CITY COUNCIL “PRE-MEETING” WORK SESSION, OCTOBER 19, 2020
CALL TO ORDER
Mayor Carrie Tergin called the October 19, 2020 City Council “Pre-Meeting” to order at
5:47 P.M. to review the agenda.
ATTENDANCE
The following Councilmembers were present when the meeting convened:
Present: Fitzwater, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt*,
Ward, Wiseman
Absent: Graham
A quorum was present. *Participated via call-in.
DISCUSSION OF AGENDA ITEMS
Councilmember Kemna will lead the prayer.
Miscellaneous
- Representatives from Capital Region, St. Mary’s, JCMG, Community Health
Center, and Cole County Health Department will be calling in to speak on the
Mayor’s Mask-Up Mid-MO initiative.
- Roxy VanPool will present the Stephen Sillers Tunnels to Towers 5k “Fastest
Firehouse” trophy to Fire Chief Matt Schofield and the JCFD team.
Public Hearings
- Eric Barron, City Planning Manager will present bill 2020 -034. The bill
substitute in the packet will no longer be needed, as it has been replaced by
an amendment to the original bill. City Attorney Ryan Moehlman will explain
the amendment.
Adopting the Agenda
- Mayor Tergin will request a motion to amend the agenda, moving item 15(e.)
RS2020-12 related to the UDC marker removal to after item 10, presentations
from the gallery on specific bills or resolutions.
Appointments
- Mr. Moehlman will present the recommended appointments for the
Convention & Visitors Bureau and GIS Steering Committee.
Consent Agenda Items
- There were no questions on the consent agenda items.

Bills Introduced
- City Staff is requesting a suspension of the rules to third read and pass 2020-
41 related to the supplemental appropriation for six hail damaged police
vehicles.
Resolutions
- There were no questions at this time.
