Members of the public are invited to forward written comments to the District Clerk regarding the
candidates and/or questions they propose the Board ask candidates. It is recommended that these
comments and/or questions be submitted to the Clerk by 3:00 P.M., Monday,November 20, 2000 at the
address shown below so that they can be compiled and duplicated for the members of the Board prior to
the start of the meeting.

at the District office for the purpose of conducting the second round of the interview process and
selecting an appointee to fill the Ward 6 Director position.

I have been active in environmental issues all my_adult life and have been involved in land use planning
includingparticipating on several MROSD Preserve master plans. I believe I ha a the leadership skill

ambassadorial skills financial skills technical skills and the sense of vision necessary to represent Ward
6 as a board member. My 10 year goals would be to continue the sound acquisition of land and to grow
the district in the San Mateo county coastal area. I would also like to explore transportation alternatives
to access man of f the preserves.

What level and types of activities do you favor on District preserves? What activities do you
oppose? I favor low intensity uses including hiking 2questrian and bicycling where appropriate, and
with limitations when these activities become detrimental to the preserve. Dogs should be restricted
where their presence negatively impacts wildlife I would oppose any activity that permanently destroys
natural resources i.e. piton use by rock climbers in Devils Canyon.

What do you see as the major issues of the District todayand in the neat few years? Discuss.
I feel the major issue for the District is coastal expansion how to fund it and how to get residents living in
this area to"buy into" open space Other issues are conflicts between user groups, law enforcement in
preserves and how to get Sheriffs Department assistance and cooperation.

education, family, etc.) Penny and I have three adult children Eric Emma and Richard. All three went
throw Woodside Elementa and Woodside Hi School before going on to their respective college.

Penny is currently a substitute teacher at Woodside Elementary, and serves on the board of Friends For
Youth a mentoring program for at-risk kids I have been actively involved with organizing some of the
largest protects ever undertaken by Christmas in April and have been recognized by my peers with
numerous awards including Palo Alto's Community Star, and Tall Tree award.

Please indicate why you are interested in serving as Director of the Midpeninsula Regional Open
Space District Board of Directors, and what are your goals for the District for the next 10 years?
I consider myself an environmentalist and a conservationist, and
have felt strongly about environmental issues since the first Earth Day,
which was a profound influence on me. I have felt since the District' s
inception that its work to preserve open space in the rapidly growing,
urbanized Bay Area is invaluable, and essential. I'm excited and
motivated about this opportunity to join the Board in its mission to
preserve a greenbelt, to protect natural habitats for many native animal
species, and to provide wonderful access to recreational opportunities
in a natural environment so close to the cities and towns of the Bay
Area.
My goals for the District are for it to continue its long history
of good work, to expand its jurisdiction and constituency to the
Coastside, to continue to expand and maintain the property preserved
under its stewardship, and to continue to provide access to recreational
opportunities for all preserve users and for all types of uses. From San
Francisco Bay through the Coast Range to the Coa9t, continued
acquisition, preservation, and maintenance of open space lands will be
critical as the Bay Area's population continues to grow.
Those of us who live in this area are incredibly fortunate to have
such ready access to open space, as much for the "beauty and refreshment
of spirit" described by Wallace Stegner as for the hiking and other
recreation the open space lands afford. As a residential neighbor of
Purisima Creek Redwoods Open Space Preserve, my wife and I enjoy
beautiful views of mountain ridges and canyons studded with redwood,
fir, and madrone, and are grateful for our good fortune in living in
such proximity to a natural environment full of native flora and fauna.

What level and types of activities do you favor on District preserves? What activities do you
oppose?
Though I feel the District's constituents should have full access
to enjoy the natural environment preserved in District lands, uses
should be consistent with the District' s mission to preserve, as
inviolate as possible, this natural enviroment. This points more toward
the level of activities, rather than the type of activities. I favor
all types of activities currently enjoyed by users of the Open Space
Preserves, and do not oppose any of these activities. Hikers,
equestrians, and cyclists can and should cooperatively and courteously
enjoy the District's many multi-use trails. I do think that hiking
should be the primary focus of the District in enabling recreational
uses, as it is probably the least intrusive and leaves, literally, the
smallest footprints. My personal use of District lands is
overwhelmingly hiking, though I am a very occasional mountain bike user,
and my wife and several friends are equestrian users. I feel I have a
balanced perspective and outlook, and an open mind toward the mix of
recreational uses allowed on District lands.
What do you see as the major issues of the District today and in the next few years? Discuss.
Consistent with the goals I have outlined above, I believe one of
the major issues facing the District is its continued acquisition and
preservation of open space, in an area which is becoming more and more
populated and congested, and where real estate values continue to climb
dramatically. Another important issue is expansion to the Coastside,
where preservation of both open space and agricultural uses, and
reasonable limitations on development and growth, are all critical
issues which the District may face. And as more and more people use and
enjoy the open space preserves managed by the District, preserving
varied recreational uses, mitigating conflicts between different types
of uses and users, and being responsive to all the District' s
constituents present important issues and challenges with which the
District will continue to struggle.

Married with no children, my wife and I are both active in outdoor
recreational pursuits, including hiking, nordic and alpine skiing, and
cycling (primarily road cycling) . We have been residents of Ward 6
since 1985. We live adjacent to the southeastern corner of Purisima
Creek Redwoods Open Space Preserve, and enjoy scenic views from our
home, as well as easy access to Purisima and to El Corte de Madera.

