For background information, the following chart shows the relevant information on this program for Fiscal Year 2023: Maximum Circuit Breaker Tax Credit for 2021 Percentage voted by Select Board for FY 2023 Maximum Hopkinton Credit for FY 2023 Number of Qualified FY 2023 Hopkinton Applicants Program Cost for Hopkinton for FY 2023 Tax Rate Impact in Fiscal Year 2023 $1,170 200%$2,340 19 $38,652 +$0.01 The Board of Assessors over the last few years have advertised the program, presented at the Senior Center with information on the program, posted the application to the website and mailed the application to individuals who have received the exemption in previous years. For Fiscal Year 2024, the Board has received 21 applications that are currently under review. The Select Board is responsible for setting the amount of the exemption. For Fiscal Year 2024, the relevant Circuit Breaker Income Tax Credit is $1,200 and the Select Board has the option of granting the Means-Tested Senior Tax Exemption at any point between 50% or $600 and 200% or $2,400. The projected tax rate impact will be one to two cents on the Fiscal Year 2024 tax rate. With my Associates Degree in Visual Fine Arts, Bachelor of Fine Arts in Photography, my enrollment in the for my Masters in Library Information and Science this fall, and the current experience I have gained in customer service and in Library environments I believe I can be a valuable asset to the Library in this position. At the College I spent a great deal of time reading, studying, and appreciating books while creating art. I have always been an avid reader and love the intimacy and personal connection books have as a creative medium. I created photo books and art books between my colleges showcasing my work while also collaborating with my department on a BFA Photography Senior Thesis catalog and a website to celebrate our work for graduation. Beyond books and their branches, media and peers in general have made a huge impact on me and my work; movies, shows, and video games as well as seeing the mediums my friends use and what they represent and experiment with in their work. I am always taking notes and preparing for how I can expand upon what I have learned and implement it going forward. I am well versed in Adobe Lightroom, Photoshop, and InDesign as these programs were a necessity to organize and produce work for both classes and my thesis project. I enjoy the process of collecting, cataloging and processing images- between as it relates to image archiving as well as digitizing my personal collection. I'm currently a part-time Assistant Reference Librarian at the Attleboro Public Library. I completed my MLIS this spring and would love to put my knowledge and experience to work for Hopkinton patrons. My current position is primarily patron -facing. I staff the Reference desk and help patrons with a range of questions and information requests, from help with the public computers to genealogy and local history research. I'm also responsible for processing items for ComCat and Interlibrary Loan. I assist patrons with all of the above in person, over phone, and via email. I love working with all types of patrons and the challenge of meeting such a range of requests. Although I don't have any experience with programming for adults, I do have experience leading programs for youth. As a Youth Education Coordinator with Mass Audubon and TerraCorps, I designed and led nature and art programs for kids in elementary and middle school. Adults' programming needs are definitely different from kids' needs, but I do have experience leading groups, planning out the sequence for the program, figuring out materials needs, etc. Some of my MLIS coursework has covered adult programming and pedagogy, including my Services and Materials for Adults class as well as Information Literacy Instruction. I'm looking forward to expanding my skills and knowledge in this area. I do have some experience with collection development. I took a collection development class as part of my masters' coursework. I have also undertaken a few small collection development projects, including one involving local history materials, as part of my current position. Kind regards, Daniel Boudreau To:Select Board From:Norman Khumalo Date:September 15,2023 Ref:Staff Report -Select Board September 19,2023 Meeting 1.Main Street Corridor Project:Dave Daltorio (Town Engineer/Facilities Director)and Michell Murdock (Project Specialist)have provided the attached update (See Attachment 1). The headline is that the Town,MassDOT,and contractor are discussing the timing of the final paving initially scheduled for this October. 2.Per-and Polyfluoroalkyl Substances (PFAS)treatment project:Per-and Polyfluoroalkyl Substances (PFAS)treatment project:Baystate Regional Contractors has confirmed that the completion date is January/February 2024,depending on the weather.Updated sampling results,including July 2023,are available on the Town’s Water &Sewer website.Again, PFAS information for owners of private wells is available here.If residents have questions or concerns regarding PFAS in private wells,they may contact the Health Services Department at 508-497-9725. 