AFFIDAVIT OF PUBLICATION

J. R. RITCHAY, being duly sworn, on oath says he is and during all times here stated has
been the vice president and printer of the newspaper known as The Wayzata -Orono Sun and
has full knowledge of the facts herein stated as follows: (1) Said newspaper is printed in the
English language in newspaper format and in column and sheet form equivalent in printed
space to at least 900 square inches. (2) Said newspaper is a weekly and is distributed at least
once each week. (3) Said newspaper has 50% of its news columns devoted to news of local
interest to the community which it purports to serve and does not wholly duplicate any other
publication and is not made up entirely of patents, plate matter and advertisements. (4) Said
newspaper is circulated in and near the municipality which it purports to serve, has at least
500 copies regularly delivered to paying subscribers, has an average of at least 75% of its total
circulation currently paid or no more than three months in arrears and has entry as second-
class matter in its local post -office. (5) Said newspaper purports to serve the City of Wayzata and
Village of Orono in the County of Hennepin and it has its known office of issue in the
City of Wayzata in said county, established and open during its regular business hours for
the gathering of news, sale of advertisements and sale of subscription and maintained by the
managing officer or persons in its employ and subject to his direction and control during all
such regular business hours and devoted exclusively during such business hours to the
business of the newsppaer and business related thereto. (6) Said newspaper files a copy of
each issue immediately with the State Historial Society. (7) Said newspaper has complied
with all the foregoing conditions for at least two years preceding the day or dates of publication
mentioned below. (8) Said newspaper has filed with the Secretary of State of Minnesota prior
to January 1, 1966 and each January 1 thereafter an affidavit in the form prescribed by the
Secretary of State and signed by the publisher of said newspaper and sworn to before a notary
public stating that the newspaper is a legal newspaper.
He further states on oath that the printed Ordinance No. 151
hereto attached as a part hereof was cut from the columns of said newspaper, and was printed
and published therein in the English language, once each week, for one successive weeks;
that it was first so published on_ll2'S the 12 day of September , 19-74
and was thereafter printed and published on every to and including
the day of , 19 and that the following is a printed copy
of the lower case alphabet from A to Z, both inclusive, and is hereby acknowledged as being
the size and kind of type used in the composition and publication of said notice, to -wit:

ORDINANCE NO. 151
AN ORDINANCE AMENDING
SECTION 1005 OF THE CITY OR-
DINANCES AUTHORIZING TEM-
PORARY ON -SALE NON -
INTOXICATING MALT LIQUOR
LICENSES AND CONFORMING
WITH STATE LAW ON AGE OF
MAJORITY.
THE CITY COUNCIL OF THE CITY
of MEDINA DOES ORDAIN AS
FOLLOWS:
Section 1: Section 1005 of the Code
of Ordinances is hereby amended by
the addition of the following subdivi-
sion:
1005:20 Temporary on -sale non -
intoxicating malt liquor licenses may
be issued for a period not to exceed 72
hours to any club, as defined herein,
or any charitable, religious, or non-
profit organization, subject to all
other applicable provisions of Sec-
tions 1005.00, 1005.05, 1005.10 and
1005.15, except for the following mat-
ters:
(a) a non-refundable fee of
$5.00 shall accompany each ap-
plication for such license.
(b) Temporary licenses shall
become effective and shall ex-
pire at the times determined by
the City Council.
(c) No minor shall be emp-
loyed by or allowed to sell or
serve non -intoxicating malt li-
quor on the licensed premises.
(d) The provisions of Section
1005.10 (el and (f) notwithstand-
ing, hours of sale of non -
intoxicating malt liquor shall
coincide with Minnesota State
code.
Section 2: Section 1005.00 lb) of the
City Code is hereby amended as Fol-
lows:
(b) "Minor" means any person
under the age of (21) 18 years.
Section 3: Section 1005.15 4 a) shall
be amended as follows:
(a) No person under the age of
(21) 18 years shall purchase, di-
rectly or indirectly, any non -
intoxicating malt liquor.
Section 4: Section 1005.15 (b) shall
be amended as follows:
(bl No person (less than 21)
under the age of 18 years shall
possess or consume non -
intoxicating malt liquor except
in the personal presence of his
parent or legal guardian.
Section 5: This Ordinance shall be-
come effective after its adoption and
publication.
Adopted this 6 day of Aug., 1974.
