LARSON, being duly sworn, on oath says: that he now is and during all the time herein stated has been DON R. LARSON, the publisher and printer of the newspaper known as the Crow River News, and has full knowledge of the facts herein stated. That foijnore than qne year i ecJiately prior to the publication therein of the printed otice city of Nee ina Ordinance No. 167--Regulating Movement of Motor Vehicles, Buildings etc upon City Roads hereto attached, said newspaper was printed and published in the English language from its known office of publication within the County of Hennepin and County of Wright, State of Minnesota, on Wednesday and Saturday of each week in column and sheet form equivalent in space to 450 running inches of single column 21/2 inches wide; has been issued from a known office established in said place of publication equipped with skilled workmen and the necessary material for preparing and printing the same: THE CROW RIVER NEWS has had in its makeup not less than twenty-five percent of its news column devoted to local news of interest to said community it purports to serve, the press work of which has been done in its known place of publication; has contained general news, com- ments and miscellany; has not duplicated any other publication; has not been entirely made up of patents, plate matter and advertisements; has been circulated at and near its said place of publication to the extent of 240 copies regularly delivered to paying subscribers; has been entered as second class mail matter in local post office of its said place of publication; that there has been on file in the office of the County Auditor of said county the affidavit of a person having first hand knowledge of the facts constituting its qualifications as a newspaper for publication of legal notices; rind that its publishers have complied with all demands of said County Auditor for proofs of its said qualification. A copy of each issue has been filed with the State Historical Society, St. Paul. Larson, Publisher Subscribed and sworn to before me this day of Q: .A ..... , 19 1 MEDINA ORDINANCE NO. 167 AN ORDINNANCE REGULATING THE MOVEMENT OF MOTOR VEHICLES, BUILDINGS AND OTHER STRUC- TURES UPON CITY ROADS IN THE CITY OF MEDINA THE VILLAGE COUNCIL OF THE VILLAGE OF MEDINA DOES ORDAIN AS FOLLOWS: SECTION 1: 1.01. Movement of Buildings Regulated. The provisions of Minnesota Statutes, S160.26 are hereby adopted by reference and are hereby incorporated in and made a part of this Ordinance as though fully set forth. 2.01 Motor Vehicles Regulated. The provisions of Minnesota Statutes, S169.:1, S169.81, S169.82, and S169.83, regulating the size, weight, load, width, height, length and trailer equipment of motor vehicles, S169.831 regulating refuse com- pacters, S169.85 regulating the weighing of vehicles, and S169.86 regulating the issuance of special permits, are hereby adopted by reference and are hereby in- corporated in and made a part of this or- dinance as though fully set forth. 3.01 Administrative Control. The Road Authority and Local Authority as used. herein shall be the Director of Public Works of the City of Medina, who is hereby empowered to require permits, surety bonds, insurance contracts and all other administrative procedures authorized hereunder. 4.01 Permit Fee, The Director of Public Works shall require payment of a fee of $10.00 for the issuance of any Permit hereunder, 5,01 Penalties. It shall be unlawful for any person to move a building, structure, or motor vehicle upon any street, road, or • highway within the City of Medina when such building, structure, or motor vehicle is not in compliance herewith or without first obtaining a proper permit therefor. Any person violating this ordinance, upon conviction therefor, shall be punishable by a fine not to exceed $500.00 or by imprison- ment not to exceed 90 days or both. SECTION 2. Ordinance No. 148, regulating the movement of buildings and other structures upon village roads in the Village of Medina is hereby repealed. SECTION 3. THIS ORDINANCE SHALL BE EFFECTIVE UPON ADOPTION' AND PUBLICATION. Adopted this 6th day of December, 1977. Arthur Theis, Mayor Pro Tem