11. Please indicate why you are interested in serving as Director?
My primary interest in serving as a Director revolves around the next phase of
regional open space advocacy, stewardship of public land. The fabulous history of
land acquisition by the District, POST and others has resulted in a rich mosaic of
ecologically significant land. The next great challenge will be how we manage those
natural resources to protect and restore ecological integrity while providing

recreational access. My prior tenure on the Board was an enriching and rewarding
experience for me. I am interested in returning to the Board to bring my training in
ecology and my practical experience with community-based stewardship to bear on
the challenges ahead.
Specifically, I will work to expand the restoration efforts which I helped initiate
during my prior service. Control of invasive, non-native species and re-
establishment of native flora and fauna should continue to be linked to research
programs that continually refine field management practices and advance analysis
of the delicate balance between recreational use and maintenance of ecological
integrity. I am also interested in building strategic alliances that support bioregional
natural resource management. My long-term vision is to have an actively engaged
constituency that works to acquire, protect, and restore public land. Integral to this
vision are educational and outreach programs that inform local citizens of
important issues and encourage their participation.
III. What level and types of activities do you favor on district preserves?
I am a firm believer in multiple use trails. I also understand that various
constituencies have strong desires for specific activities. The recent Board actions to
designate a percentage of District trails for hiking only was a well-conceived change
in basic policy. Had I been on the Board, I would have fully supported this policy
change. In addition, I strongly support regional trail connections, and believe the
District should support multi-use regional connections, even if such connections
require changes in current access policies. Consistent with my belief that natural
resource protection is a paramount objective, I will support specific closures for
research, restoration, habitat/species specific protection issues, and others which are
necessary to maintain the ecological integrity of District holdings. Increasing
population and special interest group demands will put pressure on the District to
expand both the types and levels of activities. I will strive to fairly evaluate these
new demands, listen to public input and balance them with the need to protect the
natural resources.
IV. What do you see as the major issues of the district today?
Expansion of the District to the San Mateo County coast is certainly the most
important current issue facing the District. I previously supported expansion of the
District and have been encouraged by the progress made to date. The most
important hurdle, passing a funding initiative, remains, and I will work hard to
ensure that the District can formally annex the designated areas, and obtain the tax
base to adequately accomplish our mission for this critical new area.
Development pressures will continue to drive up real estate prices and put priceless
habitat at risk. Budgetary constraints will force difficult acquisition decisions, and
budget prioritization. My priority will be to acquire parcels with high habitat value

that are contiguous with existing open space, and to restore/protect those areas most
at risk for habitat degradation.
Regional trail connections, including the Bay Trail, Ridge Trail, and Bay to Ridge
connectors, will require increased attention as we attempt to complete these critical
trail networks. I am committed to working with all landowners and jurisdictions to
complete this network.
I have a special interest in resolving issues with District tenants, and utilizing
District facility holdings for the benefit of both the District and the general public.
The estate at Thornewood Open Space Preserve is one such holding, within Ward 6,
which I would take a special interest.
V. Additional Information:
I am an avid outdoors person who enjoys many activities including skiing,
mountain cycling, backpacking, hiking and fishing. My environmental activism
started in junior high school and has continued throughout most of my adult life. I
have been an active member of Bay Area Action (BAA) since its' inception in 1990.
With BAA I have worked to; protect ancient forest ecosystems (Butano ridge,
Northern California), opposed development of the St. Patrick's Seminary site,
engaged in watershed protection and cleanup (San Francisquito Creek) and, habitat. I
have also assumed many leadership roles in the organization including
fundraising, financial management, Council chairman and chair of numerous
programs. Recently, I have taken a job as Co-Executive Director of the newly merged
Bay Area Action + Peninsula Conservation Center Foundation. This position will
allow me great flexibility in engaging in a variety of District-related activities,
especially as I continue my active involvement in the Arastradero Preserve
Stewardship Project, the San Francisquito CRPM project, and other open space
advocacy roles.
The combination of my past experience on the Board, my professional science
background, and my current environmental non-profit position will enable me to
serve the District well.

Please indicate why you are interested in serving as Director of
the MROSD Board of Directors, and what are your goals for the
District for the next 10 years?
I offer my skills and experience to MROSD because as someone
who has grown up on the mid-peninsula I feel that I have a
responsibility to preserve and protect one of the most beautiful
places on earth that I have known. This was my philosophy when
serving the Town of Portola Valley, and it would be my guiding
philosophy as a MROSD Board Member. I would like to serve on the
Board to honor Betsy Crowder's legacy, because I know of none who
might more closely fit (though not fill) her shoes than I. (This
is not to say that I believe there may be no better candidate. )
I would like to serve because I use District preserves (see
"issues" below) and enjoy their many benefits on a daily basis.
My goals are the continued expansion and acquisition of
District lands, the institution and preservation of policies
which protect District lands for the long term, continued access
and use (with appropriate expansion) to serve the public, and
increased educational outreach (see "issues" below) about the
importance of green-belting and open space to all (whether or not
they consider themselves to be users) .
What level and types of activities do you favor on District
preserves? What activities do you oppose?
I do not necessarily favor or oppose any particular
activities on District lands . Rather, I favor the protection of
the ecological integrity of open space. If I believe (after
consideration) that a particular activity is detrimental to long
term protection then I am not likely to favor its wide spread use
within the District . As "impact" increases , likely so, would my
opposition increase. "District Preserves" are for preservation.
What do you see as the major issues of the District today and in
the next few years? Discuss.
From my currently limited perspective, I see a number of
issues on the horizon:
Increased demand for human use of various types. As
population pressures increase so will popular demand for access
to District preserves .
Rapidly rising costs of land acquisition require budgetary
consideration of borrowing and debt service balanced against on-
going costs of administration, maintenance, patrol and capital
improvements. It is of particular importance that lands be
purchased at the appropriate time--when they become available.
This requires both assessment and prioritization of privately
held open space within (or in some cases near) the District. (I
expect that this task has long been done. ) Nevertheless, it is
difficult to know when or where an opportunity will occur, and
the District needs to be flexible and prepared to act when an
opportunity presents itself . (It appears as though this is
currently the case. )

