HomeMy Public PortalAbout2023-101 Resolution Approving the Annual National Pollutant Discharge Elminiation System NPDES ReportRESOLUTION 2023-101 Resolution Approving the Annual National Pollutant Discharge Elimination System (NPDES) Report WHEREAS, the City is required to submit an annual National Pollutant Discharge Elimination System (NPDES) report to the Iowa Department of Natural Resources by October 31, 2023; and, WHEREAS, MSA Professional Services has prepared and presented a comprehensive and accurate report for the City; and, WHEREAS, Council acknowledges the report and its recommendations.. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Riverdale, Iowa, that: Section 1: The report is accepted and affirmed as submitted. Section 2: The Mayor is authorized to sign and accept the annual NPDES report on behalf of the City. Section 3: MSA Professional Services is directed to submit the annual NPDES report to the Iowa Department of Natural Resources by October 31, 2023. Passed and approved this 24th day of October 2023. COMMUNITY LOCATION The City of Riverdale is located in Scott County, Iowa, adjacent to the City of Bettendorf and north of the Mississippi River. IL LAND USE The City of Riverdale consists of mostly residential land use, with commercial and industrial businesses located along State Street (U.S. Hwy 67). The City is also home to Scott Community College, Pleasant Valley High School, and ARCONIC (formerly known as ALCOA). STAFF ORGANIZATION AND DUTIES A. Mayor/City Council 1. Provide oversight to the MS4 program and storm water policies implemented within the City of Riverdale 2. Implement storm water policies as required 3. Recommend and oversee public education and outreach B. City Clerk 1. Place storm water quality issue articles in the City newsletter. 2. Maintain storm water sections of the City Ordinances on the Ordinance website. 3. Provide storm water educational brochures at City Hall 4. Distribute storm water educational brochures to new businesses and residents 5. Record public meetings regarding storm water issues 6. Record public events that discussed or presented storm water issues 7. Keep/maintain records of storm water ordinance updates C. City Operations Management 1. Provide oversight to MS4 program and storm water policies implemented within the City of Riverdale. 2. Recommend storm water policies to City Council 3. Recommend and oversee public education and outreach. 4. Install storm drain labels as required 5. Record street sweeping and inlet cleanout activities 6. Scott County — Building (and Construction) Permits When a permit application is received, the County notifies the City Planning & Zoning officer. The P&Z officer reviews the application for zoning requirements. If the project has any potential storm water impacts, the plans are forwarded to the City Engineer for review. c. Summary Statement of City's MS4 Status of Compliance The City of Riverdale (City) continues to improve upon communication of activities that are required by the permit from the previous years. This is because the City's website has made improvements from the previous year and is now a more relevant tool for communication to Riverdale Citizens. In addition, the City has maintained and active newsletter. The City has maintained a kiosk of storm water related brochures outside the entrance door to the main office. The purchase a small street sweeping machine and they have utilized it. Plus the City's Operation Manager has been very active in making regular inspections of erosion and sediment controls. Scott Community College addressed several ongoing erosion issues that were ongoing for the past several years. The work they performed included correcting the storm drainage condition that often lead to the discharge of sediment onto US Route 67. The City maintained their mapping, database maintenance, and Ordinance efforts. In mandating or performing construction inspections, the City improved due to the new position of Operations Manager, The City now has a link to the SUDAS website on their website. The City takes the responsibility of compliance seriously. The residents of the City take significant pride in their natural and park areas. The residents also take great pride in the appearance of their City assets, Preventing erosion and storm water pollution are goals that are natural components of these greater goals of the City. Due to the City's small population and limited staff, it is a hardship for the City to comply with the program to the same level as adjacent larger communities. However, the hired new energetic and active staff and they have dealt with many of the issues that have been previously ignored.
