LaPORTE Commissioner GEORGE W. WALKER Commissioner Also attending: R. D. Worthing and Kathleen Kirton. 1. Mayor Koch called the meeting to order. 2. The Commission unanimously approved acceptance of the 'Minutes' for the September 24th Meeting, as submitted, on motion of Mr. LaPorte, duly seconded by Mr. Hart. 3. On motion of Mr. Hart, seconded by Mr. Walker, the Commission unan- imously accepted the Financial Report for the Month of September, 1971, as submitted. 4. Mr. LaPorte requested clarification of the procedure governing garbage and trash pick -up. Mr. Worthing reported that the County Sanitation Collection Service provides for PICK -UP of Garbage, Cardboard Boxes, Newspapers which should be tied up, but does NOT include Wooden Boxes or Crates. Said wooden boxes and /or crates will be picked up by the Town Trash Truck along with its normal collection of TRASH principally consisting of Vegetation Growth, Shrubbery and /or Tree Cuttings, etc. Mr. Walker expressed a desire that the professional lawn mainte- nance contractors be required to remove, immediately, the trash for which disposal they are responsible, in order that unsightly piles of trash may not be allowed to remain for an indefinite per- iod. The Town Manager assured the Commission that steps would be taken, in so far as possible, to minimize such unsightly conditions. No further official action, on these matters, was taken. 6. Mr. J. K. Whittemore, Chairman of the Town Planning Committee, re- ported that, following rehabilitation of Well No. 3, during the summer months, along with the excellent cooperation of the Golf Club, and a clear understanding of the responsibilities applicable to the Telephone Company and the Electrician (Mr. Sam Woolbright), relative to mechanical factors, the Water Supply to the Town, and sufficient pressure in the system, has been most satisfactory to date. - 2 - cont. of 6. Mr. Whittemore then commented on the serious situation of water accumu- lation in the streets, particularly in front of the homes of Mrs. Parker, Mrs. Darling and Mr. Cole, all being on Polo Drive between Banyan and Old School Roads. He did not believe raising the road level to be the answer to the problem and suggested the use of sump pumps. Mayor Koch stated there is no provision in the current budget for major road re- construction. Mr. Earl Harvel, Jr., of Harvel & Deland, speaking in regard to the ap- parent road settlement problem in the immediate area, he felt that the Commission should consider either raising the road level or providing for the use of sump pumps, and by raising the road level the problem would not be eliminated but rather moved elsewhere. He advised that an engineering firm be retained to provide for recommendation of cor- rective measures to be taken. Following general discussion, Mr. Hart moved that the engineering re- port, obtained several years ago for this particular problem, be brought up to date. Motion was seconded by Mr. Walker and unanimously carried. 7. Ordinance No. 71 -2, providing for 316 of the Florida Statutes 1971, Uniform Traffic Control Law ", was mission of the Ordinance. the adoption, by reference, Chapter otherwise identified as the "Florida read on this second and final sub- The Commission unanimously approved adoption of Ordinance No. 71 -2 on this second and final reading on motion of Mr. Hart, duly seconded by Mr. LaPorte. Mr. Robert M. Ganger, Chairman of the Beach Erosion Committee, felt that a meeting, for general discussion relating to the Beach Erosion problem, should be held during the latter part of November or early December, at which time the major portion of the Town's residents will be available and should attend such meeting due to its importance and the many factors relating thereto, particularly as to financing necessary projects for attempting elimination of the current serious deficiences in protection from beach erosion, and control of any further damaging inroads in the over -all beach area. 9. Bids for one (1) New 1972 Car, in compliance with specifications fur- nished, LESS Trade -In allowance on a 1970 Chevrolet, now in use in the Police Department, were opened, only two having been received: Adams Chevrolet NET $ 21442.00 Earl Wallace Ford NET $ 29203.98 Mr. Hart moved that the 'Bids' be referred to Mr. Hoyle and the Low Qualified Bid be accepted.