"Issues" (continued) :
There are political complications in providing and
controlling access to "tax payers" who feel that they have "paid"
for District lands and should be able to use the preserves as
they choose. The historical goals of the District, protecting
and stewarding open space (as distinct from parks) , holding the
land as "preserves" and expanding the preserves to form green-
belts , will always be under pressure from various special
interests. Over time the political issues will change but their
pressures will remain. I believe the most effective way to
address such pressures is through education offered to the
District ' s population (addressed below) .
The considerations of urban-wildland interface fire: fuel
load, controlled burns, concerns of adjacent property owners for
natural or illegal source points on District preserves and
District concerns about private land source points are
complicated, controversial and their solutions likely expensive.
Bay area weather is cyclical . Drought will come again. Natural
wildfire has been curtailed locally for over 100 years. Sooner
or later these facts will require attention. Such issues need to
be addressed long before they come to the fore. Reduction of
fuel load, for example, needs to be spread over the long term to
keep costs, and the accompanied environmental damage, under
control .
Education about open space (again, as distinct from parks)
needs to have a greater part in the District 's outreach and P.R.
programs in my opinion. Green-belting and open space not only
serve to beautify our surroundings and contain urban sprawl , they
are essential to the long term maintenance of balance between the
impacts of human habitation and consumption and the
sustainability of a diverse flora and fauna--the very bio-
diversity which makes this planet habitable for us. Our taxes
are well spent to set aside pristine lands even if we do not
walk, ride or otherwise "use" them. We use open space with every
breath, we use it when it is a backdrop to our cities, we use it
as a sponge to absorb heavy rain fall and protect us from
flooding, we use it to give other forms of life a place to exist
unmolested so that they can help provide us with a sustainable
environment.
Control of non-native/invasive species such as star-thistle
has the potential to become a major concern to the integrity of
the local native ecology. How such "invasions" affect District
preserves may require special study to fully understand. Such
issues need to be identified and considered in their earliest
stages in order to minimize both financial and ecological
impacts .
There will be increased need for policing of District
preserves as use demands (both sanctioned and non-sanctioned)
escalate.

I have lived and traveled in over 100 countries around the
world, hiking and camping in deserts, rain-forests, and on
maintain tops to 17,000' . My hobbies include travel, high
country back-packing, bird-watching, gardening with native plants
and music. I have attended the Universities of Hawaii and San
Francisco State as well. as Caflada College, studying music,
language and business, accumulating over 135 semester units
without pursuing any degree. I graduated from Peninsula School
( ' 59) and Woodside High School ( ' 63) . 1 am a licensed General
Contractor (now inactive) having been an understudy for 3 years
to a Japanese Master Tea-House builder (Zen) in the early 1980 ' s.
I have completed some 1,100 hours of training in various
modalities of somatic (touch) therapies since I began their
practice in 1986. In 1963 1 was the first person recorded to
have ridden a bicycle to the top of Haleakala Crater (10,025' ) on
Maui. Born on the Stanford campus, I spent my early childhood in
West Menlo Park exercising the family dogs, horseback riding and
occasionally camping on open lands now called Sharon Heights and
1-280. In 1960 my family moved to Portola Valley, which remains
my home.

Following this cover letter you will find my application for
the Board position vacated due to the death of Betsy Crowder at the
end of September. Also enclosed is a copy of my initial letter of
inquiry to President Nitz sent on 9 October. I have completed FPPC
form 700 and will submit it pursuant to statute if appointed.
Since June, I have had travel plans from 23 November through
15 December in Bolivia and Peru. This may mean that I cannot
attend a "Second Round" interview (should I qualify) unless it
takes place before my departure (which Staff indicates to me is not
currently the case) . I will make myself available through
Wednesday night (22 Nov. ) should a second interview be needed. I
do have references who would be willing to speak on my behalf in my
absence if you request . Without direction from you, I am not sure
what "supplementary information" I could provide beyond that

When I heard the fire and police units responding late on a
Friday night near my Portola Valley home I had no idea how closely
I would be affected. When I got the news of Betsy' s death from
town hall that Monday morning both disbelief and denial set it.
As I walked home from the memorial service yesterday (I knew
Betsy would have approved walking to her service over driving) I
wondered to my companion "who might fill her shoes" at MROSD. The
response was: "Couldn' t you do it?"
The intent of this letter it to explore that possibility.
I knew Betsy for some 20 years. I worked on her re-election
campaigns, she on mine and we both worked on local campaigns in
Portola Valley. Like Betsy, I became involved with town issues by
being appointed to the Conservation Committee (1978) , as Chair I
was appointed to the Planning Commission (where I served from 1980
to 1993) . 1 was then elected to the Town Council and again 4 years
later. Home care of a dying parent forced my resignation in the
second year of my second Council term. I am now able to resume
civic duties.
I joined the Sierra Club in 1959; 1 am a Life Member. I
served on the Board of the Green Foothills Committee for 2 years.
I voted for the extension of MROSD into San Mateo County and I use
District facilities (Windy Hill in particular) . I have hiked in
the mountains of Africa, Asia, Europe, North America, Central
America and (next month) South America. I share Betsy's
determination to protect and preserve our threatened environment.

I think I have an unusual combination of work experience: one, in city government, second, in a
corporation in the private sector, and third, as an entrepreneur and owner of a small business on
the Peninsula.
1971-1979 New York City Planning, Director, Manhattan Office of Planning.
Managed and administered the Manhattan Office of Planning, consisting of approximately 25
professional planning and design staff members, and an annual staff budget of$400,000.
1980- 1965 Perini Land and Development Co., California Operations, Project Manager,
Ecker Square, 23 story office condominium, the first, in downtown San Francisco. Completion
value approximately$20 million.
1986- 1992 Entrepreneur/Owner, President, Donnelly Square Fitness Club for Women,
Burlingame. Personal interest in exercise, and a desire to work with women, resulted in a
6200 sq. ft. garage type space being remodeled into a workout facility, serving 850 women.
1992-Present Spent time with family commitments, in addition, I have also

Why am I interested in servino as a Director of the Midaeninsula Regional Open Space
District and what are my coals for the District durinv the next 10 years?
My interest in the Midpeninsula Regional Open Space District stems from the facts that I
1. have great love for nature and wilderness.
2. have for the last 20 years lived between El Corte Maderia and Purissima Creek Open Space
Preserves. I have hiked in this area, am a user of District lands, and am familiar with the
terrain, flora and fauna. Recently, I attended a panel discussion on the sudden oak death
syndrome, and what can be done to save the oaks, at the UCSC Arboretum.
3. have seen parts of forests mercilessly logged by private owners and threatened by
developers.
4. thinkthe Midpeninsula Regional Open Space District is the best solution for preserving
valuable forest and coastal lands for future generations. It's record so far is remarkable.
My goals for the District for the next 10 years would be to:
1. expand current District boundaries to include coastal land and continue acquisition, and
protection of wild lands for future generations.
2. find creative funding mechanisms, both private and public for acquisition, because of
escalating land values in the area.
3. be a part of a continuing review process which looks at current plans for use and acquisition
and ensures they are consistent, so that use in the Preserves balances with providing
security for people, as well as protection for the wilderness and wild life.

spaces together for the enjoyment of the public.

