DON R. LARSON, being duly sworn, on oath says: that he now is and during all the
time herein stated has been DON R. LARSON, the publisher and printer of the
newspaper known as the Crow River News, and has full knowledge of the facts
herein stated.
That fotmore than pre year immediately prior to the pyblicali therein of the
printed ottice G1ty' o Medina Ordinance No. 1 j
hereto attached, said newspaper was printed and published in the English
language from its known office of publication within the County of Hennepin and
County of Wright, State of Minnesota, on Wednesday of each week in
column and sheet form equivalent in space to 450 running inches of single
column 21/2 inches wide; has been issued from a known office established in said
place of publication equipped with skilled workmen and the necessary material for
preparing and printing the same: THE CROW RIVER NEWS has had in its
makeup not less than twenty-five percent of its news column devoted to local news
of interest to said community it purports to serve, the press work of which has
been done in its known place of publication; has contained general news, com-
ments and miscellany; has not duplicated any other publication; has not been
entirely made up of patents, plate matter and advertisements; has been circulated
at and near its said place of publication to the extent of 240 copies regularly
delivered to paying subscribers; has been entered as second class mail matter in
local post office of its said place of publication; that there has been on file in the
office of the County Auditor of said county the affidavit of a person having first
hand knowledge of the facts constituting its qualifications as a newspaper for
publication of legal notices; lnd that its publishers have complied with all
demands of said County Auditor for proofs of its said qualification. A copy of each
issue has been filed with the State Historical Society, St. Paul.

hereto attached as a part hereof was cut from the columns of said newspaper; was
published therein in the English language once g week for... .......successive
weeks that it was first so published on the 3 day of Dec,

AN ORDINANCE REPEALING OR-
DINANCE NO, 164 OF THE MEDINA
CITY CODE AND PROHIBITING THE
USE OF LEG HOLD TRAPS UNLESS
WRITTEN PERMISSION IS OBTAINED
AND A PERMIT GRANTED BY THE
CITY.
THE CITY COUNCIL OF THE CITY OF
MEDINA DOES ORDAIN AS FOLLOWS:
SECTION 1:
Ordinance number 164 of the City of
Medina is hereby repealed.
SECTION 2:
Section 520 of the Medina City Code is
amended by the addition of the following:
Section , 520.15. Leg Hold Traps
Prohibited. The placing, setting or main-
taining of any steel -jawed leg hold trap
within any area of the City of Medina is
hereby prohibited unless a permit is ob-
tained as herein provided.
Section 520.20. Trapping Permits. Per-
mits are required for trapping on any land
within the City of Medina, except that no
permit shall be required for the owner of
such land or the owner's immediate
family. Application for a trapping permit
shall be made to the Chief of Police and
shall be accompanied by written consent
of the owner of the land upon which trapp-
ing is contemplated, together with a fee of
$1.00. The Chief of Police may issue such
permit or may decline to issue such per-
mit where the safety of persons, domestic
animals or fowl will be endangered by
such trapping. Such permits shall be
issued in writing.
Section 520.25. Penalty. Any person
violating any provision of this ordinance
shall be punishable by fine not to exceed'
$500 or by imprisonment for a period not
exceeding 90 days, or both.
SECTION 3: This Ordinance shall be ef-
fective upon adoption and publication.
Adopted this 5th day of December, 1978.
