The meeting was called to order at 8:15 a.m., a quorum was present at that time. 1. Introduction 2. Acceptance of the June 4, 2020 meeting minutes Mr. Kross noticed an error in attendance on the June meeting minutes. Mr. Kross advised City Employee Todd Logan was present via Webex, but it was not noted in the minutes. With the correction, Mr. Kross made a motion to approve the minutes. Mr. Farr seconded the motion, all members were in favor. 3. New Business APPROVED August 6, 2020 a) Request to remove parking on the southwest side of Alpine Ct. at Hutton Ln, specifically between the last parking area and Hutton Lane. (Requestor: Ms. Cheryl Quinn) Mrs. Griffin gave the staff report. Staff would support removing parking from this 30’ section of Alpine Ct., unless there was strong neighborhood opposition. The requestor was not present. After a short discussion, Mr. Farr made a motion to accept the city staff recommendations. Mr. Diemler seconded the motion. All members were in favor. Motion carries. b) Request to install stop or yield signs on all side streets along Diamond Ridge. (Requestor: Ms. Leslie O’ Rourke) Mrs. Griffin gave the staff report. Staff could support installing stop signs on all 3 minor roadways in this section, if there was strong neighborhood support. The requestor was not present. After a short discussion, Mr. Farr made a motion to accept the city staff recommendations to install stop signs on all 3 minor roadways. Mr. Collins seconded the motion. All members were in favor. Motion carries. c) Request to designate two (2) parking spaces on Bolivar Street as Missouri Capitol Police Vehicles Only. (Requestor: Chief Zim Schwartze, Capitol Police) Mrs. Griffin gave the staff report. Staff does not have a preference on this, but advised this seems like a reasonable request to have the parking spaces near their building. Staff did receive feedback from a couple of businesses across the street, who indicated they would support this if the Capitol Police vehicles will stop parking in the spaces right in front of their businesses. **Mr. Staub joined via Webex at 08:26 am. The requestor, Chief Schwartze, was present and spoke on her behalf and answered a few questions pertaining to her request. Chief Schwartze advised they only have three spaces that are allotted to Capitol Police in the back parking lot. These parking spaces on Bolivar Street will be for marked/fleet vehicles only, not personal employee vehicles. Chief Schwartze advised the future plan is to move the Capitol Police office into the Truman Building, but it is unknown when this will occur. Mr. Farr requested and Chief Schwartze agreed to let the commission know when and if they do move so the commission can readdress these parking spaces to allow more parking for the businesses in the area. After a short discussion, Mr. Diemler made a motion to accept Capitol Police’s request to designate two spaces on Bolivar Street as Capitol Police parking only. Mr. Farr seconded the motion. All members were in favor. Motion carries. APPROVED August 6, 2020 4. Old Business a) Request to install stop signs on: Marilyn Dr. at Meadow Ln; on Meadow Ln. at Forest Dr.; on Forest Dr. at Meadow Ln.; on Forest Dr. at Forest Hill Ave. (Requestor: Mr. & Mrs. Heintz) Mrs. Griffin gave the staff report. Staff would recommend installing a stop sign only on Marilyn Drive before entering Forest Drive, to better define who has the right-of- way. Staff would not recommend installing additional signs to better define right-of way as too many signs will likely become confusing or send mixed signals to drivers. The requestor was present and spoke on her behalf. Mr. Farr suggested to the requestor to contact Jefferson City Police Department for more traffic enforcement and to speak to neighbors about starting a neighborhood watch. Mr. Farr made a motion to accept city recommendations to install a stop sign on Marilyn Dr. at Forest Drive. Mr. Kross seconded the motion. All members were in favor. Motion carries. b) Request to install a digital speed limit sign midway down Forest Hill Ave. (Requestor: Mr. & Ms. Heintz) Mrs. Griffin gave the staff report. Staff is recommending no action as digital speed signs may encourage people to go faster or test their speed. The requestor was present and spoke on her behalf. Mr. Farr inquired if city staff is still looking into purchasing a digital speed trailer and if one is purchased in the future, this would be an ideal location for the trailer. After discussion about both requests from Mrs. Heintz, Mr. Farr made a motion to install a digital speed limit sign on Forest Hill Ave. based on the request. Mr. Staub seconded the motion. No members were in favor. All members opposed. Motion does not pass. Mr. Kross mentioned traffic studies may be skewed during these COVID times and recommended staff revisits this request at a later time when normal traffic may resume. Mrs. Griffin advised a traffic study from 2010 shows speed studies were about the same as they were during the current study. According to the speed study done by staff in July 2020, residential speeds are in line with the 30 mph speed limit (95th percentile speed is under the speed limit). Commission members agreed that because of the high compliance in the area, no additional signage would be beneficial at this time. c) Crosswalks at West High St and Broadway St. Mrs. Griffin gave the staff report. This is a follow up to provide an update to members after the December 2019 Transportation and Traffic Commission meeting. City staff has added block crosswalks and made them bigger on the northwest and APPROVED August 6, 2020 southwest legs of the intersection, so they can be seen from a further distance away. Staff has looked at the timing, but no modifications were made to the timing. Staff plans to replace the ramps at the intersection to bring them into current ADA compliance. This will occur when staffing allows. Since December 2019, there have been no pedestrian reported incidents at the intersection. 5. Other Business Mr. Collins has taken another job and will be moving to Kansas City. This will be Mr. Collins last meeting as a commission member. 6.
