position, structure and method of attaching
to the building of such sign, as may be required, shall, before the
work commences, have been first submitted to the building inspector
and a permit shall have been obtained from such inspector; tempor-
ary signs, advertisements or flags may, however, be suspended over
a sidewalk, building or premises upon holidays, election day and
days of public parade or display, and_ t~}e same sha.il be placed. a.nd
secured in a manner satiafactorv to the building inspector and chief
of the fire depar'trnent and shall be removed immediately thereafter.
and no permit shall be required for said temp orary signs, advertia-
menu, or flags.
It shall be the duty of the building inspector upon
the filing of drawings and specifications a.s provided in this Section,
to examine such drawings and specifications and, if necessary, the
premises proposed to erect such sign, and if it shall appear that
the proposed sign is in accordance with all ordinances of the City
of Lynwood, including this ordinance, and such sign tai11 not be a
threat or menace to the public health, safety or morals, he shall
-issue a permit therefor upon payment of the fees required by triia
ordinance.
Section 3~ Pro9ectin~ Siena and Roof Si ns.
No sign or any part thereof attached to the street front of any
building shall have a projection over street, sidewalk or set-back
areas exceeding thirty-six (36) inches and the lowest part of any
sign or supporting member shall be twelve {12) feet above sidewalk
level immediately below such. sign. A11ey signs shall be allowed
only six {6) inch projection at a.ny height.
i~io sign or any part thereof shall project more than
twenty (20) feet above the parapet wall.
A11 signs attached to a building shall be fastened
directly to the walls or roof by well-secured metal anchors and
galvanized metal angles shall be used exclusively when such signs
require bracing, VTooden supports or braces shall not be permitted.
Any projecting sign shall be so designed to, at all times, with-
stand a minimum of twenty (20) pounds wind pressure.
All signs attached to the roof of any structure
shall be securely fastened as aforesaid, shall not extend over
20 feet above the parapet wall, and shall be of such design and
shall be so secured so as to be safe; such roof sign shall be con-
strueted of non-combustible material.
Section 4~: Electr~e Si ns. A11 electrical signs
must be attached as provided in this ordinance, and. must be con-
structed in every respect in accordance with the requirements of

the regulations of the Industrial Accident Commission of the
State of California from time to time in effect, A7.1 signs that are
delivered on the ,)ob completed and assembled, ready for installation,
must be inspected before erection or must bear the Underwriters' or
eoual Laboratory label in accord with the National Electrical Code
Specifications before erection or installation, or before a permit
for the same is granted. A11 electrical signs and installations shall
also comply with Ordinance No. 405 of the City of Lynwood.
Section 5: Outdoor Bi~lboards Outdoor billboards
shall comply with the follotring regulati oils:
a) Permission shall be obtained from the owner or
lessee of the uremises.
b) No outdoor billboard shall be placed upon a.ny
lot in such a manner that any part of said advertising structure is
nearer to the line of any public sidewalk, street, alley, or public
thoroughfare, than the front line of the nearest buildings in the
same block; and the setback regulations of Ordinance No. 422 of the
City of Lynwood, the zoning ordinance, shall govern the setback of
such outdoor advertising structures.
c) Any such outdoor advertising structure stta.11 have
a base line at least thirty-six (36) inches above the surface of the
ground upon which the structure is erected. The space below the base
line shall be kept clear with the exception of the necessary upright
supports, ornamental lattice wor?t or ornamental columns.
d) All outdoor advertising structures shall be safe-
ly and securely constructed in the opinion of the building inspector
and shall be constructed to withstand a wind pressure of twenty (20)
pounds per square foot of exposed surface. Outdoor advertising
structures shall have at least 4 x 6 redwood posts, set a minimum of
4~ 0~' in the ground, at not to exceed 10~ 0" on center and extending
to top of sign area; poets to be braced with a minimum of 2 x 6
figure 4 braces, to 4 x 6 posts set at least 4~ 0" in the ground;

