GENERAL MANAGER'S RECOMMENDATIONS
1. Authorize the General Manager to sign an agreement for legal services with the law firm
of Barg, Coffin, Lewis & Trapp on behalf of the District and authorize initial payment for
services in the amount not to exceed $45,000.
2. Authorize the General Manager to sign an agreement for technical consulting services
with the firm of Locus Technologies and authorize initial payment for services in the
amount not to exceed $55,000.
DISCUSSION
The Guadalupe River Watershed in Santa Clara County has been the historic site of cinnabar
(mercury) mining. The principal mine, the Almaden Quicksilver Mine, was located on Santa
Clara County's Almaden Quicksilver Park and has been closed and remediated by the County.
Numerous public agencies and private parties who own property in the Guadalupe River
Watershed have been meeting with representatives of the California Department of Fish and
Game and the U.S. Fish and Wildlife Service. The goal of the parties is to develop a cooperative
approach to assess the nature and extent of potential natural resource damage to the Watershed
related to mercury contamination. The parties hope to reach a common agreement on a
cooperative approach to assessing and, if necessary, remediating potential natural resource
impacts from mercury located on the parties' lands.
This multi-party effort will require all parties to engage experienced technical consultants to
advise them on highly specialized technical issues such as whether there are releases of mercury
from affected properties, what the nature and extent of releases might be, and mutually
acceptable and equitable methods of allocating mercury loads and allocation of remediation
responsibilities, if any. The parties also have retained special legal counsel with expertise in
these areas to help develop a cooperative approach that will expedite the solution to any mercury
contamination problems that may exist in the Watershed.
The District's 1,465-acre former Rancho de Guadalupe property in Sierra Azul Open Space
Preserve lies within this Watershed. The District has been approached by the participating
agencies and asked to join this cooperative effort. In order to do so, staff recommends that the

Board authorize the retention of these consultants. The District will then have qualified
professional support and assistance in helping to develop an effective and cooperative approach
to resolving these issues.
Staff interviewed four law firms and agreed that Barg, Coffin's strong combination of experience
and resources in this area would best serve the interests of the District. The firm has already
identified and assisted staff in interviewing technical consultants. Staff held personal interviews
with two firms and recommends that Locus Technologies be selected as the technical consultant
for this project. Locus, a leading firm with expertise in all aspects of natural resource damage
assessment, has a strong local presence(offices in Mountain View and Walnut Creek), and
extensive mine site experience.
At the time of Budget adoption, this was not an anticipated project; therefore, no funds were
budgeted. Staff does not have an accurate estimate of the total cost of this project at this time;
however, an initial budget of$100,000 is being recommended. As a part of this initial process,
staff will be better able to provide the Board with a total estimated consultant cost and,
ultimately, remediation costs, if any. Because of the District's budgeting process, where all
funds not budgeted are committed to land acquisition, the initial $100,000 requested for this
project will come from the New Lands Commitments category in the Acquisition Department
budget.

Authorize the General Manager to execute a contract with Cotton Shires & Associates of Los
Gatos in an amount not to exceed $23,000 to investigate geologic conditions and prepare
geotechnical plans and specifications for the FEMA-funded Old Page Mill Road Repairs at
Skyline Ridge Open Space Preserve.
DISCUSSION
At your April 8, 1998 meeting, you authorized staff to apply for grant funding from FEMA to repair
roads, trails, and bridges damaged in the winter storms of 1998 (see Report R-98-43). These"El
Nino"storms caused unprecedented levels of damage to District roads and trails, including two
large washouts on Old Page Mill Road at Skyline Ridge Open Space Preserve, one of which
claimed the entire road width. FEMA grants totaling$122,390 were awarded for the repair of Old
Page Mill Road, and the fiscal year 2001-2002 Planning budget includes $140,000 for the design
and repair of the damage.
At your March 28, 2001 meeting, you authorized the General Manager to execute a consultant
agreement for civil engineering and surveying services with Freyer and Laureta,Inc. of San Mateo
(see Report R-01-37). The District also needs to hire a geotechnical engineer to plan and execute
the repairs for the project. Geotechnical engineers address the issues of soil dynamics,the
engineering behavior of soil and rock,slope stability, and foundations,placing special emphasis on
the relationship between the geologic environment and man-made works.
Earlier this month, staff requested qualifications and proposals from various geotechnical
engineering firms. Specifically, staff was looking for firms having expertise in landslide repair
and soil analysis, and experience with design and construction in remote areas. Of the three
proposals submitted, staff determined that Cotton Shires& Associates was highly qualified and
provided the best value given the necessary geotechnical engineering services required. In
reviewing this firm's work, staff was impressed with its practical approach and extensive
expertise. Cotton Shires & Associates has relevant experience working on similar federally-