Levels and Types of Activities I support on District lands,and what I would oppose:
I would support, walking,jogging, picnicking (trash to be carried out). Special interest
activities or organized hikes: birding; wild flower, fern, mushroom, and lichen identification walks;
landscape painting or photography hikes. Special permits (one-time, time specified)for
organizations involved in public education or university research studies.
Mountain biking, horse riding in designated areas. Leashed pets on marked trails.
I would oppose the use of motorized vehicles, firearms, fireworks, smoking, or alcoholic drinks.
Playing boom boxes or loud music.
Collecting wildflowers, berries, mushrooms, or firewood, shooting animals, or fishing.
Walking or biking off trails in areas where traffic would cause ecological damage.
Overnight camping, or campfires.
What I see as the major issues facing the District today and in the next few veers:
1. There is an ongoing population explosion in this area, expected to continue.
This projected statistic will increase the need for and use of open space preserves.
2. Increasing cost of acquiring land for open space on the Peninsula will need creative funding
methods, both private and public.
3. Maintaining a balance between use and protection of wild lands and wild life, which is a
challenge.
4. Maintaining excellent community relations so that more public interest is generated to help
the District in ways such as: fund raising, volunteer work for trail building and
maintenance, census counts, and docent programs designed for public enjoyment and
education.
Additional Information about myseK:
I am 59 years old, healthy, married for 20 years to a man who captured my attention and
affection while trekking in Nepal. I am born and raised in India, a US citizen for over 25 years.
From childhood I have loved wilderness. In India, I roamed the Ghats(2000 ft range)with
my friends the boy shepherds, who knew the mountains. At Cambridge University, I biked to
classes, and took long walks along the river Cam and in the countryside. In New York I was a
member of the Appalachian Mountain Hiking Club and was introduced to the White Mountains,
after which I ventured into Nepal.
My husband and I have backpacked, hiked, and car-camped. We both enjoy the outdoors and
physical activity. Over the years we have participated in activities of the Sierra Club, Audubon
Society, Mycological Society, and recently joined in programs at the Cornell Adult University and
the Smithsonian Museum. We have also traveled in and outside the United States on personal
journeys of interest. On a regular basis, we hike on trails in the area where we live. In addition,
I enjoy fishing, both river and ocean.
I feel my education and work experience together with my interests make me well suited to work
for an organization dedicated to the preservation of the environment. I would be honored if I were
selected to serve on the Board of the Midpeninsula Regional Open Space District because I
share it's objectives and admire it's ongoing achievements.

Responsibilities
• Management and Administration: Staff of 25, professional planners and urban designers.

• Policy and Development Planning: Policy planning involved developing major planning and
design concepts related to land use, zoning and urban design to deal with issues at borough
wide, city wide or local community levels. Included analysis of demographics, housing data,
socio-economic trends to recommend alternative strategies for development, rehabilitation
and or preservation in historic districts and neighborhood areas. Development planning
involved improving the city environment through urban design skills, using knowledge of
zoning and real estate economics and city government structure, working closely with
developers and their architects.
• Public Interaction in the Planning Process: After preliminary approval of proposals and
projects formally presented to the Chairman and the members of the Commission,
presentation was made to elected officials, governmental agencies and community board
members(12 Community Boards in Manhattan mandated by City Charter)to obtain their
input prior to the legislative stage at the Board of Estimate.
• Annual Budget : Recommendations were made to the Commission on the allocation of
available funds for projects deemed necessary for community areas. Worked with community
boards to identify their needs, so that these could be included in the budget.
• Board of Standards and Appeals: Evaluation of variance requests at the Board to ensure that
applications conformed to long and short range plans and policies of the Commission.
Provided Community Boards technical assistance to evaluate variance requests.
Examples of Special Projects and Reports at the New York City Planning Commission:
Split-lot Zoning Study. Proposal to increase residential density on split lots of R10/R8 zoning lots
resulted in Commission rejecting such an idea.
Air-Rights Development over Streets: Study resulted in legislation permitting expansion of
certain Medical Institutions over the F.D.R. Drive on the east side between 62 -72"d Streets.
Special Park Improvement District. New zoning law on Fifth and Park Avenues, 59"'-96"'Streets,
to preserve physical characteristics of these Avenues, building line, height and setback.
Special Madison Avenue District. Legislation designed to encourage and strengthen the retail
frontage of Madison Avenue between 59 n-96"' Streets, and maintain scale of residential
bulk.
Preservation of Quality Housing in New Developments: Specific to Community Board 8(Upper
East Side)where intense new residential pressure resulted in long time residents being
dislocated. Special incentives were given to preserve existing quality housing, greater bulk,
with mandatory open space requirements.
8e Street Yorkville Special District. Worked with Community Board 8, to preserve the unique
street character of small commercial stores with residential apartments above, large scale
department stores being prohibited.
Modification to the Lincoln Center Special District. Based on experience with processing special
permit applications, regulations were modified to strengthen existing legislation.
Enlarging Soho Special District into Noho: Soho Special District permitted the conversion of loft
buildings in manufacturing areas into artists'dwellings, if they met certain criteria. The demand
for dwellings by artists pushed the phenomena northward into Noho. Soho and Noho, only areas
in Manhattan where manufacturing uses could co-exist with living/working artist quarters.
Establishment of co-terminus Service District Boundaries for Community Boards: Under city
charter mandate co-terminus lines for services(police,fire, sanitation and health)were required
to be established.

