HomeMy Public PortalAbout1966-06-11 Meeting243 COUNCIL MINUTES June 11; 1966 The Council of Bal Harbour Village met Saturday, June 11, 1966, at 9:30'A. M. in the Village Hall. Present were: Messrs. Hart, Landis, Taplin and White Absent: Mr. Faulkner Also present were W. H. Webb, Village Manager; Mary T. Wetterer, Village Clerk; Herbert Nadeau, representing Thomas Anderson, Village Attorney; and George Whittaker, Village Engineer. On motion of Mr. White, seconded by Mr. Landis, the minutes of the pre- vious meeting of May 28, 1966, were approved as submitted.' Mr. Webb read to the members estimates for proposed work as prepared by the engineers incorporating the low bids for equipment previously submitted as follows: 1. Storm Sewer Pumping Station - electric pumping equipment - transformer vault - revision of piping $ 13,200.00 2. Water Pumping Station'Improvements - gas engine 12,000.00 3. 'Revised piping outside Water Pumping Station 3,36o.0o 4. Pump Pressure Control at Water Pumping Station 4,320.00 5. Insulating Sanitaryy,. Force Main for Cathodic protection ' 720.00 6. Metering system for tie-in with North Miami Beach water supply 11,088.00 7. Storm Sewers and Appurtances in Park and Bal Cross Drives 80,040.00 Engineering fees in connection with the plans and specifications for the above. However, due to Mr. Roth's illness, Mr. Whittaker was unable to submit a figure at this time. After discussion, Mr. Webb recommended expenditures for numbers 3, 4, 5, and 6, plus the engineering fees. Mr. Whittaker concurred. He told the Council that the expenditures could be taken from the Contingency Fund or added to the Budget which would be passed on July 30th. 0n motion of Mr. Taplin, seconded by Mr. White and voted unanimously, the Manager's recommendations were accepted and the purchase of equipment needed authorized. June 11, 1966 244 On motion of mr. White, seconded by mr. Taplin and unanimously voted, an expenditure of $525.00 was authorized for a landscape plan for the center parkways on Collins Avenue. mr. Nadeau said he had read the Supreme Court decision regarding Surf - side's Telephone Company Franchise Ordinance and felt that mr. Anderson should check our Charter and Ordinance before recinding our ordinance. mr. Webb read a letter from the State Road Department stating that they did not permit private parking in the right-of-way under bridges. The Council felt that mr. Webb should rewrite them stating it would be public parking and just what type operation was contemplated. He said he had talked to mr. Clayton of Harland Bartholomew and Associates and he was sure that our files could furnish much of the information needed for the parking survey. After discussion on the parking problem at the high rise apartments, on motion of mr. Landis, seconded by mr. Taplin, it was unanimously voted that the Village Attorney would prepare an amendment to the Zoning Ordi- nance increasing the parking ratio from one to one and a half parking spaces per dwelling unit on all future multiple units. The Council was informed that the lien roll had been prepared and that the notice of the adoption of the resolution covering street resealing had been published twice since its adoption. Thereupon on motion of mr. Landis, seconded by mr. Taplin, and unanimously voted RESOLUTION NO. 142 setting the Public Hearing for the street resealing for 9:30 A. M. on July 30, 1966, was adopted. mr. Webb read a letter from the Americana Hotel requesting use of the garage space for convention purposes on designated dates through December. 0n motion of mr. White, seconded by mr. Taplin, and unanimously voted the request was granted. At the suggestion of the Village manager, the Council approved a change in the business hours for the Village Hall to 8:00 A. M. to 4:00 P. M. over the summer months. Consideration was given to allowing a pool screen enclosure to project into the set -back area on lot B block 11. The Council refused to grant the variance. Mr. Landis said he would like to see an ordinance passed outlawing telephone solicitation in the Village. mr. Webb said he would write for material on the subject.