3.Massachusetts Water Resources Authority (MWRA)Southborough Interconnection Project: The Public Works Directors of Southborough and Hopkinton have now met.The IMA negotiations will resume.PARE Engineering has commenced the 30%MWRA Southborough Interconnection project design. 4.PILOT (Payment in Lieu of Taxes)Agreement between the Town of Hopkinton and Baypath Humane Society of Hopkinton,Inc.about the Lease of Property at 66 Fruit Street.The 2017 Annual Town Meeting authorized the Select Board to lease a portion of Parcel 8 at 66 Fruit Street.In 2019,the Town issued a Request for Proposals for said Lease and the development of an animal shelter ).The Town accepted Baypath Humane Society’s (Baypath)proposal to construct an animal shelter on approximately 5 acres of land within Parcel 8 of the 254-acre property at 66 Fruit Street.The Select Board approved the Lease on June 6,2022.Now that Baypath has completed its due diligence,we are sharing with the Board and Community that the PILOT is ready for approval by the Board of Assessors .By way of an update,Baypath has met the Lease’s deliverables,paid the required $20,000 deposit and first $2,000 PILOT payment,and is finalizing the selection of its General Contractor.Baypath is working with its engineers and architects to complete its design plans. 1 Attachment 1 TO:Select Board FROM:Michelle Murdock,Dave Daltorio VIA:Norman Khumalo,Town Manager DATE:September 13,2023 SUBJ:Select Board Update:Main Street Corridor Project Date:September 19,2023 MassDOT’s Original Completion Date for the Project was October 22,2023.That date was set at the award of the contract.This date has not yet been changed,but MassDOT has confirmed that a new contract end date will be set. Sidewalks are nearing completion,but changes are required in the area in front of the Korean Presbyterian Church (2 Main Street).The area in front of the church should have loam and seed to accommodate trees.The concrete that was poured will need to be removed. Brick Work -The Town provided MassDOT with additional requested information last week, including the additional brick the Town wants to add.MassDOT is working to get the brick work started;dependent on the sub-contractor ’s schedule. At the 8/22/23 construction meeting,Eversource confirmed that there is no update on transformer availability;status is the same.Eversource did not attend the 9/5/23 meeting. Verizon has new utility poles that still need to be set.Recent communications between MassDOT and Verizon have confirmed final pole locations and Verizon is to schedule the work to install them. MassDOT has still not provided the Town with the solution to replace the defective mast arms. No further updates were provided during the 9/5/23 construction meeting. Full-depth reconstruction has been completed on both the east and west sides of the project.The sequence of construction to complete the final course of pavement requires the utility work to be completed.With the utility work still delayed,as a result of the unavailability of the Eversource transformers,the final course of pavement will likely not be completed this year. Most traffic and speed limit signs have been placed.The Town has requested that MassDOT remove the second pole from street signs.Street signs will be mounted on single poles. MassDOT will be scheduling work for the remaining poles. This Agreement (the "Agreement") is made this 7th day of September, 2023 between Baypath Humane Society of Hopkinton, Inc. ("Baypath"), a not -for-profit corporation having a usual place of business located at 500 Legacy Farms North, Hopkinton, MA 01748 and the TOWN OF HOPKINTON ("Town"), a Massachusetts municipal corporation, acting by and through its Select Board and Board of Assessors, having a mailing address at 18 Main Street, Hopkinton, Massachusetts 01748. The Department completed a review of our permits and search of the Internet for the ownership, agent and property address and later discussed the application and permitting status with other associated municipal departments. Based on the review of our records the health department determined that there are no current permits for the address, corporate ownership (1790 Stone Manor LLC, 1790 Stone Manor, LLC) or the agent (Anna Dorcey). There has been no fire safety inspection for the facility. Furthermore, no business, food or alcohol service licenses have been issued by the Select Board. The Massachusetts Department of Revenue was contacted on September 6, 2023. The Health Department and the associated offices are waiting for their review of their business, corporate ownership and agent records operating at this address. Chapter 8.301.11 of the Federal Food Code states that a person may not operate a food establishment without a valid permit to operate issued by the regulatory authority. Pursuant to 105 CMR 590.000, any person who fails to comply with this order shall, upon conviction, be fined not more than $100 for the first offense and not more than $500 for a subsequent offense. Our research revealed that multiple weddings, reunions and post prom events have been held at the property. The Department understands that future events are booked at the property. Please note that each day's