Published Report on Pen Central Rail Yards, west side 60"'Street An inventory of community
needs and resources and a study of the effects of alternative uses, as a series of development
options for the yards. Possibilities ranged from housing to open space and a variety of mixed
residential commercial combinations. Conclusion, this 100 acres of waterfront equals an
excellent opportunity for a superb park, in whole or part. Publishing costs from Kaplan
Foundation.
Published Report on Chinatown: Report and study funded by Rockefeller Foundation. Analysis of
demographic, housing, economic base and zoning to determine objectives for planned
community growth in Chinatown. Inventory of city owned property, it's potential for re-use,

phases for a street improvement program to improve pedestrian movements and vehicular
congestion, and specific controls for housing given the needs of the Chinese Community.
Eight Street Study: An unpublished report recommended a street betterment program based on a
surrey of merchants, pedestrians, existing zoning regulations and economic analysis of West
Eight Street, Greenwich Village. The rapid increase of fast-food stores and turnover of small
business driven out by rising rents had caused great community concern.
Examples of aroiects involving other-government agencies:
Westway Study New highway on the west side of Manhattan. Provided inventory of existing land
uses in the study corridor and the impact on community planning districts. Identified desirable
densities and uses for landfill areas adjacent to proposed new highway including park areas.
Subway Modernization Study: co-operated in making an inventory of existing facilities; analyzed
existing inadequacies of stations and made recommendations for specific improvements.
14"Street/Union Square Project. A plan for the revitalization of Union Square as a shopping
area. Subway improvement plan to improve underground station, park improvement plan and
pedestrian and vehicular traffic improvement proposals. Unique public and private participation
and funding.
Coastal Planning Grant Study Manhattan's extensive waterfront required cooperation in a large
study to correlate effect of land use on water quality in receiving waters, to develop a
management plan to reduce pollution in receiving waters. Goal to establish a coastal zone for
jurisdiction purposes, define and recommend criteria for management, identify unique areas in
need of special treatment, eventually to establish a coastal zone management commission.

• Conducting and evaluating feasibility studies determining physical, social, economic and

• Educate and motivate women of all ages and fitness levels to stay healthy by designing and
operating an attractive, clean facility with safe and high quality exercise instruction.
• Engage a dynamic team of qualified professional staff to motivate the membership. To
provide this staff with educational opportunities and growth with free seminars, workshops,
and guest instructor classes, and regularly critique technique and content of their instruction
for improvement.
• Involve member participation in the club program and day to day operations. An Advisory
Board was an excellent vehicle for monthly discussions on upcoming events, schedules, new
programs or equipment, and to give suggestions of all kinds. The Board comprised the
President, a staff representative, and four clients.
• Reach out to special needs in the community. Special classes and programs were offered to
kids, teenagers, persons interested in nutrition, yoga classes,jazz, tap or ballroom dance.
• Serve the Community through organizations such as the Chamber of Commerce Women's
Forum (monthly speakers)and help fund raising efforts for institutions such as the Stanford
Children's Hospital, Junior League, and local schools.
This 6200 sq. ft. downtown facility, primarily served Burlingame, Hillsborough, San Mateo, and
Millbrae. It first consisted of two aerobic studios, nautilus weight machines, bikes, a sauna,
showers, lockers, child care and a small boutique. With weight training becoming popular the
second aerobic studio was converted to a fully equipped weight room.
In 1992, after six years of successful operation, the business was purchased by a local family.

1. Community Activities and Work Experience: I am a retired journalist, editor and public
information specialist with a background in international development and conservation of nature.
From 1982-19861 was the Director for Information and Education of both the World Wide Fund
for Nature International(WWF)and the International Union for the Conservation of Nature and
Natural Resources(IUCN). The former is the policy-making parent body of an alliance of national
WWF non-governmental operational,advocacy and fund-raising organizations;the latter is composed
of both government and non-governmental bodies representing the full range of conservation
activities worldwide. WWF International and IUCN shared headquarters in Switzerland,where the
divisions I headed were responsible for developing international awareness, public education and
fund-raising campaigns,producing publications and reports, promoting media coverage of
conservation issues and advising on the information and education components of conservation
projects proposed for funding. IUCN's commissions are responsible for the international listing of
endangered species and it provides the expert investigation and approval of natural World Heritage
sites for UNESCO.From 1986-1995 as head of my own firm,Information Advisory Services, I
continued as an information consultant to these and other international organizations, including the
U.N. Environment Program and the World Commission on Environment and Development and its
report, Our Common Future.
Apart from these specifically conservation-linked posts,I was a regional information director for
the U.N. Children's Fund(UNICEF),serving 11 years in the Middle East, East Africa and Europe,
was a foreign correspondent for Newsweek and United Press, reporter on the New York Times,
Foreign Editor of the Saturday Evening Post, Managing Editor of The Reporter magazine and held a
number of other news jobs, the most relevant of which may be Peninsula correspondent for the late
lamented San Francisco News and reporter on the Redwood City Tribune. The fact of the matter is
that I left Woodside in 1948, returned regularly on family visits,but lived outside the U.S. for some 25
years and returned here to stay four years ago.
2. Interest in serving as a Director and 10-year goals for the District: My interest is three-fold:
first,I think it is the duty of citizens to contribute what they can to their community and much of my
working life has been with organizations dedicated to a form of public service;second, I know that
preservation of dwindling natural resources and wildlife must be an urgent priority for our physical
and spiritual well-being; and third, I love these hills and fields and tidelands where I grew up and
honor the individuals and organizations who have been a bulwark against the increasing pressures of

to be up on a lot of the local issues in the three counties and many communities in the District.It
seems obvious that there is a tremendous growth pressure from Silicon Valley and crowded San
Francisco and East Bay communities.Needs for expanded transportation networks,for more housing,
more offices and plants, more infrastructure of many kinds will add pollution and drive
encroachment on open space at the same time that growth also adds to the treed for both the benefits of
envir'onmenW cleansing and stress-reducing recreation offered by protected opensP
ace. Will
revenue increase as a result of higher property evaluation?Will this match the increased costs of
acquisitions?would District reluctance to pay the higher prices cause a build up of unspent reserves,
or,conversely, would payment of record-breaking prices,bring;criticism from taxpayers? Will
proliferation of conservation groups competing for public and private funding become counter-
productive? Should then be a kind of"Community Cheat"common fund-raising drive once in a while
for important objectives? Will growing mind-Peninsula towns want more money and space for their
own parks?Are the District's borders sacrosanct? Would there be any advantage of changing;them,
for example.to get more involved in the Coast? Should the District be concerned about deer,bobcat,
coyote and raccoons becoming more pestiferous as their habitats are invaded?
5. Additional Information:I mentioned that I grew up in Woodside.In 1932 my family moved into my
grandfather's place between Mountain Lain Home Road and S040W Road that he acquired around the

