Don R. Larson, being duly sworn, on oath says he is and during all the times herein stated has been
the publisher and printer of the newspaper known as the
SOUTH CROW RIVER NEWS
and has full knowledge of the facts herein stated as follows:
(1) Said newspaper is printed in the English language in newspaper format and in column and
sheet form equivalent in printed space to at least 1,200 square inches. (2) Said newspaper is dis-
tributed at least once a week for 52 weeks each year. (3) Said newspaper, in at least half of its issues
each year, has no more than 75 percent of its printed space comprised of advertising material and
paid legal notices; and in all of its issues each year, has at least 50 percent of its news columns
devoted to news of local interest to the community which it purports to serve, and not more than 25
percent of its total nonadvertising column inches in any issue wholly duplicates any other publica-
tion unless the duplicated material is from recognized general news services; (4) Said newspaper is
circulated in and near the municipality which it purports to serve, and has at least 500 copies
regularly delivered to paying subscribers, and has entry as second-class matter in its local post of-
fice; (5) Said newspaper purports to serve the Cities of Rockford, Greenfield, Corcoran, Loretto,
Medina, Independence, Hanover, and Rockford Township in the County of Hennepin and the County
of Wright and it has its known office of issue in the City of Rockford in said Hennepin County and
Wright County, established and open during its regular business hours for the gathering of news, sale
of advertisements and sale of subscriptions and is maintained by the managing officer of said
newspaper or persons in its employ and is subject to his directions and control during all such
regular hours and at which time said newspaper is printed. (6) Said newspaper files a copy of each
issue immediately with the State Historical Society. (7) Said newspaper is made available at single
or subscription prices to any person, corporation, partnership or other unincorporated association
requesting the newspaper and making applicable payment. (8) Said newspaper has complied with all
the foregoing conditions for at least one year preceding the day or dates of publication mentioned
below. (9) Said newspaper annually publishes and submits to the secretary of state a sworn United
States Post Office second-class statement of ownership and circulation.

published therein in the English language, once each week, for 2successive weeks; that it was

AN ORDINANCE ENACTING
THE MEDINA CITY CODE OF 1984
THE CITY COUNCIL OF THE CITY
OF MEDINA DOES ORDAIN AS
FOLLOWS:
Section 1. Code Adopted. Pursuant to
the authority granted by Minnesota
Statutes, Sections 415.02 and 415.021, the
City Council hereby enacts the Medina
City Code of 1984 (the "Code")
prepared at the Council's direction and
dated 1984. The Code is a
revision, rearrangement, recodifica-
tion and reenactment of all existing ef-
fective ordinances of the City except as
otherwise provided in this ordinance.
Sec. 2. Copies Available. A substan-
tial quantity of the Code shall be printed
for general distribution and availability
to the public in such reasonable quan-
tities and at such reasonable charges as
may be fixed by the City Clerk -
Treasurer, and copies shall be kept
available for public inspection in the of-
fices of the Clerk -Treasurer.
Sec. 3. Notice of Publication. The City
Clerk -Treasurer shall publish notice of
the availability of the Code for two suc-
cessive weeks prior to the effective date
of this ordinance.
Sec. 4. Ordinances Not Affected. The
following ordinances of the City not in-
cluded in the Code are not affected,
repealed, amended or altered by the
adoption of the Code:
a) Ordinance No. 214, and all or-
dinances amendatory thereof, con-
stituting the Minnegasco Franchise Or-
dinance.
b) All other ordinances of the City not

Sec. 5. Existing Rights and
Liabilities. The disposition by repeal of
heretofore existing ordinances
and the rearrangement and
recodification of existing and new or-
dinances accomplished by the Code has
been accomplished in accordance with
the provisions of state law. The
procedures followed in this recodifica-
tion are not to be construed so as to
alter, diminish, increase or otherwise
modify any rights, duties or liabilities
of the City or any person existing on the
effective date of the Code. The provi-
sions of the Code insofar as they are the
same in substance as those of previous
ordinances of the City of Medina are es-
sentially, but not actually, continua-
tions of such previous ordinances.
Every act done, offense committed or
right accruing or accrued, or liability,
penalty, forfeiture or punishment in-
curred or assessed prior to the effective
date of the Code is not affected by its
enactment.
Sec. 6. Inclusion in Code Appendix.
This ordinance shall be included in an
appropriate appendix to the Code.
Sec. 7. Custody: Distribution. The
City Clerk -Treasurer is the custodian of
all copies of the Code. The Clerk -
Treasurer may distribute copies of the
Code to such city offices and employees
in such quantities as may be
authorized by the City Council.
Sec. 8. Effective Date. This ordinance
is effective after its passage and
publication. The Medina City Code of
