Public Art Advisory Committee

COMMITTEE MEETING - Began at 12:0p p:m.
• CALL TO ORDER AND ROLL CALL
Committee members Claire Remsberg, Barbara Nokes-Kwader, Dave Peugh, Craig
Vroom, and Sue Dixon were present. Also present was Delta James, City Planner.
• PUBLIC ART PROJECTS .
• Dumpster wrap: Staff provided an update on the dumpster wrap public- art
project. The property,owner that was considering testing this: project has
elected .not to pursue the public art wrap and will be enclosing their dumpster
instead. The property owner was not comfortable with the conditions
recommended by the committee, specifically the requirement to replace the
public art wrap whenever. it should become damaged. Without a specific
timeline for replacement, this posed too much financial uncertainty for the
property owner. Staff will not be moving the dumpster wrap public art project
forward to City Council review as there has not been wide support from the
Public Art Committee or the public for the project. A survey :issued by staff..
resulted in 85 respondents, of which only 56% indicated support for making
dumpsters objects of art. -
• Lardo Bridge: The City has been awarded a $25,000 grant from the National
Endowment for the Arts' Our Town grant program. This is matched 1:1 by
City funds for a total project budget of $50,000. The City matching funds\are
primarily a result of cost savings from the Alpine/Playhouse Plaza project and
private donations. A Request for Qualifications (RFQ) will be issued for the
Lardo Bridge project to select an artist that will first visit McCall and interact
with the community via the McCall Arts and Humanities' (MAHC) programs to
gain insight into the lake's importance and role in the life of the community.
Then the selected artist will take that information and create up to three .
design ideas for public art on the bridge. The community will be given an
opportunity to comment on the public art ideas before a final design is.
selected. The bridge can accommodate up to six sculptures, but it is unlikely
that all six locations will be able to be filled unless the budget is increased. A
volunteer selection committee of five members will be assembled to help
select the artist and final artwork. Committee member ideas include a
representative from the Idaho Transportation Department, McCall Arts and
Humanities Council, Rotary Club, and artists. Sue Dixon will serve as a
representative of the McCall Public Art Committee. It is anticipated that artist
selection will occur late summer/early fall. 2017 with community outreach via
MAHC in winter/spring 2018,.artwork design selection and fabrication in
summer/fall 2018 and installation before July 4, 2019. Committee members
directed staff to open the RFQ nationally, but to focus promotion of the RFQ
to artists within contiguous states.
• Senior project =Laurel Crawford: Staff reported that Laurel is interested in
doing a public art project for her MDHS Senior Project. She has interest in
transforming a piece of civic infrastructure (like a dumpster or power junction
box). Claire offered to help Laurel brainstorm ideas.
• FUNDING
• NEA Our Town grant: see above.
• City: $10,000 has been requested in the FY18 City budget for public art. The
Committee is encouraged to speak during the budget hearing process about
the importance of public funding for the arts. Staff will inform the committee of
budget hearing dates.
• Idaho Commission on the Arts: If FY18 City funding is allocated to public art,,
the City can seek another Idaho Commission on the Arts grant to boost the
Lardo Bridge project budget.
• Private contributions: Committee members are encouraged to talk to
community members about helping to fund the Lardo Bridge project. Staff can
provide information and materials to support fundraising by committee
members.
• NEXT MEETINGS
• June 29 — Annual report to City Council: Claire will present. Committee
members are encouraged to attend.
• September , 2017: Staff will send out a poll to determine the next
meeting date.
• SITE VISIT
• The Committee and staff visited Lardo Bridge to tour the public art project
site.
