Worthing; Att'y, John C. Randolph and Kathleen Kirton. 1. The meeting was called to order by Mayor Walker. 2. On motion of Mr. LaPorte, seconded by Mr. Whitney, the Minutes of the March 21st Commission Meeting were unanimously approved. 3. The "Financial Report" for the Month of March - 1972, as sub- mitted by the Town Manager, was accepted. 4. Copy of the "Budget Report ", reflecting Revenues and Disburse- ments, for the first half of the current fiscal year was fur- nished the Commission. Mr. LaPorte commented on the closeness of the expenditures to the heretofore approved 'Budget' for the fiscal year, and further cited the fact that disbursements be closely watched for the remainder of the year inasmuch as there will be added expense, due to the recent determination of the Commission to improve portions of Banyan Road and Polo Drive, cost of which was not provided in said Budget, as such improve- ments were not contemplated at the time of Budget preparation. Rosebrook. 3603 No. Ocean Blvd., 3421 " " 3737 to of Trailer at house under con - Lsion - 2550 Ave. Au Soleil Bethesda Hospital with Mr. Commission members and several persons in attendance at the meet- ing expressed their appreciation for the efficient operation of the Police Department and its use of an extra car for patrol. - 2 - The following letter of appreciation to Chief Roy Cowart, for emergency service rendered, was read: March 28, 1972 TOWN COMMISSIONERS "I wish to express my appreciation to the Gulf Stream Police Department, and in particular to Chief Roy Cowart, for the promptness and efficiency with which they assist - me during a critical situation, for me, at the Little Club on February 28, 1972. At that time I was given emergency treatment at the Club, and then transferred to the hospi- tal by police car, which was definitely much faster than if I had had to wait for an ambulance. I am enclosing a small contribution to the "Christmas Fund" of the Police Department." Sincerely yours /S/ CHARLES T. HAZZARD, M.D. Mr. LaPorte informed those present that a recently received State Crime Report, copy of which is available in the Town Hall, dis- tinguishes the Town of Gulf Stream as being low on the totem pole for crime violations, which must be attributable to the efficiency of the Town Police Department. Mr. LaPorte further expressed the importance of closer communica- tion with the Police Department, especially by residents who an- ticipate being away from their homes, as well as expecting guests for any length of time. 6. Ordinance No. 72 -1, providing for amending "Section One" of Ordi- nance No. 106, to increase the Planning Board Membership from the original number of four (4), as established in 1953, to five (5), and determining that three (3) Members of said "Board" shall con- stitute a quorum for transaction of business, was submitted for Commission consideration. On motion of Mr. LaPorte, seconded by Mr. Whitney, the Commission unanimously approved placing Ordinance No. 72 -1 on first reading. 7. Ordinance No. 72 -2, providing for certain restrictions and /or cur- tailment of Water Usage during any alleged period of Water Shortage, previously recommended by the Central and Southern Florida Flood Control District, was submitted for Commission consideration. The Commission unanimously approved placing Ordinance No. 72 -2 on first reading upon the motion of Mr. LaPorte, duly seconded by Mr. Whitney. 3 - 8. A "Petition" was received from Mr. Robert R. Grauch representing Mrs. LeRoy W. Caddell and her son Mr. John B. Caddell II, being the NEW owners of a tract of land lying between AlA and the Inter - coastal Waterway, comprising approximately 12.8 acres of land, heretofore known as the JAMES property (previously identified as the Seward Webb property). The request petitions consideration for development of the land as desired by Mrs. Caddell in accordance with prepared plans for its development. On motion of Mr. LaPorte, seconded by Mr. Whitney, the Commission unanimously approved said "Petition" being referred to the Town Planning Board for review, study, and recommendation to the Com- mission for its consideration of such proposed development as de- sired by the current owners of the property. 9. Mr. LaPorte announced that a group of very concerned ladies had recently taken it upon themselves to obtain an expression, by pe- tition, as to what the townspeople want the Town to be, and in submitting this petition made it very clear to the Commission that: "We, the undersigned residents, numbering approximately 180, being home - owners in the Town of Gulf Stream propose that there be: (1) No change in zoning within the Town; (2) No further annexation of lands by the Town" The ladies were commended for their interest and efforts on be- half of the Town, and were informed that NO CHANGE IN ZONING nor ANNEXATION of any lands is under consideration by the Commission at this time. Gentlemen, It is indeed a pleasure to announce that you have acquired delightful new neighbors Mrs. LeRoy W. Caddell (Ruth N.) and her son John B. Caddel II of Delray Beach, Florida and Staten '- Island, New York, have completed their purchase of the former Seward Webb property, more recently the Gladys Underwood James property at 1220 Ocean Boulevard. Many of your residents are already acquainted with the Caddells and will welcome them and the Yorel V to your Town and waterways. My friends and clients, the Caddells, have asked me to file their formal request for your consideration of a gracious, highly restrictive development of this 12.8 acre tract of property. We plan extremely low density use of the land with less than two residence units per acre. The Caddells want to be good neighbors and want to have good neighbors. They plan to reside on the premises. We therefore request your earliest cooperation and attention to this planned development. I shall be happy to meet with your Commission, your Planning Board, or with individuals to fully acquaint you with proposed plans. The key question to be determined will be in the land use for this additional part of Gulf Stream which has heretofore been practically undeveloped. We solicit your approval of a plan to abandon the 1924 platted lots 4,5, and 6 of Golf Course Addition, in similar fashion to the action of 1954 when lots 1,2, and 3 were replatted as Donald B.
