PROCLAMATION
WHEREAS, Kathy Morris started her career with the Waste Commission of Scott County in 1989 and is retiring
after decades of tireless service to the Quad City region in November 2023 with over 30 years of service.
WHEREAS, Kathy's efforts include leading the development of appliance demanufacturing, waste tire recycling,
siting for the Davenport compost facility and regional landfill, recycling center, curbside recycling, household
hazardous material facility, Keep Scott County Beautiful, special waste solidification, e waste collection events,
construction and demolition recycling, electronic demanufacturing facility, shingle recycling, event recycling, ISO
certification, single stream recycling, and many more.
WHEREAS, Kathy has developed partnerships across the Quad City region to keep costs down and manage our
region's excess in the most responsible and sustainable ways possible.
WHEREAS, Kathy has worked closely with Riverdale mayors over the years with Mayors Bawden and Rodgers
serving as leaders of the Waste Commission and Mayor Heddlesten serving as one of the small community
representative.
WHEREAS, Kathy's efforts have led to multiple awards for both her and the facilities she manages with one of
those highlights being the first public agency in the world to hold a responsible recycling certification.
WHEREAS, Kathy has left Riverdale, Scott County, and the greater Quad City region profoundly better than when
she found it and has developed a team of experts to take over successfully in her absence.
THEREFORE, be it resolved that I, Anthony Heddlesten, Mayor of the City of Riverdale, Iowa, do hereby proclaim
November 15th as
KATHY MORRIS DAY
In Riverdale, and encourage all staff, residents, and visitors to join me in congratulating Kathy on her retirement
and thanking her for her tremendous service to our community and the region.