failure to comply with an order shall constitute a separate offense. We are appalled at the humiliation our members were forced to endure in front of their closest loved ones on an evening that they expected to be celebrating a long-awaited, and well -deserved, promotion. This insult is not only damaging to the already struggling morale of our police officers, but it will be damaging to recruitment and retention efforts going forward. The Select Board made several statements that we feel require further clarification so that we can understand why the Board felt it necessary to humiliate and insult our members in such a manner. First and foremost: In regard to the decision to delay promotions being made last minute and in front of family members, Select Board Chair Muriel Kramer stated she "Tried to get ahead of this [the delay in promotions], so that we wouldn't have this hard situation, but I was not successful". We vehemently disagree with this notion. Any Member of the Select Board could have notified our membership at any time before this meeting. Certainly, the Board did not come to this decision as they were in the meeting. So, when did they come to this decision? A day prior? A week? A month? Regardless, the courteous and respectful thing to do would be to notify the involved officers before they brought their loved ones to this meeting. Therefore, we ask, specifically, what steps did Chair Muriel Kramer take to avoid the humiliation of our members? The demoralizing effect of this blunder cannot be understated, both on the individual level and on the departmental level. Detective Gregg DeBoer and Officer Matthew Santoro have a combined 31 years of dedicated service to the Town of Hopkinton. They have advanced in their careers and received numerous awards and commendations for their service. They have acted as supervisors on numerous occasions as an "Officer in Charge" when no paid supervisor is working. They took part in a long and strenuous promotional process and were chosen by Chief Bennett to be promoted to the rank of Sergeant. Leading up to the night of the meeting, they excitedly prepared. They shined their boots. They pressed their uniforms. They proudly sewed the emblematic Sergeant's Stripes onto their shirts. They invited their families and loved ones to attend the promotion. What did they get in return? Disappointment. Embarrassment. Confusion. And above all else, not a single valid or clear explanation as to why. On a larger scale, our members of the Hopkinton Police Department have not been immune to the challenges that have plagued policing nationwide over the past decade. Recruitment and retention has been a major issue for our department, yet our membership continues to maintain a high level of service to the Town. The Town of Hopkinton has always been highly selective in choosing what candidates to hire and promote - rightfully so. The demands of this job require no less. Yet, in recent years, recruitment and retention crises have resulted in officers gaining the ability to be highly selective in where they choose to serve. The Town, therefore, should be striving to be an attractive and supportive environment for officers to work in. By publicly showing their disrespect for our members, the Select Board has chosen to do the exact opposite. In light of this treatment we ask the Select Board, why should officers come to work for the Town of Hopkinton? Do you truly value us? If you were in our members' shoes at that meeting, would you continue to work for this Town? Second: The Select Board made several concerning statements about the Promotional Process of the Hopkinton Police Department. This Process is detailed and agreed upon in the signed Collective Bargaining Agreement between the Hopkinton Police Arbitration Association MassCOP Local 254, and the Town of Hopkinton. The Promotional Process is further described and standardized through the written "Promotional Process Policy", that all of our members have read and signed. Chair Muriel Kramer stated that she "personally would consider the disciplinary records in my decision to support promotions or not to leadership positions in the Hopkinton Police Department". As the Board knows, disciplinary records are already considered as part of this process as described in the Town's Policy. Furthermore, Chair Muriel Kramer stated she planned to add a future agenda item to consider "implementing a review process as part of this promotional process". Now, it must be made extremely clear that the Hopkinton Police Arbitration Association takes the signed Collective Bargaining Agreement extremely seriously. If the Town wishes to revisit agreed upon terms, then the Association looks forward to doing so in the next Agreement, slated to begin July 1, 2025. Our members continue to do a difficult, dangerous, and often thankless job, day in and day out. Our members continue to perform at a high level despite facing difficulties posed by constant short -staffing, low morale, and lack of support. Our members maintain a high level of education and training and truly are experts in the field of policing. Our members deserve better than this. Our members' families deserve better than this.
