HomeMy Public PortalAboutORD15003 BILL NO. 2012-54 SPONSORED BY COUNCILMAN Pope ORDINANCE NO. 15-00 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A CONTRACT AMENDMENT WITH PECKHAM AND WRIGHT ARCHITECTS, INC., FOR ARCHITECTURAL SERVICES FOR THE NEW FIRE STATION NO. 3 BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. The Mayor and City Clerk are hereby authorized and directed to execute an agreement to amend the 2012 contract with Peckham and Wright Architects, Inc., for architectural services for the new Fire Station No. 3. Section 2, The agreement shall be substantially the same in form and content as that agreement attached hereto as Exhibit A. Section 3. This Ordinance shall be in full force and effect from and after the date of its passage and approval. Passed: , "y- J,z) Approved: l Presiding Officer Mayor ATTEST: APPROVED AS TO FORM: City Clerk `� Cif Counselor /'-or CITY OF JEFFERSON AMENDMENT TO CONTRACT FOR PROFESSIONAL SERVICES FOR FIRE STATION #3 ARCHITECTURAL AND ENGINEERING SERVICES WHEREAS,the City of Jefferson, Missouri, a municipal corporation, with offices at 320 East McCarty, Jefferson City, Missouri, 65101, hereinafter designated "City," entered into a Contract with Peckham&Wright Architects, Inc.., a corporation of the State of Missouri, with offices at 15 South Tenth Street, Columbia, Missouri, 65101, hereinafter referred to as "Consultant," on November 10, 2011; and WHEREAS, the Contract was for the rendering architectural services for the design and specification bid documents for the New Fire Station No. 3, and WHEREAS, the parties wish to amend the Contract of November 10, 2011, to increase the scope of services and fee as designated in Exhibit A attached to the Contract of November 10, 2011; and WHEREAS, the parties wish to amend the Contract of November 10, 2011, to increase the contract amount by addition of these services as mutually agreed to by both the City and the Consultant. NOW, THEREFORE, be it agreed as follows: 1. The scope of services, as detailed in Exhibit A to the Contract of November 10, 2011,be replaced with Exhibit A Phase IV(amended) as attached; and 2. Item 6,of the Contract dated November 10, 2011, is hereby amended to read as follows: 6. Compensation. The City agrees to pay the Consultant in progress payments, as established by the City. The final payment will be subject to receipt of a requisition for payment and a statement of services rendered from the Consultant certifying that the Consultant fully performed all work to be paid for in such progress payments in conformance with the contract. It is expressly understood that in no event will the total compensation and reimbursement to be paid to the Consultant under the terms of this contract for Twenty Eight Thousand Six 11undred Dollars($128,600.00)Phase IV services exceed the sum of One Hundred Seventy-Nine Thousand Six Hundred Dollars and no cents ($179,600.00), and no additional cost for services required unless specifically and mutually agreed to in writing by both the City and Consultant. A. Design& Construction Services: Task 1 -FINAL DESIGN and DELIVERABLES Stipulated sum fee of S 104 75.00. - . - • Design work for Station Three: Full design services fees associated with the design and construction of new Station #3 base bid and alternatives. This will be a three bay drive through station with apparatus bays,decontamination area,living quarters and office space. = - a • The services will be inclusive of that necessary to obtain all permits through the City of Jefferson and those required by the State of Missouri where applicable for design services requested. PWA and its consultants will provide all Architectural, Structural Engineering,and Mechanical/Electrical Engineering, necessary for the project/s. The City of Jefferson will provide Civil Engineering Services, Surveying Services and Geotechnical Engineering Services if required.PWA will provide basic construction administration of the project/s with one visit per month to the project site assumed during construction. The general scope of design services are listed below Schematic Design Please • Meet with you as necessary to finalize project requirements. Up to three meetings are assumed to finalize this phase. • Investigate building code and life safety issues as related to the proposed project. • Topographic Survey and Base Sheet are by City of Jefferson. • Prepare design sketches, with drawings consisting of a computer-generated floor plans and elevations, drawn to scale. • Presentation of the schematic design plan to the City. • Coordination between Architectural and Engineering disciplines. • Review Design with you and make necessary revisions to approved floor plan. Design Development Plmse • Investigate building code and life safety issues as related to the proposed project. • Prepare drawings consisting of computer-generated fully dimensioned floor plans, elevations, building sections and details with preliminary site drawings drawn to scale. Outline specifications will be included in this submittal. • Presentation of the final design plan to you. • Coordination between Architectural and Engineering disciplines. • Review Design with you and make necessary revisions to approved plans. • Geotechnical evaluation of the property is by the City of Jefferson. • Submit and Review design with the City Building Department to confirm conformance with the building code prior to beginning the Construction Documents Phase. Construction Documents Pl:ase • Finalize Design Drawings based on our review meeting and prepare Construction Documents including detailed, fully dimensioned floor plan, appropriate interior and exterior elevations and details, building sections and section details of assemblies, finish schedule, door schedule, door details, window schedule and details. HVAC, plumbing and electrical drawings and specifications as prepared by consultants. • Prepare proprietary specifications describing all materials and finishes to be incorporated in the project. • Coordinate selection of all material finishes and colors with the Owner. • Coordinate with you prior to submitting to the City Building Code Department. • Make revisions to drawings and specifications related to City Building Department review. Bidding Pltase • Prepare and distribute any Addenda as a result of City review, Owner-Directed or Value Engineering Changes as well as any required correction of bid documents. • Attend a Pre-bid Conference administered by the City of Jefferson. • Plan distribution to bidding contractors is by the City of Jefferson. • Answer all bidder questions during the bid period. Construction Administration Phase • Attend a Pre-Construction Conference with the selected Contractor. • Review product substitution requests. • Conduct Site inspections once per month during the construction of the roject.* • - - e or HONG ,ai€o • Review shop drawings and submittals. • Change Order Requests will be prepared by the City of Jefferson. • Contractor Pay Applications will be approved by the City of Jefferson. • The bid proposal package(s) shall include but is not limited to a listing of pay items, engineer's estimate of pay items,and technical provisions related to the bid items proposal. • The bid proposal package(s) shall be submitted to the City electronically and in paper format. • Submit signed and sealed original specifications set to the City • Make necessary site investigations and attend design meetings with staff to produce bid package(s)plans. Task 2-BIDDING/CONSTRUTION PHASE Sti ueated sum fee S 20.925.00) • Attend Prebid, Preconstruction and other meeting as requested by City Review/Approve Shop Drawings and other Submittals per City request • Answer Questions and Provide Clarifications as requested by City Task 3—SPECIAL INVESTIGATIONS (Hourly Not-To-Exceed$33000.00) This tasks includes items not contemplated during the original scoping of project. Tasks may include repetitive meeting attendance, unforeseen site investigations, property research, environmental screenings, etc. The work contained under this item shall be specifically agreed to by the Consultant and City and billed an hourly cost plus basis in accordance with the attached fee schedule.
