HomeMy Public PortalAbout2020-10-051 REGULAR COUNCIL MEETING, OCTOBER 5, 2020 CALL TO ORDER Mayor Carrie Tergin called the October 5, 2020 City Council meeting to order at 6:02 P.M. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Fitzwater, Graham, Hensley, Hussey, Lester, Schreiber, Vogt, Ward, and Wiseman Absent: Kemna ADOPTION OF THE AGENDA A motion was made by Councilmember Hussey and seconded by Councilmember Graham to adopt the agenda. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS Sierra Thomas was to call-in to the meeting to announce the “The Great Shake Out” event, promoting earthquake safety drills. Ms. Thomas did not call-in. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments at this time. PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS Fire Chief Matt Schofield announced the theme for Fire Prevention Week and Month which is “Serve Up Fire Safety in the Kitchen”. Chief Schofield also informed City Councilmembers of the department’s ISO class rating being promoted from a 3/3x to a 2/2x effective November 1st. Mayor Tergin announced the fourth annual State Fire Marshals Stair Climb, scheduled for October 10th at Lincoln University’s football stadium. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF  Councilmember Wiseman announced the next Administrative Committee meeting, scheduled for Wednesday, October 7th at 7:30 A.M, via Webex.  Councilmember Hussey announced the next Public Works and Planning Committee meeting, scheduled for Thursday, October 8th at 7:30 A.M. in City 2 REGULAR COUNCIL MEETING, OCTOBER 5, 2020 Council Chambers. Citizens will also be able to participate via WebEx. The WebEx information will be available on the City’s on-line calendar.  Mayor Tergin announced the following events:  Buckle Up Phone Down day is October 16th.  Project Homeless Connect is October 16th. Call Community Health Center at 573-632-2777 by October 15th to schedule your appointment for October 16th. Pre-scheduling appointments are required.  The 2020 Census has been extended to October 31st. Citizens can complete the census at 2020census.gov.  Alzheimer’s Awareness Day is October 16th. Mayor Tergin encouraged everyone to wear purple that day to bring awareness to the disease.  The Habitat for Humanity’s Mayor’s Build Roof Challenge was scheduled for October 7th. The event has been postponed and will likely become a virtual event. The details will be announced at a later time.  The Cole County Health Department issued safety tips for Halloween related to COVID-19. The information can be found on their website at https://colecounty.org/DocumentCenter/View/6081/Tips-and-Tricks-For- Halloween-PDF?bidId=  A community bike ride was held last Saturday, October 3 rd. The next community bike ride will be November 9th. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE There were no updates at this time. CONSENT AGENDA The following items were brought before the City Council for approval by Consent: a. Minutes of City Council Meetings: September 21 b. Authorize $27,876, Netzsch Nemo Progressive Cavity Pump Purchase from Ressler and Associates for the Wastewater Treatment Plant c. Declare Certain City Property Surplus – Airport Tractor Trade-in and Grant Permission to Amend the FY20 Budget to Utilize Trade -in Value for Purchase A motion was made by Councilmember Hussey and seconded by Councilmember Ward to approve the consent agenda items. The motion was approved unanimously. 3 REGULAR COUNCIL MEETING, OCTOBER 5, 2020 BILLS INTRODUCED 2020-034 sponsored by Councilmember Graham AN ORDINANCE OF THE CITY OF JEFFERSON APPROVING A PRELIMINARY PUD PLAN FOR PROPERTY LOCATED AT 311 BOLIVAR STREET. 2020-035 sponsored by Councilmember Hussey AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE FISCAL YEAR 2020 BUDGET OF THE CITY OF JEFFERSON, MISSOURI, BY APPROPRIATING ADDITIONAL FUNDS WITHIN THE GENERAL FUND. Councilmember Hussey requested to suspend the rules. There being no objection, Bill 2020-035 was read third time by title, placed on f inal passage, and passed by the following roll-call vote as Ordinance 16081: Aye: Fitzwater, Graham, Hensley, Hussey, Lester, Schreiber, Vogt, Ward, and Wiseman Nay: None Absent: Kemna 2020-036 sponsored by Councilmember Hussey AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH PREMIER DEMOLITION FOR PROFESSIONAL SERVICES RELATED TO THE DEMOLITION OF 519 E CAPITOL AVENUE. Councilmember Hussey requested to suspend the rules. INFORMAL CALENDAR There were no bills on the informal calendar at this time. 4 REGULAR COUNCIL MEETING, OCTOBER 5, 2020 RESOLUTIONS RS2020-13 sponsored by Councilmember Graham A RESOLUTION EXTENDING AN EMERGENCY DECLARATION AND FURTHER PROCLAMATIONS THEREUNDER UNTIL NOVEMBER 2, 2020 Ryan Moehlman, City Attorney, presented the resolution. Councilmember Hussey motioned to adopt RS2020-13. Councilmember Schreiber seconded the motion. The resolution was adopted by the following roll -call vote: Aye: Fitzwater, Graham, Hensley, Hussey, Lester, Schreiber, Vogt, Ward, and Wiseman Nay: None Absent: Kemna PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS Leonard Steinman expressed concerns for removing monuments/markers in the City. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no discussion at this time. NEW BUSINESS There was no new business at this time. CLOSED SESSION Mayor Tergin stated that, pursuant to Sec. 610.021 of the Revised Statutes of Missouri, she would entertain a motion to go into Closed Session to discuss the following: 1) Operational guidelines, policies and specific response plans developed, adopted, or maintained by any public agency responsible for law enforcement, public safety, first response, or public health, et al. [Sec. 610.021(18)] A motion was made by Councilmember Wiseman to go into Closed Session for the above-stated reason, seconded by Councilmember Schreiber, and approved by the following roll-call vote at 6:25 P.M.: Aye: Fitzwater, Graham, Hensley, Hussey, Lester, Schreiber, Vogt, Ward, and Wiseman Nay: None Absent: Kemna 5 REGULAR COUNCIL MEETING, OCTOBER 5, 2020 RECONVENE IN OPEN SESSION Following the Closed Session, the Council reconvened in Open Session at 6:36 P.M. with the following Councilmembers present: Present: Fitzwater, Graham, Hussey, Hensley, Lester, Schreiber, Vogt, Ward, and Wiseman Absent: Kemna UNFINISHED BUSINESS There was no unfinished business at this time. ADJOURNMENT A motion to adjourn was made by Councilmember Wiseman, seconded by Councilmember Hensley, and approved unanimously at 6:37 P.M.
