AFFIDAVIT OF PUBLICATION

J. R. RITCHAY, being duly sworn, on oath says he is and during all times here stated has
been the vice president and printer of the newspaper known as The Wayzata -Orono Sun and
has full knowledge of the facts herein stated as follows: (1) Said newspaper is printed in the
English language in newspaper format and in column and sheet form equivalent in printed
space to at least 900 square inches. (2) Said newspaper is a weekly and is distributed at least
once each week. (3) Said newspaper has 50% of its news columns devoted to news of local
interest to the community which it purports to serve and does not wholly duplicate any other
publication and is not made up entirely of patents, plate matter and advertisements. (4) Said
newspaper is circulated in and near the municipality which it purports to serve, has at least
500 copies regularly delivered to paying subscribers, has an average of at least 75% of its total
circulation currently paid or no more than three months in arrears and has entry as second-
class matter in its local post -office. (5) Said newspaper purports to serve the City of Wayzata and
Village of Orono in the County of Hennepin and it has its known office of issue in the
City of Wayzata in said county, established and open during its regular business hours for
the gathering of news, sale of advertisements and sale of subscription and maintained by the
managing officer or persons in its employ and subject to his direction and control during all
such regular business hours and devoted exclusively during such business hours to the
business of the newsppaer and business related thereto. (6) Said newspaper files a copy of
each issue immediately with the State Historial Society. (7) Said newspaper has complied
with all the foregoing conditions for at least two years preceding the day or dates of publication
rientioned below. (8) Said newspaper has filed with the Secretary of State of Minnesota prior
to January 1, 1966 and each January 1 thereafter an affidavit in the form prescribed by the
Secretary of State and signed by the publisher of said newspaper and sworn to before a notary
public stating that the newspaper is a legal newspaper.
He further states on oath that the printed Ordinance Nc. 145
hereto attached as a part hereof was cut from the columns of said newspaper, and was printed
and published therein in the English language, once each week, for Brie successive weeks;
that it was first so published on Thurs the 23

and was thereafter printed and published on every to and including
the day of , 19 and that the following is a printed copy
of the lower case alphabet from A to Z, both inclusive, and is hereby acknowledged as being
the size and kind of type used in the composition and publication of said notice, to -wit:

this section:
(a) "Park means any land or water
area owned or controlled by the Village of
Medina which is or may be used for pur-
poses of recreation, wildlife sanctuary,
forest preserve or historical site.
(b) "Resident" means any person who
maintains or occupies a permanent or
seasonal home within the Village.
(c) "Guest" means any person physi-
cally accompanied within the area of a
park by a resident.
(d) "Vehicle" means any motorized,
self-propelled, animal -drawn or human -
powered conveyance.
(e) "Weapon" means any device from
which shot or a projectile of any type can
be discharged by means of an explosive,
gas or compressed air, or otherwise pro-
pelled, including but not limited to fire-
arms, bows and arrows, slings and spring -
guns.
(f) "Drug" means any drug the use,
possession or sale of which is in violation
of federal or state law or Village ordi-
nance.
Section 1205:10. General conduct. It
shall be unlawful for any person within a
park or on public property adjacent to a
park to:
(a) Engage in disorderly conduct, as
defined in Section 525;
(b) Be under the influence of any drug;
or use, possess or sell any drug;
(c) Sell alcoholic beverages, or bring
alcoholic beverages into a park in kegs,
barrels or case lot quantities without
permission of the Village Council;
(d) Deposit any garbage, trash or other
material except in trash receptacles;
throw or discharge any substance into any
lake, stream or other body of water;
(e) Start a fire, except a small fire for
culinary purposes in a designated area;
or fail to fully extinguish such a fire;
(f) Injure, destroy or remove any tree,
flower, shrub, plant, rock, soil, mineral
or structure;
(g) Kill, trap, hunt, pursue or in any
manner cause to be disturbed any species
of wildlife, except that fishing shall be
permitted in designated areas;
(h) Possess any weapon; shoot any
weapon in or into a park; any unauthor-
ized weapon shall be subject to seizure by
the Village and may be disposed of in the
same manner as weapons confiscated by
the Minnesota Department of Natural
Resources;
(i) Conduct any recreational activity in
any park area in violation of restrictions
posted by the Village Counil;
(j) Sell, solicit or carry on any business
or commercial enterprise or service un-
less authorized by the Village Council;
(k) Permit any dog, cat or other pet in
any park area in violation of rules adopt-
ed by the Village Council.
Section 1205:15. Restrictions on Use.
Upon posting pursuant to resolution of the
Village Council no person shall:
(a) Leave or park any automobile or
other vehicle in any park or on any road in
the neighborhood of any park where the
Village Council shall by resolution re-
quire a permit for parking, without hav-
ing first secured and displayed said per-
mit according to rules adopted by the
Council;
(c) Remain in a park in violation of
curfew hours or other regulations adopted
and posted by the Village Council.

police officer to leave following a valid
arrest of such person; remain in or return
