HomeMy Public PortalAbout2020-11-021 REGULAR COUNCIL MEETING, NOVEMBER 2, 2020 CALL TO ORDER Mayor Carrie Tergin called the November 2, 2020 City Council meeting to order at 6:02 P.M. Due to COVID-19/social distancing recommendations, the meeting was held virtually and streamed live on Facebook. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman Absent: None ADOPTION OF THE AGENDA A motion was made by Councilmember Hussey and seconded by Councilmember Schreiber to adopt the agenda. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS As COVID-19 cases are on the rise, Dr. Robbins spoke on the importance of socially distancing and wearing a mask to help prevent further spread of the virus. Mayor Tergin reminded citizens to get their flu shots. A drive-thru flu clinic is scheduled for November 4th and November 7th at the Cole County Health Department. The next COVID-19 community testing event is scheduled for November 10 th through Cole County Health Department at the First Assembly of God. More information on the drive -thru flu clinic and COVID-19 community testing events can be found at colecounty.org/186/Health-Department. Mayor Tergin also noted the importance of checking on disabled and elderly neighbors during this time. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments at this time. PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS Diane Gillespie and Carol Burkhead presented the Jefferson City Convention & Visitors Bureau Annual Budget. Councilmember Fitzwater motioned to adopt the budget, and Councilmember Lester seconded the motion. The motion passed unanimously. 2 REGULAR COUNCIL MEETING, NOVEMBER 2, 2020 ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF  Administration Committee: Councilmember Wiseman announced the cancellation of the Wednesday, November 4th meeting.  Finance Committee: Councilmember Hensley had no updates at this time.  Public Safety Committee: Councilmember Graham indicated a new November meeting date will be announced as the regular scheduled meeting falls on Thanksgiving.  Public Works & Planning Committee: Councilmember Hussey announced the meeting scheduled for Thursday, November 12th at 7:30 A.M. The meeting will be in-person and available virtually.  Mayor Tergin announced the following events:  The Polar Plunge Power Hour will be virtual this year, streaming live on December 2nd.  The Mayor’s Christmas Tree lighting will also be a virtual event, scheduled for December 3rd. The theme of this year’s tree is “Jefferson City Goes to the North Pole”.  Although Living Windows is cancelled due to COVID-19, a scavenger hunt is planned for December 4th. Details will be announced at a later time.  The Jefferson City Jaycees Christmas Parade is scheduled for December 5th, beginning at 4:30 P.M. Social distancing is recommended for parade watchers.  Small Business Saturday is scheduled for November 28 th.  Donna Deetz with Historic City of Jefferson announced they will be applying for grants to fund potential historical trails throughout the City. The project timeline depends on the timing of the grant(s). LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Interviews were held for the next representative. Grant Acceptance of CARES Act Coronavirus Relief Fund through Cole County in the Amount of $3,181 After discussion between City Council and Staff, Councilmember Schreiber motioned, and Councilmember Vogt seconded the motion to approve items (a.) through (h.) with the exception of item (f.) The motion passed unanimously. City Councilmembers requested a work session related to the economic deve lopment services contract with Jefferson City Chamber of Commerce. Councilmember Kemna motioned to adopt RS2020-18. Councilmember Graham seconded the motion. The resolution was adopted by the following roll -call vote: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman Nay: None RS2020-19 sponsored by Councilmembers Ward and Kemna A RESOLUTION AUTHORIZING THE CITY TO EXECUTE AN AGREEMENT WITH THE MISSOURI DIVISION OF THE UNITED DAUGHTERS OF CONFEDERACY Mr. Moehlman presented the resolution. Councilmember Lester motioned to amend RS2020-19, adding an additional whereas clause to read as follows, “Whereas, the Jefferson City Council understands that the 6 REGULAR COUNCIL MEETING, NOVEMBER 2, 2020 Missouri UDC commits to donate the UDC Marker to the Missouri Civil War Museum located in the Jefferson Barracks in St. Louis, Missouri.” Councilmember Ward seconded the motion. The motion to amend RS2020 -19 was adopted by the following roll-call vote: Aye: Hensley, Hussey, Kemna, Lester, Vogt, Ward, and Wiseman Nay: Graham, Fitzwater and Schreiber Councilmember Lester motioned to adopt RS2020-19 as amended. Councilmember Ward seconded the motion.
