ADJOURNED MEETING
MAY 10, 1971
MINUTES
INITIATION:
1. Mayor Gilbertson called the adjourned meeting of the City Council
to order at 7:45 p.m.

Councilmen - Briggs
City Manager Koski, City Attorney Martin
UNFINISHED BUSINESS:
3.. INCREASING COSTS OF LOS ANGELES COUNTY GOVERNMENT
Discussion ensued about the spiraling costs of welfare and salaries
and wages, and the need for economy and efficiency in the adminis-
tration of county services. Various alternatives were considered
for controlling the functions of county government, i.e.,
a. Limitation on tax rate at county level for non -state purposes.
b. Limitation on tax rate at state -wide level.
c. Amendment to county charter relating to prevailing wage
provisions.
d. Increase in the size of the Board of Supervisors to provide
for more responsive representation.
e. Complete re- organization of the structure of county govern-
ment limiting its scope of activities.
f. Division of county into one or more county units.
Discussion ensued on the possible division of Los Angeles County into
one or more additional county units which would provide a greater
input from the residents, and provide a basis for improved represen-
tative government.
The City Attorney was requested to research the constitutionality
of the tax rate limitation on non -state purposes, and also an
appropriate initiative measure to amend the County Charter on
paying prevailing wages.
Pursuant to the foregoing discussion of possible division of the
County, on motion of Councilman Tyrell, seconded by Councilman
Merritt._and.carried, Mayor Gilbertson was requested to initiate
contacts with neighboring communities in order to formulate a
program .o.f.._action involving the cities - of...._San Gabriel _Valley .
4. ADJOURNMENT:
On motion of Councilman Tyrell, seconded by Councilman Harker,
the meeting adjourned at 9:00 p.m., to an adjourned meeting to
be held at 7:00 a.m., Friday, May 14, 1971, at the City Hall, for
the primary purpose of meeting with Congressman John Rousselot
(24th District), to discuss proposed federal reve - sharing.
