County of Hennepin SS. J. R. RITCHAY, being duly sworn, on oath says he is and during all times here stated has been the vice president and printer of the newspaper known as The Wayzata -Plymouth Sun and has full knowledge of the facts herein stated as follows: (1) Said newspaper is printed in the English language in newspaper format and in column and sheet form equivalent in printed space to at least 900 square inches. (2) Said newspaper is a weekly and is distributed at least once each week. (3) Said newspaper has 50% of its news columns devoted to news of local interest to the community which it purports to serve and does not wholly duplicate any other publication and is not made up entirely of patents, plate matter and advertisements. (4) Said newspaper is circulated in and near the municipality which it purports to serve, has at least 500 copies regularly delivered to paying subscribers, has an average of at least 75% of its total circulation currently paid or no more than three months in arrears and has entry as second-class matter in its local post -office. (5) Said newspaper purports to serve the City of Wayzata and the Village of Plymouth in the County of Hennepin and it has its known office of issue in the City of Wayzata in said county, established and open during its regular business hours for the gathering of news, sale of advertisements and sale of subscriptions and maintained by the managing officer or persons in its employ and subject to his direction and control during all such regular business hours and devoted exclusively during such regular business hours to the business of the newspaper and business related thereto. (6) Said newspaper files a copy of each issue immediately with the State Historical Society. (7) Said newspaper has complied with all the foregoing conditions for at least two years preceding the day or dates of publication mentioned below. (8) Said newspaper has filed with the Secretary of State of Minnesota prior to January 1, 1969 and each January 1 thereafter an affidavit in the form prescribed by the Secretary of State and signed by the publisher of said newspaper and sworn to before a notary public stating that the newspaper is a legal newspaper. He further states on oath that the printed Ordinance No. 136 hereto attached as a part hereof was cut from the columns of said newspaper, and was printed and published therein in the English language, once each week, for one successive weeks; that it was first so published on Thum the 30th day of Se Pt , 19 7 and was thereafter printed and published on every to and including the day of , 19_ and that the following is a printed copy of the lower case alphabet from A to Z, both inclusive, and is hereby acknowledged as being the size and kind of type used in the composition and publication of said notice, to -wit: abcdefghij klmn opgrstuvwxyz a bcdef gh i jk lm nopgrstuvwxyz Subscribed and sworn to before me this 30th day of Sept (Notarial Seal) Alice J. My Commission Expires December 26, 1973 , 19J +� (Official Publication) ORDINANCE NO.134 AN ORDINANCE AMENDING SECTION 815 OF THE MEDINA VILLAGE CODE RELATING TO PARKING REGULATIONS THE VILLAGE COUNCIL OF THE VILLAGE OF MEDINA DOES ORDAIN: That Section 815 of Chapter VIII of the Medina Village Code be amended to read as follows: Section 615:00. Limited Parking Zones. No person shall park any vehicle for a longer period than is designated on the signs marking such zone in any Limited Park Zone established by the Police Chief or the Director of Public Works and Engi- neering, except on Sundays and legal holi- days: provided. the Council shall have authority to rescind the establishment of such zone. Section 815:01. Twelve Hour Parking. No person in charge of any vehicle shall park or permit said vehicle to stand upon any street or highway for more than twelve (12) consecutive hours at any time, unless otherwise designated on signs erected and installed; provided, that this paragraph shall not apply to ve- hicles used by persons while engaged in services performed on the premises of others, such as painting, home construc- tion or repair, installation of appliances, cleaning. or fumigating. Section 815:02. Seasonal Parking Re- striction. From November 1 to March 31 inclusive. no person shall park or permit any vehicle to stand on any street. high- way or alley for all or any part of the peri- od from 1:00 a.m. to 6:00 a.m. Section 815:03. Vehicle to be Locked. Every person parking an automobile on a public street or alley shall lock the igni- tion, remove the key, and take the same with him. Section 815:04. Parking in Public Al- leys. Vehicles other than trucks shall not be parked in public alleys, and trucks shall not be so parked for a longer period of time than is necessary to load or unload commodities. and then not to exceed 30 minutes. Section 815:05. Double Parking. Vehi- cles shall not double park on a street or highway except trucks when calling for or delivering merchandise, and when access to the curb at or immediately adjacent to the place of delivery is blocked by bther vehicles. and then only for such length of time as may be necessary to load or un- load, such length of time in any event not to exceed 15 minutes. Section 815:06. Removal of Vehicles for Snow Removal, etc. Whenever the Village Road Supervisor or any of his assistants shall find it necessary, for purpose of fa- cilitating street maintenance operations. such as the removal of snow, ice or street wastes, to move any vehicle standing on any Highway or Village road, the Village Road Supervisor, or assistants, or other emergency officials in the discharge of their duties. may move such vehicles to the extent necessary for such purposes. Section 815:07. Removal of illegally Stopped Vehicles. Whenever any police officer finds a vehicle standing upon a street or highway in violation of any of the foregoing provisions of this section, such officer is hereby authorized to move such vehicle. or require the driver or oth- er person in charge of the vehicle to re- move the same, to a position off the paved or improved or main traveled part of such street or highway. When any police officer finds a vehicle unattended upon any street, highway, bridge, causeway or tunnel where such vehicle constitutes an obstruction to traf- fic. such officer shall provide for the removal of such vehicle and remove the same to the nearest convenient garage or other place of safety. Section 815:08. Violations. Every per- son convicted of a violation of any of the provisions of this Ordinance shall be pun- ished by a fine of not more than three hundred dollars ($300.00) or by imprison- ment for a period of not more than ninety (90) days, or both, but in either case the costs of prosecution may be added. This ordinance shall be in force and effect upon its passage and publication. Passed by the Council this 15 day of September. 1971.
