Larson, being duly sworn, on oath says he is and during all the times herein stated has been the publisher and printer of the newspaper known as the SOUTH CROW RIVER NEWS and has full knowledge of the facts herein stated as follows: (1) Said newspaper is printed in the English language in newspaper format and in column and sheet form equivalent in printed space to at least 1,200 square inches. (2) Said newspaper is dis- tributed at least once a week for 52 weeks each year. (3) Said newspaper, in at least half of its issues each year, has no more than 75 percent of its printed space comprised of advertising material and paid legal notices; and in all of its issues each year, has at least 50 percent of its news columns devoted to news of local interest to the community which it purports to serve, and not more than 25 percent of its total nonadvertising column inches in any issue wholly duplicates any other publica- tion unless the duplicated material is from recognized general news services; (4) Said newspaper is circulated in and near the municipality which it purports to serve, and has at least 500 copies regularly delivered to paying subscribers, and has entry as second-class matter in its local post of- fice; (5) Said newspaper purports to serve the Cities of Rockford, Greenfield, Corcoran, Loretto, Medina, Independence, Hanover, and Rockford Township in the County of Hennepin and the County of Wright and it has its known office of issue in the City of Rockford in said Hennepin County and Wright County, established and open during its regular business hours for the gathering of news, sale of advertisements and sale of subscriptions and is maintained by the managing officer of said newspaper or persons in its employ and is subject to his directions and control during all such regular hours and at which time said newspaper is printed. (6) Said newspaper files a copy of each issue immediately with the State Historical Society. (7) Said newspaper is made available at single or subscription prices to any person, corporation, partnership or other unincorporated association requesting the newspaper and making applicable payment. (8) Said newspaper has complied with all the foregoing conditions for at least one year preceding the day or dates of publication mentioned below. (9) Said newspaper annually publishes and submits to the secretary of state a sworn United States Post Office second-class statement of ownership and circulation. LARSON • nay w1 NO'GAf:Y PUBLIC - MINNESOTA HENlNEPIN COUNTY alb+ MyCommis,sion Expires May 9, ISe7 L NOTICE: MEDINA ORDINANCE NO. 224 AN ORDINANCE ESTABLISHING THE RR 1-RURAL RESIDENTIAL 1 ZONING DISTRICT The City Council of the City of Medina ordains as follows: Section I: The Code of Ordinances of the City of Medina is amended by deleting the stricken material and adding the un- derlined material as follows: 826.01. Zoning Districts. For the pur- pose of this Section, the City is hereby divided into the following use districts: Subd. 1. AG-Agricutural Preserva- tion. Subd. 2. RR -Rural Residential. Subd. 3. RR 1-Rural Residential 1. Subd. 34. UR-Urban Residential. Subd. 4 5. MR -Multi Family Residen- tial. Subd. 5 6. RC -Rural Commercial. Subd. 6 7. UC-Urban Commercial. Subd.78. RI -Rural Industrial. Subd.89. UI-Urban Industrial. Subd. 910. PS -Public -Semi -Public. Subd. 1011. FP-Floodplain. Subd. 11 12. SH-Shoreland. Subd. 12 13. SL-Sanitary Landfill. 826.26. Rural Residential 1 (RR 1). Subd. 1. The purpose of the RR1 dis- trict is to prnvide a district whirh is similar to the RR -Rural Residential dis- trict but which allows differences in developments an ar s in recogni ion of the proximity of the district to areas which are densely developed or zoned for dense development and to major transportation corridors. S ihd 2 All dpvel(vmcnt standards applicable to the RR district contained in sections 826.17 through 826.25, in- clusive, shall apply to the RR 1 district, except for the provisions contained in section 826.25, subd. 3. Subd. 3: Animal barns in the RR 1 dis- trict shall be subject to the following: a) All structures shafrbe s, hack at least 75 feet from all property and' At toast 1S0teet from any streefur of -way. WTI structure shall exceed 1,0 square feet ofZ0ros3 floor area; c) All structures shall be of a design whirh is rnmoatibie of the principal structure; d) No structure shall be erected prior to construction of a principal building; e) No structure shall be used to house any type of livestock except Wises: f) No structure shall be used to house more than two horses, except that a third horse which is the foal of one of said two horses may be kept on the Premises for a period not to exceed six months during any 12 month period; and q) The owners of animal barns ap- proved pursuant to this section shall comply with the requirements of sec- tion 330 of the city code reaardina removal of manure. Subd. 4. Subd. 5. Animal barns which exceed. 1,000 square feet of gross floor -area or are used to house more than two horses may be constructed on any lot so long as they are located at least 15n feet from any property line. Subd. 6. All animal barns not in com- .,lianri with the requirements of this section shall be removed no later than July 1, 1986.