turn of the last century. In 1937 we built a new house on part of the land.When my mother died at 99
last year we had to sell the last remaining parts of the old place to pay the taxes and we moved into
another part of Woodside.My step-father,John Baldwin,a lawyer, was on Woodside's first planning
commission and was instrumental in the incorporation of the town as well as in the fight against the
PGE power poles for the Stanford linear accelerator. My mother was national chairman of the Garden
Club of America's Redwood Grove Committee and was a past president of that club. She put in the
native plant garden behind the Woodside Library. I went to Mrs. Josephine Duveneck's Peninsula
School(she was the Hidden Villa owner),to the Thacher School in Ojai and to Stanford University.
I am 78, married and in good health. Pm a member of the Sierra Club,the Wilderness Society,the
Nature Conservancy and have been a contributor to POST for quite a few years. As for my sense of
humor, have you heard the one about .....?

Dear Members of the MROSD Board of Directors:
Thank you for last night ' s opportunity to present myself to
you all . I was impressed by the caliber of the applicants and
feel that whomever you choose the District will be well served.
I am sorry that I will not be able to attend Monday night ' s
second round interview. My traveling companion and I have fixed
and non-refundable reservations made months ago. Although these
plans may put me at a disadvantage in terms of your selection
process, I hope that the information that has been provided is
sufficient.
I feel that my application is complete in that I can' t think
of other significant information which might help you understand
who I am or what it might be like to work with me on the board.
I have asked some people to write letters of support and I know
that at least two of them are asking others to do so as well . I
ask you to please consider such letters in lieu of my presence on
Monday night .
I would like to take this opportunity to speak about some of
the questions asked of the applicants last night and specifically
about my answers. They were all fair and legitimate questions:
bicycles, dogs, logging, eucalyptus, eminent domain, etc. The
answers , however, were given in a vacuum of relevant facts .
Bicycles: on some trails; dogs: on some trails on a leash;
logging: in special circumstances with full consideration;
eucalyptus: cut them down with possible special exception;
eminent domain: only as a last resort . All straight forward
answers and all without context.
As a Planning Commissioner and Town Council Member I learned
that each question that comes before you has its own special set
of circumstances. Any decision arises out of the facts of
record, the recommendations of staff , the facts as understood in
historical light and experience, the dialogue occurring in
hearings and the deliberations of the decision making body
leading up to a vote. In the deliberative democratic process ,
rarely does an outcome completely satisfy the expectations of all
parties. Decisions are best reached when all parties are willing
to compromise. Peoples opinions can and often do change during
this process.

Sometimes there is a synergistic effect that comes out of
deliberations and dialogue where the outcome actually exceeds the
expectations of the parties because it is an outcome that could
not have been considered at the outset. It is the exchange of
ideas which creates such a potential . Sometimes too, people just
"dig in their heels" over an issue making deliberation and
dialogue more difficult. That is when the seven opinions of the
Boardmembers are most critical , for each will see the issue in a
different light. It is often from the sharing of these
differences that the best decisions can be made.
Although the previous two paragraphs describe my philosophy
of good governance, I understand that personal underlying
principals cannot help but color decision making. In asking the
above questions I suspect that you were searching for those
underlying principals in me. I hope that my application and the
letters of support which you have received well demonstrate the
answers you are looking for.
Thank you for your time in considering my application and
thank you for your many hours of service to the District, its
preserves and to the residents of Santa Clara and San Mateo
Counties. If appointed, I look forward to serving with you all .

had the opportunity to work with Richard Merk (ver a number of years, during
the time that he served on the Portola Valley Town Council from 1993-1999. 1
have been impressed with his commitment to lac government and particularly
to issues relating to the environment. I know that he would quickly become a
strong contributing member to your board. He i,, dependable, hard working,
knowledgeable, and committed to the goals, policies, and commitments of the
regional, open space district.
I have served on the Atherton City Council for d e past 24 years, including 6
years as mayor. T have also served on a variety of regional commissions,
including San Mateo County LAFCo (22 years) and the San Mateo County
Transportation Authority -since its inception 13 years ago. During my years in

First of all, thank you all for the outstanding public service you and all of your staff do for
preserving the unique natural beauty and basic values of"livability" in our area that is increasingly
becoming m made! God bless you all!
Betsy Crowder is greatly missed, of course, from our area and on your Board. She was a longtime,
close friend. But, Richard Merk is a perfect replacement from the Town of Portola Valley that was
a leader in rural open space preservation, and often a"partner"with Betsy in open space crusades.
Richard is a very outstanding individual with virtually a perfect score for"qualifications" to fill
Betsy's big shoes. bike her, he is tough and stands up for his values.
You are aware, I am sure, of his many public service credentials,but a brief list of a few that I
consider especially relevant to being appointed to replace Betsy are:

Dear Members of the District Board:
This is to heartily endorse David Smernoff for the Ward 6 District Board
position. In my position as Superintendent of Open Space and Sciences for
the City of Palo Alto, I have had the privilege since 1996 to work closely
with David in his roll as Director of the Arastradero Preserve Stewardship
Program. I greatly admire David for his intelligence, leadership,
forthrightness, and perseverance.
Though his confident management, David has successfully overseen a number of
important projects at the 600-acre Preserve:
* Development and implementation of an environmental education
outreach program
* Biological assessment of creeks and lakes in the preserve
* Implementation of a native oak planting program
* Restoration of acres of former ranch land and house sites
with native grasses
* Monitoring and control of non-native plants (thistle,
teasel, ox-tongue)
* Study of integrated pest management strategies
* Creation of a conceptual plan for a Gateway Facility
* Assessment of the trail system and design for trail
improvements
* Coordination with the Trail Center for trail building
projects
David has the ability to carefully analyze problems and develop insightful
long-range strategies. He has the proven ability to work well with
volunteers, park users and the general public. David's skills of
facilitation were instrumental in bringing a very diverse ten-person task
force to consensus on goals and design objects for the Arastradero Preserve
Gateway/Nature Center project.
Always considerate of others, David is an active listeners and displays
tremendous interest in the views of others, even when he may personally
disagree. I often seeks out opinions from many sources on contentious
issues.
When the City of Palo Alto and Bay Area Action entered into the Stewardship
agreement for the Arastradero Preserve, the objectives outlined in the
Preserve Management Plan were daunting. It is hard to believe for all that
has been accomplished,that David has been in charge of the project for only
three years. While I admire David for his vision and determination to
achieve goals, I also appreciate that he is sensible and realistic, and

