REGULAR COUNCIL MEETING, SEPTEMBER 21, 2020
CALL TO ORDER
Mayor Carrie Tergin called the September 21, 2020 City Council meeting to order at
6:02 P.M.
ROLL CALL
The f ollowing Councilmembers were present for roll-call:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber,
Vogt, Ward, and Wiseman*
Absent: None
A quorum was declared present. *Councilmember Wiseman participated via call-in.
ADOPTION OF THE AGENDA
A motion was made by Councilmember Graham and seconded by Councilmember Ward
to amend the agenda, moving item 15(b.) RS2020-12 to item 10(b.).
After some discussion, Councilmember Fitzwater motioned to remove item 15(b.) from
the agenda, and send the resolution to the Committee on Administration and Public
Works & Planning Committee. The motion passed by the following roll-call vote:
Aye: Fitzwater, Graham, Hensley, Kemna, Schreiber, and Vogt
Nay: Hussey, Lester, Ward, and Wiseman
The original motion was abandoned by passing the subsequent motion.
Councilmember Graham motioned to adopt the agenda as amended. Councilme mber
Fitzwater seconded the motion. The motion passed by the following roll-call vote.
Aye: Fitzwater, Graham, Hensley, Kemna, Schreiber, Vogt, and Wiseman
Nay: Hussey, Lester, and Ward
MISCELLANEOUS AGENDA ITEMS
Sierra Thomas announced activities supporting September as National Preparedness
Month. More information can be found at ready.gov/September.
PUBLIC HEARINGS

A Staff presentation was made by Eric Barron, City Planning Manager.
There being no one to speak on the bill, Mayor Tergin declared the evidentiary
portion of the public hearing concluded.

AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING,
AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE
OF THE CITY OF JEFFERSON, BY REZONING 2.98 ACRES LOCATED AT
2715 ROUTE CC FROM C-1 NEIGHBORHOOD COMMERCIAL TO RS-2
LOW DENSITY RESIDENTIAL.
There being no objection, Bill 2020-031 was read third time by title, placed on
final passage, and passed by the following roll-call vote as Ordinance 16073.

APPOINTMENTS BY THE MAYOR

PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS
There were no presentations at this time.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Councilmember Hensley announced the cancellation of the next Finance
Committee meeting which was scheduled for Thursday, September 24th.
Councilmember Hussey announced the next Public Works and Planning
Committee meeting, tentatively scheduled for Thursday, October 8th at 7:30 A.M.
in City Council Chambers. Citizens will be able to participate via WebEx. The
WebEx information will be available on the City’s on-line calendar. He also
announced the next Administrative Committee meeting, tentatively scheduled for
Wednesday, October 7th at 7:30 A.M. in City Council Chambers. Citizens can
check the City’s on-line calendar as the dates get closer to confirm times, dates,
and WebEx participation information.
Mr. Barron announced the 2020 Fall Large Item Pick-up dates: September 28th for
City residents west of Highway 54; and October 5th for City residents east of
Highway 54.
Mayor Tergin announced the following events:

Missouri 2021 Bicentennial items are available for Councilmembers to
distribute at any events they attend.
Building Community Bridges Paint Party is scheduled for October 3rd and 4th
at 213 East Ashley Street, from 9:00 A.M. to 5:00 P.M.
Absentee Voting begins September 22nd and ends November 2nd.

