1. Mayor Koch called the meeting to order.
2. Mr. LaPorte moved that the Minutes of the Commission Meeting
held on December 11th be approved. Motion was seconded by
Mr. Walker and unanimously carried. .
3. The Financial Report, for the month of December, was unani-
mously approved on motion of Mr. Walker, duly seconded by
Mr. Hart.
4. The following Police Reports Summary, for the month of De-
cember, was read and accepted by the Commission:

5. PETITIONS and COMMUNICATIONS:
(a) The following communication from the Gulf Stream Golf Club
was read:
"Please be advised that we have issued instruc-
tions that the golf course will not be sprinkled between
6:30 A.M. and 9:00 P.M. until such time as the 8 inch
and 12 inch systems are separated. After the separation,
the watering of the golf course will not affect the pres-
sure of the water in the Town of Gulf Stream system.
We are sure you are aware that sprinkling of
lawns in Gulf Stream may have to be limited in the peak
hours to maintain proper pressure."

5. (b) The following communication from the City Council of
Palm Beach Gardens, Florida, was read:
"The City Council of Palm Beach Gardens, Florida, at
their regular meeting on Monday, December 28, 1970,
unanimously adopted Resolution #54 -1970.
Because the loss of AUTEC Headquarters from the area
could have a detrimental effect on the social and economic
stability of all communities in the area, the Mayor and Coun-
cil of Palm Beach Gardens strongly urge that you consider a
similar action to retain AUTEC Headquarters in the West Palm
Beach area."

being:
A RESOLUTION OF THE TOWN COMMISSION OF
THE TOWN OF GULF STREAM, PALM BEACH
COUNTY, FLORIDA, URGING THE NAVY DE-
PARTMENT OF THE UNITED STATES DEPART-
MENT OF DEFENSE TO RETAIN AUTEC HEAD -
QUARTERS IN WEST PALM BEACH, FLORIDA.
was Passed and Adopted on first and final reading upon mo-
tion by Mr. Walker and seconded by Mr. LaPorte.
6. The Town Manager reported that Water from Supply Wells Nos.
2 and 3, flowing through the 12 inch pipe line to the Tower,
and supplying the Town with sufficient quantity to meet its
entire need, has been approved by the Health Department.
Mayor Koch reported that there is no contamination of mercury
in Palm Beach County, and that the County's Water shed is the
water that drains off into a lake from the farm areas.
The Commission felt that possibly a letter should be prepared
and forwarded to the residents of the Town informing them of
this good condition of water being furnished the Town and any
other favorable facts pertaining thereto.
7. Mr. Hart moved that the Commission accept the recommendation
of the Committee, comprised of Mr. LaPorte and Mr. [walker as
appointed by the Mayor at the last regular meeting of the Com-
mission, to grant a seven (7) percent increase in pay for all
Town employees, and for said increase to be effective as of
January 1, 1971, with sufficient funds, estimated to be in the
amount of $2,687.00 (Admin. 5396.00, Police Dept. $1,803.00,
Trash Collection $488.00) to cover such increase being trans-
ferred from the Contingency account to the respective Salary
accounts. Motion was seconded by Mr. Walker and unanimously
carried.

Be Following general discussion of Police Department functions
and operation, it was unanimously determined by the Commission,
on motion of Mr. Hart and duly seconded by Mr. LaPorte, that
Mr. George W. Walker be appointed Police Commissioner.
9. Resolution No. 11 -70, concerning the National Flood Insurance
Program, tabled by the Commission at its November 13th meeting,
was again brought before the Commission for consideration, said
document being:
A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN
OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, RE-
COGNIZING THE PUBLIC NEED FOR FLOOD INSURANCE
AND AUTHORIZING COMPLIANCE WITH REQUIREMENTS OF
THE FLOOD INSURANCE PROGRAM AS SET FORTH AND
CONTAINED IN FEDERAL REGISTER 35 F.R. 4200 -09
DATED MARCH 61 1970.
Discussion thereon followed and with the understanding that no
compulsory participation in providing flood insurance coverage
is being effected said Resolution No. 11 -70 was Passed and
Adopted on this first and final reading upon motion of Mr. Hart
and seconded by Mr. LaPorte, being unanimously approved.
10. The Gulf Stream Golf Club had previously petitioned for the de-
annexation of a small parcel of land in Gulf Stream and described
below:
"That part of the S.E.Quarter of the S.W.Quarter of the
N.E.Quarter of Section 4, Twp. 465, Rge. 43E, Town of Gulf Stream,
Florida, lying west of U. S. Highway No. 1 (State Rd. No. 5) as
recorded in Road Plat Book 2, Page 158, Public Records of Palm
Beach County, Florida."
Att'y. Henry F. Lilienthal, the Town's legal counsel,
informed the Commission that Judge James R. Stewart Jr., has
entered an order removing the above described parcel of land,
owned by the Gulf Stream Golf Club, from the Town of Gulf Stream
and the property shall no longer be on the tax roll of the Town.

A RESOLUTION OF THE CITY COUNCIL OF PALM BEACH GARDENS,
FLORIDA, URGING THE NAVY DEPARTMENT OF THE UNITED STATES
DEPARTMENT OF DEFENSE TO RETAIN AUTEC HEADQUARTERS IN
WEST PALM BEACH, FLORIDA.
WHEREAS, the City Council is advised plans for the removal of
AUTEC Headquarters from West Palm Beach, Florida, to a location outside
of Palm Beach County, Florida, are presently under consideration by the
United States Navy Department, and
WHEREAS, the removal of AUTEC Headquarters from the area would
have a detrimental economic impact on the West Palm Beach area, as a
result of loss of salaries paid by AUTEC to residents of the nrea to-
gether with the loss of purchases of materials and services in the area
by AUTEC, and
WHEREAS, any time an industry is removed from an area the social
and economic stability of the community is affected as families of the
employees of such industries are uprooted from participation in community,
school and religious affairs, and local retail businesses are immediately
affected thereby,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY (30UNCTI. OF PALM BEACH
GARDENS, FLORIDA:
Section 1. The Department of the Navy of the United States
Defense Department be and it is hereby urged to retain AUTEC Headquarters
in West Palm Beach, Florida.
Section 2. The City Manager be and he is authori.zed and directed
to immediately forward a certified copy of this Resolution to the Secretary
of the Navy Department of the United States Defense Department, the United
States Senators representing the State of Florida, together with the United
States Senator Elect, Congressman Paul G. Rogers, and to the Mayors of all
of the communities in Palm Beach County, Florida, urging said communities to
take a similar action as this City Council, and to such other Governmental
Agencies as the City Manager may deem advisable.

GULF STREAM, PALM BEACH COUNTY, FLORIDA, URGING THE

ORDINANCE NO. 71 -1
AN ORDINANCE OF THE TOWN OF GULF STREAM, FLORIDA,
ADOPTING BY REFERENCE THE "FLORIDA MODEL TRAFFIC
ORDINANCE" AS SET FORTH IN CHAPTER 186, FLORIDA
STATUTES 1969,
BE IT ORDAINED BY THE TOWN COMMISSION OF THE TOWN OF
GULF STREAM, FLORIDA:
Section 1. The provisions of "Florida Model Traffic
Ordinance" as set forth in Chapter 186, Florida Statutes, 1969,
are hereby adopted in full.
Section 2. The Town Clerk shall certify to the
passage of this ordinance and shall cause the same to be
certified for adoption by reference as provided by law.
Section 3. This ordinance shall take effect and
be in force from and after its approval as required by law.