knows how to plan and prioritize projects. On a number of occasions David
has been a voice of reason in helping me to stay focused on key objectives.
Fbelieve one of the benefit of David's ability to keep focused on achieving
key goals, is that staff and volunteers do not feel overwhelmed by the
amount of work that needs to be accomplished. It helps, too, that David
leads by example, and frequently works closely with volunteers in the field
to guide and support their work.
I also appreciate David's sense of humor, his tact and diplomacy. He is
greatly admired and respected by both the City's upper management and City
Council. He is regarded as a problem solver and a cooperative team player.
He is equally respected for his ethics and environmental values.
I firmly believe that David's familiarity with District issues, knowledge of
the environment and local ecology, plus his working knowledge of District

To Midpenninsula Regional Open Space Board:
I understand that David Smernoff is being considered for nomination
to the Midperminsula Regional Open Space District Board. So I just
wanted to share a few thoughts in support of his nomination for
membership to the Board.
I have known David for about 5 years, having met him a couple of
years after beginning my tenure as Director of Jasper Ridge
Biological Preserve (JRBP). During that time I have had several
occasions to meet and talk with David on a professional basis. A
number of those meetings have involved very politically sensitive and
ecologically complex issues. In all of those meetings a number of
traits have clearly emerged.
First, David easily and comfortably understands nuanced, difficult
political circumstances and how to deftly navigate under such
conditions. This is not insignificant when one is trying to address
the underlying tension between private property and the need for
effective land stewardship. David has a good feel for how to
translate what we know about the ecological integrity of a particular
site or ecosystem into effective land stewardship. He also
appreciates the importance for translating reliable ecological
information into a more integrated set of goals designed to promote
stewardship and preservation of lands.
Second, David understands the growing importance of restoration
ecology to the future of effective land management. The truth be
told, the real challenge of the coming years is not preserving
pristine lands, but managing and restoring ecosystems so that they
remain viable and healthy. Understanding what makes for a successful
restoration effort will be an increasingly critical element of future
efforts to direct land management. Certainly MROSD has recognized
this in its Russian Ridge efforts and in other parts of its lands.
Invasion by exotic species and preseervation of native biodiversity
are extremely critical issues. Coordinating such efforts with other
land managers and private property owners will also be critical.
David understands this,
and can provide effective leadership and
counsel in any such an undertaking. David understands these issues
and also knows how to bring the community into this effort in a
constructive fashion. His expertise and experiences, I believe, would
be a valuable asset to the Board.
Finally, within the community of users at JRBP, David Smernoff
continues to command respect and credibility. In my mind, this is
not inconsequential, given the remarkable quality of people that the
Preserve has been able to attract over the years. A number of
researchers, staff, and docents are familiar with David Smernoff, and
all,to my knowledge, hold him in high regard, Whenever I've observed

David, I have been impressed by his ability to engage others and to
create a sense of community participation. He knows how to interact
with the public in a respectful and effective manner.I am convinced
that David would bring valuable expertise and experience to the Board

I encourage you to appoint Ted Zayner to the vacancy on your Board. He is thoroughly
knowledgeable, hardworking, responsible and will fairly represent a segment of your public which
does not currently feel well represented.
I have lived in Woodside since 1948 and since I was able to walk, have rambled the Santa Cruz
Mountains. I have bicycled extensively on and off road in these mountains since 1962 and have
been an avid supporter of MPOSD since its formation. I have also been a regular donor to POST
and the Semprevirens Fund.
Ted and I met while we were both members of the Woodside Bicycle Committee. On that
committee he showed a great respect for varying points of view and an ability to find mutually
satisfying solutions. As Chairman of the Committee he was thorough and responsible in carrying
forth the Committee's duties.
I am concerned that the tone of the Board's recent discussions regarding bicycle use of District
trails took on a hostile aspect and think that Ted would be a valuable bridge to include bicyclists in

Personally, it has been my pleasure to work with Richard over the past 13
years and he is consistently well prepared, gives a balanced perspective, and
is not afraid of long hours and hard work for a worthwhile cause. As a
docent at Jasper Ridge I am aware of his love and understanding of nature and
open space. As a neighbor, friend and fellow explorer of the Great Outdoors
with Betsy Crowder I feel certain that she would be pleased with and grateful

Planning Commissioner for many years and also as a greatly respected Town
Council member.
Richard is a person dedicated to environmental protection who has decades

