Introduction 2. Acceptance of the August 6, 2020 meeting minutes Mr. Kross had an addition to 4b. According to the speed study done by staff in July 2020, residential speeds are in line with the 30 mph speed limit (95th percentile speed is under the speed limit). Commission members agreed that because of the high compliance in the area, no additional signage would be beneficial at this time. Mr. Farr made a motion to approve the minutes. Mr. Brooks seconded the motion, all members were in favor. 3. New Business APPROVED September 3, 2020 a) Request for parking on the west side of Belair Drive, between the southerly school driveway and where Belair Drive narrows. (Requestor: Ms. Elizabeth Milhollin, Principal Belair Elementary) Mrs. Griffin gave the staff report. Staff would support parking on the west side of Belair Drive in the requested section (300 foot). The requestor was not present. Mr. Brooks made a motion to approve the request. Mr. Staub seconded the motion. After further discussion, Mr. Staub made a motion to table the motion, Mr. Farr seconded the motion. All members were in favor. Mr. Staub made a motion to work with the public school system to understand what the plans are for the trailer and to discuss other alternatives for resolution of this issue and return back to a future meeting. Mr. Brooks seconded the motion. All members were in favor. b) Request to change the loading zone in front of Moreau Heights Elementary to no parking from 7:00 am-8:00 am and 2:00 pm-3:00 pm, to allow for easy transition of school busses for arrival and dismissal each day. (Requestor: Mr. Suzanna Haugen, Principal Moreau Heights Elementary) Mrs. Griffin gave the staff report. Staff would recommend a loading zone from 7:00 am-8:00 am and 2:00pm-3:00pm and short term parking throughout the day. The requestor was not present. After a short discussion, Mr. Farr made a motion to table the request to get more information from the school. Mr. Kross seconded the motion. All members were in favor. 4. Old Business 5. Other Business Mr. Farr inquired if the previous request for two designated Capitol Police parking spaces could be fast tracked thru City Council. Councilman Graham will pass this on as sponsor to the bill and will inform the City Clerk of this request. 6. Adjourn A motion to adjourn the meeting was made by Mr. Farr, and seconded by Mr. Staub.