City Council of the City of Lynwood and that same was
passed on the date and by the vote therein stated.

ing struetu-res shall not exceed ??~ feet 0 inches in height.'
e) The surface of any outdoor advertising structure
shall be comuosed of metal or other non-combustible material. The
area about any outdoor advertising structure shall be maintained
clean and free from creeds, rubbish, or any inflammable waste or
material, within a radius of 10' 0° of the frame supporting members,
Section 6: Districts. For the purpose of this ordinance,
the City of Lynwood is hereby divided into two districts. District
No. 1 shall include all co~mcial and industrial areas a.s from
time to time are zoned R°-1, C-2, C-3, M-1 and M-2, ;pursuant to
Ordinance No. 422, the zoning ordinance of the City of Lynwood.
District No. 2 shall include all residential areas
included in zones R-1, R-2 and R-3 as from time to time are described
in i0rdinance D1o. 422, the zoning ord.inanee of t?ze City of Lynwood.
Sections 1, 2, 3, 4, and $ of this ordinance control
all advertising media. in District No, 1.
No signs shall be permitted in District iVO. 2 except
real estate advertising signs not over ten (10) square feet, and
except such signs that a-re permitted in connection with home occupa-
tiona authorized by Ordinance No, 443 of the City of Lynwood.
Section 7: Permit Fees. The following fees shall be
charged by the building inspector for all permits issued under this
ordinance:
Single-face signs ^~2.OG each
Double-face signs 3.00 each
Neon and electrical signs - fee as provided in
Ordinance DIo. 465,
Outdoor billboard '
advertising 2.00 each.
No fee shall be required for real estate s~.gns, signs permitted under
the Home Occupation Ordinance No. 4~3, or temporary signs mentioned•
in Section 2.

Section 8. Pdiscellaneous Penal Provisions.
a) No canvas cloth or swinging signs shall 'oe per-
matted in the City of Lynwood. except as temporary signs provided in
Section 2 hereof,
b) No sign, panel, hand-bill or poster shall be
'placed on any pavement, sidewall~, lamp-post, hydrant, bridge, wall
or tree located upon any public property or street except that the
City bSanager may permit temporary signs under the circumstances
described in Section 2 of this ordinance.
c) No sign shall contain obscene, indecent or

d) Signs advertising media may extend only about
the exterior of marquees and canopies latrfully placed. Signs or

advertising material shall not be placed uponl~,cano_oies or marrquees.
Section 9. Penal Clause. St shall be unlawful for
any person, firm, or corporation to erect, construct, maintain, or
to cause or permit to be erected, constructed, or maintained, a.ny
sign in violation of this ordinance or any other ordinance of the
City of Lynwood,
Section 10: Ordinance No. 298 of the City of Lynwood
is hereby repealed.
.Section 11: Penal Frovision. Any person, firm or
corporation violating any of the provisions of this ordinance shall
be deemed guilty of a misdemeanor and upon conviction thereof shall
be punishable by a fine of not to exceed five hundred dollars (,~'S00.00)
or imprisonment in the Gity Jail of the City of Lynwood or the County
Jail of Los Angeles County, State of California, for a, period of
time not to exceed six months, or by both such fine and imprisonment.
Each suc'r~ person, firm, or corporation shall be deerned
guilty of a separate offense for every day during any LLoortion of
which violation of any provision of this ordinance is committed,.
continued, or permitted by such person, firm or corporation, and
shall be raunislzable therefor as provided by this ordinance.

Section 12: Adoption Procedure. The City Clerk
shall certify to the passage and adoption of this ordinance and
shall cause the same to be published once in the Lynwood Press, a
weekly newspaper published, printed., and circulated in the City
o£ Lynwood, California.
First read at a. regular meeting of the City Council
of said City held on the 2nd day of January 1951, and finally
adopted and ordered published at a regular meeting of said Council
held on the 16th day of January 1951, by the following vote:
