Mayor Koch called the Meeting to order.
2.
The Commission unanimously approved acceptance of
the Minutes for
the Meeting held on November 12th, on motion of Mr. LaPorte, duly
seconded by Mr. Walker.
3.
On motion of Mr. Walker, seconded by Mr. LaPorte,
the Commission
unanimously accepted the Financial Report for the
Month of Novem-
ber, 1971, as submitted.
4.
The following Police Reports "Summary ", for the Month
of November
was presented and accepted by the Commission on motion
of Mr.
Walker, seconded by Mr. LaPorte:

5. On motion of Mr. Walker, seconded by Mr. LaPorte, the Town Mana-
ger was authorized, by unanimous Commission consent, to negotiate
with an engineering firm for providing Construction Design Plans
and Specifications for the improvement of that part of Polo Drive
lying between Banyan and Old School Roads; and that portion of
Banyan Road extending approximately 200 feet both east and west
of its intersection with Polo Drive. Solicitation of competitive
bids, based on such plans and specifications, will then be soli-
cited. This action is the result of a Work Shop Meeting held on
December 1st, at the Town Hall, between the Commission and owners
of properties abutting on the above mentioned rights -of -way, at
which meeting all of those property owners, in attendance, agreed
upon sharing the cost of such improvement project with the Town
on an equal basis, namely 50% of the total cost being borne by the
Town and 50% of said cost to be borne by the owners of the abutting
properties.

6. The Southern Florida Flood Control District submitted a proposed
Ordinance which provided for authorizing the Town Commission to
Prohibit or Curtail certain uses of Water not essential to the
Public Well Being during drought conditions, and further provid-
ed penalties for violation of the regulations set forth therein.
The Town's legal counsel commented that the 'Model Ordinance' was
a very good instrument and the Town might not go wrong in its a-
doption, especially with the wide discretion it gives the Commis-
sion, but suggested that specific consideration of each of its
provisions be given inasmuch as it may be that the penal pro-
visions, which are perhaps necessary in a larger town or city,
would be offensive to the townspeople of Gulf Stream.
The Commission tabled this proposed Ordinance and directed that
it be referred to the Planning Board for study and recommendation.
7. Proposed Emergency Ordinance No. 71 -3, providing for acceptance of
NEW Regulations and Requirements created by the Federal Insurance
Administration, Washington, D.C., in order to retain eligibility
of the Town to participate in the National Flood Insurance Program,
and with the knowledge that additional NEW Regulationa and Require-
ments were soon to be forthcoming from the Federal Insurance Admin-
istration, the Commission tabled the Ordinance for further study.
8. Ordinance No. 71 -4, providing for Renewal of the "Franchise Agree-
ment" with the Southern Bell Telephone & Telepgraph Company, for a
thirty (30) year period, was placed on first reading, on motion of
Mr. LaPorte, seconded by Mr. Walker. Mr. Hoyle voted against the
Ordinance being opposed to granting a thirty -year franchise.
9. Ordinance No. 71 -5, providing for certain Acts of Dogs, within the
Town of Gulf Stream, to be determined a Nuisance, and further pro-
viding Penalties for violations of the regulations set forth there-
in, was placed on first reading, by unanimous consent of the Commis-
sion, on motion of Mr. Walker and seconded by Mr. LaPorte.
10. Mr. Walker, the Police Commissioner, moved that there be established
a Sergeant within the Police Department and that Officer James Brown
be appointed as such, at no increase in pay. Motion was seconded
by Mr. LaPorte and carried, Mr. Hoyle being opposed.
11. Mr. Walker moved that all employees of the Town be given a Christmas
Bonus of $100.00. Motion was seconded by Mr. LaPorte and unanimous-
ly carried.
12. Mr. LaPorte moved that the salary adjustment approved at the meeting
of May 14th be confirmed and that a 5.5% increase in pay be granted
to the Police and Sanitation Department employees. Motion seconded
by Mr. Walker and unanimously carried.

13. The Town Manager informed the Commission, and those present
at the Meeting, that he has been advised by the U. S. Army
Corps of Engineers that their office expects to consider
Bids for again dredging the Intercoastal Waterway at an "Open-
ing" of Bids in May, 1972, and further that such dredging would
not commence prior to June, 1972.
14. Mr. LaPorte expressed the hope that Police Department Officers
were maintaining a close check on operators of any nature or
occupation within the Town who have not been properly licensed
to be active in the Town.
15. In compliance with the approval of the Gulf Stream Golf Club,
with certain limitations, concerning granting the request of
the Little Club for City Water, to be used on the Greens of
its Golf Course, the Town Counsel was instructed to prepare an
Agreement, providing for the limitations expressed by the Golf
Club, and other requirements desired by the Town, for considera-
tion by the Commission at its next Meeting. This directive to
the Town Counsel was by unanimous approval of the Commission on
the motion of Mr. Walker, duly seconded by Mr. LaPorte.

Pursuant to Section 5 of Ordinance No. 71 -4 adopted by the Town
Commission of the Town of Gulf Stream, Florida, on the 11th day of February,
1972, entitled:
"AN ORDINANCE Authorizing the Southern Bell Telephone and
Telegraph Company to use the public streets of the Town of
Gulf Stream, Florida, for the purpose of erecting, constructing,
maintaining and operating lines of telephone and telegraph
thereon and thereunder. ";
the Southern Bell Telephone and Telegraph Company hereby files with the said
Town of Gulf Stream, Florida, its acceptance of said ordinance.

Reference is made to your letter of 18 November 1971 regarding maintenance
dredging of the Intercoastal Waterway, Jacksonville to Miami, Florida.
Bids for this work are acheduled to be opened in May 1972. Based on this
schedule dredging will not commence until June or July 1972.
