The Council of the Village of Medina met in regular session on Tuesday, October
5, 1971 at 7:35 P. M.

The minutes of the meeting of September 7, 1971 read. Moved by Arthur Theis
that the minutes be approved as read.
Seconded by Donald Des Lauriers
Motion carried.
The minutes of the special meeting of September 15, 1971 read. Movedby Robert
Franklin that the minutes be approved as read.
Seconded by Arthur Theis.
Motion carried.
The minutes of the Planning Commission meeting of September 20, 1971 were read.
Gerald Barnes appeared with regard to obtaining a sewer permit; his contractor,
Mr. Kerber, accompanied him. Moved by Robert Franklin to deny a permit to
Mr. Barnes for a sewer, because of the perk text and drainage problem.

Moved by Thomas Stevens to pass a Resolution to eliminate the special assessment,
road improvement, on Philip Griswa's property, Plat 60295, Parcel 0150; Hennepin
County to collect from proper parties and reimburse the Village of Medina, as
this originally was the mistake of the Hennepin County Auditor's office.

Moved by Donald Des Lauriers to approve the Budget for 1972 as prepared on
September 15, 1971 and read at this time.

Moved by Robert Franklin that we advertise for bids for a police car with and
without a trade-in, to be opened at the November 3, 1971 meeting at 8:00 P.M.

Moved by Robert Franklin to pay the $100.00 to Northern States Power for
changing the overhead wires by water tower:

Moved by Arthur Theis to set the date of the next regular meeting for November
3rd because of the election on Tuesday.

Moved by Donald Des Lauriers to appoint Charles Hoover as our representative
to the County program on Dutch Elm Disease.

Moved by Robert Franklin to pass the following Resolution: The Village Council
of the Village of Medina hereby requests the Hennepin Board of Commissions and
the Hennepin County Finance Department to place a "hold" on repurchase of the
attached list of tax -forfeited properties in Independence Beach in Medina as the
sale could contribute to the pollution problem, unorderly development and a
burden on the Village to construct streets on unsuitable terrain. It is the
.sense of the Council that repurchase should be permitted only with approval by
the Council. The Village Council further resolves to place a "hold" on any
property in Independence Beach which subsequently becomes forfeit.

Franklin, yes; Arthur Theis, yes and Donald Des Lauriers, yes.
Motion carried.
Moved by Thomas Stevens to approve the dog control contract with Tonka Kennels,
Inc. for the year from October 1, 1971 to October 1, 1972.
Seconded by Robert Franklin

Letter from the Minnesota Pollution Control with regard to trash collection
in Village. To be studied and taken up at November meeting.
A letter from the Hennepin County Park Reserve District with regard to a
meeting between the Village Council and the Park Board. Moved by Thomas
Stevens to instruct the Clerk to write M. French in this connection, giving
instructions to the Clerk as to what is to be included.

A letter from Hennepin County with regard to plats on County Highways was read.
Moved by Thomas Stevens to pay the bills as follows: Payroll in the amount of
$4,794.18 and order checks in the amount of $18,9501;64.

Moved by Robert Franklin to instruct the Clerk to write a letter to the Boyer Land -
Fill Co., stating that the Council is considering a license fee of $2000.00 per
year and ask Mrs. Boyer to come to the November 3rd Council Meeting if she wishes.

Moved by Donald Des Lauriers/noongfnntogicating beer license to St. Ann's Church
for October 17, 1971 with no charge.

Moved by Donald Des Lauriers to offer a resolution t{{g qle with the County Auditor
the special assessments on the John Day property in/Snagsirial Park, getting
the necessary information from Mr. Mills.
