1. Mayor Koch called the Meeting to order.
2. The Commission unanimously approved acceptance of the Minutes
for the Meeting held on October 29th, on motion of Mr. LaPorte,
seconded by Mr. Walker.
3. On motion of Mr. Hart, duly seconded by Mr. Walker, the Commis-
sion unanimously accepted the Financial Report for the Month of
October, 1971, as submitted.

5. Concerning the undesireable condition of that part of Polo
Drive lying between Banyan and Old School Roads, Mr. Nutbrown,
of Hardrives, Inc., of 'Delray Beach, confirmed the consensus
of opinion that this Block has settled appreciably, approxi-
mately 12 to 14 inches. As a result of this sinking condition
of the road and surrounding property, there exists, at high
tide, an excessive accumumlation of Water backing in from the
Intracoastal Waterway.
Mr. Nutbrown suggested re- construction of that portion of Polo
Drive, raising its level, and doubtless providing an addition-
al Catch Basin, as well as operational Shut -Offs, properly
maintained, of drainage entrances in the Sea Wall on the Water-
way. A tentative estimated cost for such improvement was stated
as being $5,850.00. He further indicated that a Sump Pump in-
stallation might be well to consider.

Mr. Nutbrown further reminded the Commission that any reconstruction
of the road, or other corrective measures taken at this time to pro-
vide relief from the flooded condition of that part of Polo Drive,
would not, by virtue thereof, permanently eliminate this condition,
but would undoubtedly require similar action and corrective measures
periodically due to continuation of land settling in that general
area.
Owners of properties abutting this portion of Polo Drive, and present
at the meeting, indicated their willingness to share in cost of cor-
rective measures proportionate to a determined resonable responsibil-
ity of their individual property frontage on the Drive.
Mayor Koch informed those present that an early meeting with the
owners of the affected properties would be provided for determining
the desired project to be undertaken, and the basis for sharing the
cost thereof.
6. Mr. J. K. Whittemore, Chairman of the Town Planning Board Committee,
advised the Commission that completion date for the construction of
the NEW Water Filtration Plant in Delray Beach is now established
for June 30, 1972, and therefore no definite cost of Water by Delray
Beach to the Town of Gulf Stream is available at this time.

Mr. Whittemore further informed the Commission that his Committee
has been in contact with Mr. Harold Hopkins, Supt. of Public Works
for the City of Boynton Beach who states that the Water supplied by
Boynton Beach is far superior to that being furnished by the Town
of Gulf Stream or the City of Delray Beach.
No further action, by the Committee, is contemplated at this time
or until the Commission may consider to provide, and authorize ex-
penditue of, funds necessary to cover the estimated cost of a sur-
vey or the present Water system and supply furnishing WATER to the
Town of Gulf Stream and current valuation thereof.
Mr. Matt Gracey, of Gracey Bros., Insurance Agents for the Town,
through Hartford Accident & Indemnity Company, advised the Commis-
sion that, due to the extremely high judgements that are being a-
warded, particularly in connection with bodily injury claims and
unusual property damage claims, he recommends the Town carry an
Umbrella Excess Liability Policy which provides much broader cov-
erage than the Town's present policy affords.
Following general discussion with Mr. Gracey, relative to this sug-
gested additional Liability Insurance Coverage, the Commission ap-
proved acceptance of his recommendation and authorized procurement
of such additional "Umbrella Excess Liability Policy" with limit of
$1,000,000. in excess of the present coverage on motion of Mr. Hart
and seconded by Mr. Walker.

Re: Umbrella Liability Policy
Because of the extremely high judgments that are being
awarded, particularly in connection with bodily injury claims
and unusual property damage claims, it is our suggestion that
you carry an Umbrella Excess Liability Policy with limits of
either one or three million dollars in excess of the coverage
now being written.
The annual premium for the different limits would be:
$1,000,000. - $307.00 $3,000,000. - $537.00
The policy gives broader coverage than your present
policy affords. On any claim not covered by basic insurance
that would be covered by your umbrella policy, there would
be a self insured retention of $10,000. This means that you,
in effect, would pay the first $10,000. and the company would
pay the amount above that figure.
The above premiums are based on the primary bodily injury
limits of $100,000./$300,000, and primary property damage of
$50,000. By reducing your existing policy to this figure, the
annual premium would be lowered by $33.00.

you desire and will appreciate your instructions.
