HomeMy Public PortalAbout06 June 4, 1979 TC MinutesTOWN OF YARROW POINT A special meeting of the Council of the Town of Yarrow Point was held, after proper notice of publication, at the Three Points Elementary School, at 7:30 P. M. on June 4 1979 for the purpose of hearing .imput from the residents of the 'Town of Yarrow Point on the Draft Environmental Statement dated May 21, 1979 on the proposed development of South Bay Village and Office Park within the City of Kirkland in the Yarrow Bay area. In attendance were :Mayor Minor C. Lile; Council Robert Becklund, Melvin Freeman, Juanita Loder, Carson Wheeler, Jeanne Whiting; Clerk/Treasurer Lorraine Diede; Two of the sponsors of the proposed project -Harlan Lewis and Paul Butrim; Architect Jerry Schlatter of Cummings/Schlatter Associates; Mayor Miles Nelson, Town of Clyde Hill; and approximately 125 interested citizens. Representatives of KIRO TV were in attendance, also, with their 'nr equipment. The meeting was called to orde by Mayor Lile at 7:40 P. M. The Sponsors of the proposed project, along with Mr. Schlatter, presented colored slides and architectural drawings of the proposed site. Mr. Lile invited questions from the audience - with answers from Mr. Lewis, Butrim and Schlatter. The following is a brief review of questions - and responses Concern regarding traffic along Points Drive within the Town of Yarrow Point The sponsors stated they do not anticipate any increased traffic there. They have no objections to cul de sacing Points Drive at the Yarrow Point/ Kirkland boundary. There will be no docks and no dredging A citizen asked for their assurance of no further development to take place in the land they have designated as open space. Sponsors stated that could not guarantee approval of total commitment. A convenance to preserve the open space is a part of their plan - but if the future owners chose to change the convenance - no guarantee would hold. A person in the audience suggested that their plan contain some financial arrange- ment to Morningside Park located within the Town of Yarrow Point_, since their plan contains a trail leading from their project to Morningside Park. A residents pointed out that the DEIS made reference to the fact that the open space left in the project will be altered from what it is today because of construction on the other 2/3rds. Mr. Lewis stated that the DEIS answers to all the negative aspects of the project. Audience questions the population count listed in the DEIS. A person in the Audience asked the sponsors regarding their finncial involvement for the purpose of assurance that the project will.be financial xtable. Another person in the audience objected to a response to this question; _ stating that it would be an infringement upon the sponsors personal business to expect a response on financial involvement. L] Special, Meeting of the Council Public Hearing 6/4/79 - Town of Yarrow Point Mr. Butrim stated that the 9 story hi -rise is a compromise - thereby creating or allowing more open space. An alternative in the DEIS is a high rise complex on the eastern, portion of the property -(4 fir 6)- 14 stories high. Back to the financial aspect - Harlan Lewis stated this is a joint venture ....who are capable of beginning and ending the project from an architectural and engineering and financial standpoint. Review of Sea Belle Properties - made 1j5 of Harlan Lewis, Paul Butrim and Arne Mortensen —offices in Kirkland.... builders of luzury homes. The Austin Company owns the land - stated Harlan Lewis - Sea Belle Properties have an option to buy the property. 4 &;t &,4_ There has been no request Afor a zoning change on this project - from the City of Kirkland. They are meeting all. Kirkland's zoning requirements. Mr. Butrim stated that 450,000 gallons a day of water run down to the land - from the land above. Cochran Springs All that will continue to flow as it does not _ but controlled All the buildings will be placed on wood pilings. Would be happy to support Ya roW Point's plan to close off Points Drive. Audience responded by clapping; showin?most unanimously support of that statement. Time table reviewed - would expect about one year from now to start contraction. 6/6 First - DEIS public hearingRand comments received through 6/25 Final EIS -maybe middle - end of July Hearings before.Planning Commission - Kirkland and Houghton Community Council on Preliminary PUD Late August - maybe September :Need to obtain permit from the City of Kirkland and also a substantial development permit Possible to lay roads, etc. after preliminary PUD approved. Question was raised by member of audience of affect of this project on the requirements of the Shoreline Management Act. The sponsors stated that the Department of Ecol-ogy have received a copy of the DEIS (3 25 story buildings) Discussion of zoning 3 years ago - much higher density/- downgraded to 4' to 5 units per acre now. This was in response to an audience question as to why such a large project should be planned for that location. CH2M Hill hired to do the impact statement by Kirkland statement. by adjourned at 9:45 P. M. This is just a brief review for'the r cords.
