J. R. RITCHAY, being duly sworn, on oath says he is and during all times here stated has been the vice president and printer of the newspaper known as The Wayzata -Orono Sun and has full knowledge of the facts herein stated as follows: (1) Said newspaper is printed in the English language in newspaper format and in column and sheet form equivalent in printed space to at least 900 square inches. (2) Said newspaper is a weekly and is distributed at least once each week. (3) Said newspaper has 50% of its news columns devoted to news of local interest to the community which it purports to serve and does not wholly duplicate any other publication and is not made up entirely of patents, plate matter and advertisements. (4) Said newspaper is circulated in and near the municipality which it purports to serve, has at least 500 copies regularly delivered to paying subscribers, has an average of at least 75% of its total circulation currently paid or no more than three months in arrears and has entry as second- class matter in its local post -office. (5) Said newspaper purports to serve the City of Wayzata and Village of Orono in the County of Hennepin and it has its known office of issue in the City of Wayzata in said county, established and open during its regular business hours for the gathering of news, sale of advertisements and sale of subscription and maintained by the managing officer or persons in its employ and subject to his direction and control during all such regular business hours and devoted exclusively during such business hours to the business of the newsppaer and business related thereto. (6) Said newspaper files a copy of each issue immediately with the State Historial Society. (7) Said newspaper has complied with all the foregoing conditions for at least two years preceding the day or dates of publication mentioned below. (8) Said newspaper has filed with the Secretary of State of Minnesota prior to January 1, 1966 and each January 1 thereafter an affidavit in the form prescribed by the Secretary of State and signed by the publisher of said newspaper and sworn to before a notary public stating that the newspaper is a legal newspaper. He further states on oath that the printed Ordinance No. 146 hereto attached as a part hereof was cut from the columns of said newspaper, and was printed and published therein in the English language, once each week, for one successive weeks; that it was first so published on Thurs the 23 day of August , 19 ?3 and was thereafter printed and published on every to and including the day of , 19 and that the following is a printed copy of the lower case alphabet from A to Z, both inclusive, and is hereby acknowledged as being the size and kind of type used in the composition and publication of said notice, to -wit: abcdefghijklmnopgrstuvwxyz Subscribed and sworn to before me this 23 day of August , 19 + (Notarial Seal) G. (Official Publication) VILLAGE OF MEDINA ORDINANCE NO. 146 AN ORDINANCE REGULATING PARKING ON PRIVATE PROPERTY -- The Village Council of the Village of Medina does ordain: That Chapter VII of the Medina Village Code be amended by the addition of the following: Section820 — Parking on Private Property Section 820:00. Private parking. Any of the provisions of Section 815 may be ex- tended to private property by the Chief of Police at written request of the property owner, provided that signs are erected in appropriate places to warn that such parking restrictions apply to said proper- ty. Such signs shall not be erected at pub- lic expense. Section 820:05. Restricted parking. At the written request of the property owner, the Chief of Police may designate any area as restricted to parking only for cus- tomers, invited guests or others having legitimate business on the property of the owner, provided that signs so stating are erected in appropriate places. Such signs shall not be erected at public expense. Section 820:10. Violations. Penalty for violation of this section shall be the same as for violation of Section 815, except that, in -addition, a vehicle found in viola- tion may be removed from the property by police order upon written complaint of the property owner or his representative. Nothing in this section shall be construed to extend liability to the Village of Medina for damages incurred in or because of such removal. This ordinance shall be effective upon publication.