sos.mo.gov/elections.
The Annual Stephen Siller Tunnels to Towers 5K was held Saturday,
September 19th. The Jefferson City Fire Department won the “Fastest
Firehouse” competition.
The Fourth Annual State Fire Marshals Stair Climb is scheduled for October
10th at Lincoln University’s football stadium.
This year’s Guns & Hoses hockey game will be a virtual event, broadcasted
on Facebook Live on October 17th, at 9:00 A.M.
Habitat for Humanity’s Mayor’s Build Roof Challenge is scheduled for
October 7th. Mayor Tergin and Police Lt. Dave Williams will be on the roof
raising money for the build.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
There were no updates at this time.
PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS
Although RS2020-12 was removed from the agenda, Mayor Tergin welcomed citizens
who signed up to speak on the resolution and announced that they could speak at this
time if they chose. The following citizens spoke on the resolution.
1. Jay Barnes, 715 Swifts Hwy., spoke in favor of removing the marker.
2. Nimrod Chapel, 701 Primrose Ct., spoke in favor of removing the marker.
3. Bob Priddy, 1744 Englewood Dr., spoke in favor of removing the marker.
4. Carl Landwehr, Jefferson City resident, spoke against removing the marker.
5. Bob Scriver, Jefferson City resident, spoke against removing the marker.
6. Edith Vogel, 800 St. Mary’s Blvd., offered to be the caretaker of the marker, having
it placed on her personal property.
7. Jackie Coleman, 2050 Trenton Ct., spoke in favor of removing the marker
8. Cindy Graves, not for or against the marker, but spoke about General Price.
9. Fr. Richard Frank spoke in favor of keeping the marker, but adding an additional
piece with more description.

10. Sandra Walls, a UDC and DAR member, spoke against removing the marker, but
would be ok with it being moved it to Edith Vogel’s property.
11. Rev. Dr. Adrian Hendricks spoke in favor of removing the marker.
12. Doris Schmutzler, Cole County Resident, spoke against General Price as a
person, and would like to see the marker go to Edith Vogel’s property.
13. Richard Allen spoke in favor of removing the marker and moving it to Green Berry
Park, and include additional signage with the marker explaining the full story.
14. Karen Leydens spoke against moving the marker.
15. Brian Kaylor spoke in favor of removing the marker.
16. Dick Dalton spoke in favor of removing the marker. He felt that the City could do
what they want with the marker once it’s removed.
17. Patsy Johnson, 908 Lafayette, spoke in favor of removing the marker.
18. Darrell Maples spoke against moving the marker, but felt that a compromise could
be met.
19. Joshua Dunne spoke in favor of removing the marker.
20. Mary Schantz, Chairperson of the Historic Preservation Commission, explained
how the Commission came to the conclusion that the marker should be removed.
CONSENT AGENDA
The following items were brought before the City Council for approval by Consent:

b. Acceptance of Missouri Department of Transportation, Traffic & Highway Safety
Division DWI Enforcement Grant
c. Acceptance of Missouri Department of Transportation, Traffic & Highway Safety
Division Hazardous Moving Violations Grant
d. Declaring Current Glocks and Streamlights as Surplus, Dispose of via Trade-In, and
Authorize Purchase of Hand Guns for the Police Department in an Amount Not to
Exceed $58,912.65
A motion was made by Councilmember Hussey and seconded by Councilmember
Graham to approve the consent agenda items. The motion was approved unanimously.

Gail Strope, Human Resources Director, presented the resolution.
Councilmember Graham motioned to adopt RS2020-11. Councilmember Hussey
seconded the motion. The resolution was adopted by the following roll -call vote:

COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS
Councilmember Graham expressed his concerns with safety at City parks after closing
hours. Aaron Grefrath, Assistant Director Programs agreed with Councilmember
Graham’s comments and informed the City Council that the Parks and Recreation
Department is continuing to work closely with Jefferson City Police Department and
Lincoln University Police Department. Mr. Grefrath ensured that Councilmember
Graham’s concerns would be communicated to Todd Spalding, the Director of Parks and
Recreation.
NEW BUSINESS
There was no new business at this time.
APPROVAL OF 9/8/2020 CLOSED SESSION MINUTES
Councilmember Hussey motioned and Councilmember Kemna seconded the motion to
approve the 9/8/2020 Closed Session Minutes. The motion passed by the following roll -
call vote:
Aye: Fitzwater, Graham, Hensley, Hussey, Lester, Schreiber, Vogt, Ward,
and Wiseman
Nay: None
Abstain: Kemna (Did not attend the 9/8/2020 Closed Session)