I am writing in support of Richard Merk's application to fill the vacancy left by the
unfortunate death of the Ward 6 Director, Betsy Crowder.
I have known Richard Merk for over 12 years as a fellow town official, town
volunteer, and neighbor. I am a Commissioner on the Town of Portola Valley
Planning Commission. I have served on our town's Open Space Acquisition
Committee since 1994 and was one of the original "founding" members of the
Committee along with Bill Lane, Bob Brown, Tom Ford and Eleanor Boushey. I am a
member of the Advisory Board of the Peninsula Open Space Trust. I support and
participate in numerous organizations that promote land and habitat preservation
and environmental protection.
Portola Valley is unusual in that it was recognized from our town's inception that
open space protection is good for a community's health and quality of life. Richard
is well respected in town and has a reputation for commitment to Portola Valley's
preservation tradition from two decades of public service. Both in the planning
process and decision making process, he has always adhered strongly to the
environmentally sensitive standards that are a hallmark of our community
Richard would bring to the Board experience as both a planner and decision maker.
During his tenure as a planning commissioner and councilmember he demonstrated
responsible leadership and was an indefatigable worker. He studied the issues
thoroughly and was meticulous in his preparation. He was a clear and articulate
public speaker and was logical and thoughtful in his opinions. He brought a high
standard of inquiry and analysis to all discussions. He was fair, listened to all sides
of an issue, and used a consultative approach to resolve differences, when possible.
However, he did not shy away from difficult decision making, even though his
position would be unpopular with a particular audience. Richard always kept in
mind the conservation values reflected in the policies that govern our town, and the
needs of his entire constituency, rather than the narrow objectives of a particular
applicant or interest group. Core values and the important long-term principles at
stake guided his decisions.
Richard continues to serve our town through his involvement in the Public Works
Committee, and has served on a variety of town committees in the past. His
approach to public service is to immerse himself in the job, and to pull on his boots
and take the extra step to see that what needs to be done gets done. For example,
having acquainted himself with town emergency procedures through participation
in the Emergency Preparedness Committee and Public Works Committee, Mayor
Merk was active during the disastrous "El Niflo" storms (and numerous other
serious storms) patrolling landslides and flooded areas, cleaning storm drains,
clearing roads, and checking for hazards, as well as organizing and directing
volunteers and emergency crews.
Richard is an avid hiker and lover of nature. Hiking trails, scouting for invasive
plant species, and participating in conservation projects are Richard's natural
interests. Nothing would suit him more than to be a steward of the beautiful open
spaces that grace our region. Nobody could serve these lands with more passion
and dedication.
It is a critical time for the MPOSD and those who serve the District. Anyone
following growth rates in our region understands the urgency of preserving the
Peninsula's natural beauty and biological diversity. Unless we can expand open
space and protect key habitat sites quickly, our area will lose the quality of life we
currently enjoy. Richard Merk has experienced firsthand the breathtaking beauty of
our natural lands and the impact development has had on our landscape. He
understands the urgency of the call to serve, and he has the experience, dedication,
and commitment to conservation values to answer the call. I respectfully urge the
Board to appoint Richard Merk as Director of Ward 6.

(who later became the first Director of District 6). Our effort culminated in the annexation of
southern San Mateo County to the Open Space District in the spring of 1976.

consistently dedicates himself fully to any task he undertakes. Richard Merk would be an

Dear Directors;
I encourage you to appoint Ted Zayner to the vacancy on your Board. He is thoroughly
knowledgeable,hardworking, responsible and will fairly represent a segment of your public which
does not currently feel well represented.
I have lived in Woodside since 1948 and since I was able to walk, have rambled the Santa Cruz
Mountains. I have bicycled extensively on and off road in these mountains since 1962 and have
been an avid supporter of MPOSD since its formation. I have also been a regular donor to POST
and the Semprevirens Fund.
Ted and I met while we were both members of the Woodside Bicycle Committee. On that
committee he showed a great respect for varying points of view and an ability to find mutually
satisfying solutions. As Chairman of the Committee he was thorough and responsible in carrying
forth the Committee's duties.
I am concerned that the tone of the Board's recent discussions regarding bicycle use of District
trails took on a hostile aspect and think that Ted would be a valuable bridge to include bicyclists in
future discussions about bicycle issues. His good judgment,energy, intelligence and fairness will

I urge you to appoint Larry Hassett to fill the vacant ward 6 board seat. Larry has a degree
in environmental science, and is a successful business man. Larry has been a member of
South Skyline Association for twenty years, serving as president for some of that time, and
a member of the Fire and Rescue Volunteers for five years. He knows mountain issues
well and is a supporter of the mission of MROSD. Larry is also involved with ther business
community in Palo Alto, serving on the boards of the Palo alto Chamber of Commerce, The
Museum of American Heritage, Leadership Mid-Peninsula, and the Peninsula Conservation
Center Foundation.
Although MROSD now owns about half of the land in the mountains, a local has never
served on the MROSD board.

I am pleased to recommend Ted Zayner. Mr. Zayner is a Woodside resident who has
long been active in Woodside Town govermnent as a member of the Town's standing citizen
committees on various matters. He has followed the activities of the District closely, is well
informed about its affairs and has walked many of its lands. Finally,his professional
background as an attorney would give him an advantage in understanding the legal aspects of the

Dear MPOSD BOD:
I have lived in Woodside since 1991, and before that, Los Altos (1987-1991),
Cupertino (1984-1987), and Sunnyvale (1982-1984). 1 have been a regular
user of the parks system. According to my training diaries, I have run
about 68k miles since moving to California in 1982, over half if these miles
on trails. (I suspect that I know the trails, the dirt, the animals, and
the flora and fauna even better than the park rangers, due to the # of hours
that I've spent on the trails.)
I have known Ted Zayner since 1992, when we were both appointed to the
Woodside Bicycle Committee by the mayor of Woodside. While I was chairman,
Ted was instrumental in defusing a tense situation. The residents of Old La
Honda Road had been angered by the volume of cyclists, and the rudeness of
cycling groups on that road. Ted worked with both the cycling community and
the residents association both to reduce the actual conflict, and to defuse
the tension. Through futher joint cooperation, Ted (acting for the Woodside
Bicycle Committee), the Old La Honda Homeowners Association, and the Town of
Woodside even secured funding from CalTrans to perform much needed repair on
Old La Honda Rd.
Ted is smart, fair, kind, warm, thoughtful, respectful, sees both sides of
issues, and is perceived by both sides as reasonable. Ted uses the park
system, and has a deep respect for the environment. I can't imagine a
better steward for the MPOSD public lands, nor a more thoughtful person to
weigh issues and to drive policy decisions. Please place his name on the
ballot, and allow the public full consideration of Ted as the Ward 6
director.
If Ted is selected to the BOD, Ted's integrity may draw me back again into
the donor base for MPOSD land acquistion - regardless of his position on
bicycle use on the park trails. I trust that he will review data fairly,
will consider alternatives, and render fair long term decisions. The
actions this summer of some of the MPOSD BOD left me bitterly disappointed,
caused me to stop making donations, and to write the MPOSD out of my will.
Until some changes are made, and integrity in decision making processes in
matters of public policy is restored, I will not make monetary contributions
to MPOSD. I have not stopped making contributions to Sempervirens Fund, to
Sierra Club, nor to about 20 other environmentally active organizations.
