A RESOLUTION OF THE PUBLIC FINANCE AUTHORITY OF THE CITY OF
LYNWOOD ESTABLISHING THE 2006 LEGISLATIVE PRIORITIES
WHEREAS, it is vital to the City to maintain and provide critical and basic
services to Lynwood residents such as, but not limited to, law enforcement, fire,
paramedic, road and street maintenance, recreation and parks; and
WHEREAS, the City has limited authority to raise revenues and further
erosion of that authority is detrimental to the delivery of critical and basic services
to Lynwood residents; and
WHEREAS, diversion of local tax dollars harms the City in the delivery of
such services; and
WHEREAS, advocacy of the City's interests at the county, regional, state
and federal level is needed to stop legislations and elected officials' actions that
would harm the City's ability to deliver services and to advance legislations and
elected officials' actions that would enhance the City's ability to deliver services;
and
WHEREAS, the City has limited advocacy resources; and
WHEREAS, to effectively and efficiently focus the City's advocacy
resources, the Lynwood Public Finance Authority has established the 2006
Legislative Priorities.
NOW, THEREFORE the Members of the Lynwood Public Finance
Authority of the City of Lynwood does hereby find, determine, order and resolve
as follows:
Section 1: That the Members of the Lynwood Public Finance Authority
authorize the adoption of "Exhibit A" 2006 Legislative Priorities as part of this
resolution.
Section 2: The Secretary shall certify to the passage and adoption of this
resolution.

2. Public Safet
• Support efforts to maintain or add funding for law enforcement officers, public
safet centers and crime prevention pro rams.

revenue sources.
• Oppose actions by the state or federal government that would reduce or erode
local revenues.
• Oppose efforts to place greater controls on the revenue raising authority of
local governments.

4. Redevelopment & Eminent Domain
• Support efforts to retain redevelopment agencies use of eminent domain to
acquire properties needed for housing and redevelopment projects. Oppose
efforts that would erode or eliminate the use of eminent domain.
• Support efforts to protect redevelopment funds.
5. Infrastructure /Transportation
• Support the preservation and replacement of City's infrastructure.
• Support efforts to preserve or add funds for local governments' transportation
pro rams.
6. Telecommunications
• Support efforts that preserve valuable city services.
• Support efforts to maintain local governments' authority in franchise
agreement negotiations.
• Support local governments' ability to regulate use of public right of way.
