PROCLAMATION
WHEREAS, Dave Donovan started his career with the Scott County in 1989 and is retiring after decades of tireless
service to the Quad City region in December 2023 with over 30 years of service.
WHEREAS, Dave's efforts include leading the development of a Quad City-wide emergency radio system, project
manager for the developments of Scott County's jail, court house, Scott Emergency Communications Center, and
Emergency Operations Center. He led the charge to establish Disaster Ready QC, a group of non-profit
organizations who support long-term recovery for our residents. Additionally, he responded to countless real -
world emergencies to support everyone impacted from those emergencies, brought together hundreds of people
to collaboratively serve the communities in their time of need, and he constantly evaluated ways to selflessly serve
everyone in Scott County and the region.
WHEREAS, Dave has developed partnerships across the Quad City region to enhance our community's ability to
come together for life safety, disaster support, and keep overall expenses down throughout his tenure.
WHEREAS, Dave has worked closely with Riverdale mayors over the years with Mayors Bawden and Mayor
Heddlesten serving as EMA Commissioners,
WHEREAS, Dave's efforts supported every resident in Scott County, with highlights being the establishment of an
integrated emergency radio system for first responders in the QCA, and enhancing the Emergency Management
program that has successfully supported our communities through some of the most significant disasters we have
ever experienced.
WHEREAS, Dave has left Riverdale, Scott County, and the greater Quad City region profoundly better than when
he found it and has developed a team of experts to take over successfully in his absence.
THEREFORE, be it resolved that 1, Anthony Heddlesten, Mayor of the City of Riverdale, Iowa, do hereby proclaim
December 15th as

In Riverdale, and encourage all staff, residents, and visitors to join me in congratulating Dave on his retirement and
thanking him for his tremendous service to our community and the region.
