AMENDMENTS TO THE MUNICIPAL CODE OF RICHMOND
BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF
RICHMOND, INDIANA, that the Municipal Code of Richmond be amended as follows:
Section 1. Chapter 15.03 (a) of the Municipal Code of Richmond be
amended as follows:
1115.03 (a) - For the purpose of this chapter a building
sewer is defined as that part of the horizontal piping of
a building drainage system extending from five (5) feet
outside of the building from the end of the inside plumbing
system to, and including, the connection with municipal
sewage system. "
Section 2. Chapter 15.03 (b) of the Municipal Code of Richmond be
amended as follows:
"15.03 (b) - No building sewer shall be laid, altered, or
repaired without the approval of and inspection by a
representative of the City or Sanitary District, all in
accordance with the provisions of this chapter. "
Section 3.
Chapter 15.03 (c) shall be amended by striking the words
"City Clerk" in Line 11 thereof and substituting therefor "City Engineer. "
Section 4.
Chapter 23.30 (b) of the Municipal Code of Richmond be
amended as follows:
"23.30 (b) As used in this chapter the word "plumber"
shall include any person engaged, either directly or indirectly,
within a building and/or up to a point not more than five (5)
feet from the outside of the building, in the installation of
water supply distribution pipes, fixtures, fixture traps, or
other apparatus, for bringing the water supply into buildings
or structures or premises in the City, or for removing liquid
and water carried waste from within buildings and structures,
or from any premises, or engaged in the repairs to any of
the same and for which a permit is required. "
Section 5.
Chapter 23.67 (a-2) of the Municipal Code of Richmond be
amended as follows:
"23.67 (a-2) The Commissioner shall have supervision
and control over all plumbing and sewage and drainage
ducts or pipes within buildings and up to a point not exceeding
five (5) feet from the outside of the building. "
Section 6.
Chapter 23.67 (d) of the Municipal Code of Richmond be
amended as follows:
"23.67 (d) - The plumber is responsible for compliance
with this building code in regard to water and waste lines
within buildings and up to a point not exceeding five (5)
feet from the outside of the building. "

Section 7. This Ordinance shall be in full force and effect from and
after its passage, and approv& f by the Mayor and publication as by law required.