funded landslide repair projects for public agencies, including the Town of Portola Valley's
upper Alpine Road landslide repairs. The firm has also worked previously for the District,
designing repairs for the dams and spillways at Schilling Lake, Horseshoe Lake, and Alpine
Pond.
Staff recommends retaining Cotton Shires &Associates for an amount not to exceed $23,000 to
investigate the geologic and geotechnical conditions at Old Page Mill Road and to work with the
civil engineer to prepare plans and specifications for the site's repairs. The firm will also obtain
the necessary County permits and assist staff in monitoring construction,
CEQA COMPLIANCE
Staff concludes that entering into this consultant agreement for engineering services does not
constitute a project under California Environmental Quality Act(CEQA). Therefore, the
recommended action is exempt. Any future action taken by the Board to implement the
consultant's work, such as authorizing bidding for the landslide repairs, will be subject to CEQA
review at that time.

Authorization to Contract with Cambria Corporation fo Co olidation and Improvements to
Specified District Databases
GENERAL MANAGER'S RECOMMENDATION
Authorize the General Manager to contract with Cambria Corporation for improvements to and
consolidation of specified District databases for an amount not to exceed$20,000.
BACKGROUND
Databases are a valuable tool allowing for the efficient management of information and the
production of a wide variety of reports. Over the last seven years the District's use of
computerized databases has grown significantly.
Currently a wide variety of informational requests are made of staff on a regular basis. The
power of the database system lies in its ability to sort, analyze and summarize information to
answer these requests for information. Examples of requested reports include accident statistics
for various uses, statistics on a variety of enforcement issues, summaries of requests for
information from the public, information about vendors and contractors, and the production of
different configurations of mailing labels such as those used to mail the District's newsletters,
notify neighbors who live adjacent to specified preserves, and to send out press releases.
As staff has become more proficient with databases their use as an information management tool
has grown to the extent that it has become necessary to consolidate and improve these databases
to increase efficiency, and reduce workload.
In Fall, 1999 five District staff members attended a quarter-long class in database management,
which focussed on the use of Access database software. Other staff members attended shorter
database training courses. Although District staff has become proficient in many aspects of
database management,the level of skill needed for a database consolidation and improvement
project is beyond staff s skill level. Subsequent to the class, a group of 12 staff members, who
work with databases,met and formed a database management team. The team presented a
proposal, for the consolidation and improvement of identified databases, to Management Team.
DISCUSSION
The database management team identified 22 different databases which have information that is
used by a variety of departments in the organization. These databases hold a combined total of
approximately 40,000 records. A record is a collection of information about a person or entity

(name, address, interests, etc). Different departments have a need to access the information held
in these various databases, and there is a lack of coordination between these various information
sources.
The current system has a number of problems including:
1. Duplication of data - Many of the same records are held in different databases. For
example,when a change of address request is received at the office, it is manually
circulated to eight people. Each person checks to see if the name is in his or her
database(s), and then updates the record.
2. Data errors -There have been a number of complaints from the public that their
repeated requests for changes or removal from mailing lists have not been acted upon.
Slight mis-spellings or inconsistencies in the entered information can mean that a name is
missed when searching a database. The greater the duplication, the greater the chance of
error.
3. Non-standardization - Since similar data may be entered in a variety of ways, gaining
useful information about a specific question(i.e. "How many people have an interest in
dog issues at Long Ridge") is often difficult. A variety of time-consuming queries
(requests for information)must be developed and run on the different databases.
4. Duplication of work- As a result of the problems stated, staff is spending a great deal of
time, which could be better spent on other projects, entering and updating duplicate data.
This not only applies to information about the public, but also basic District information
such as trail names.
5. Difficulty in retrieving information - Some databases, such as the one used to enter
citation and warnings data,were originally designed for other purposes, which makes it
difficult to retrieve information from them. Staff must spend additional time developing
new queries in response to requests for information from the Board and managers.
After identifying these problems, the database management team submitted a proposal for a
database improvement and consolidation project to Management Team. Work on the project was
approved, and a Request for Proposals was published. Funds in the amount of$20,000 for the
project were included in the 2001/2002 Approved Budget, and information about the project was
included in the Operations Action Plan for the current fiscal year. In addition, this project was
also discussed with the Board when the Annual Enforcement Activities Report was presented.
An RFP was sent to ten companies and individuals who were thought to have expertise in
database consolidation and improvement. Cambria Corporation was the sole respondent. The
District has utilized Cambria Corporation for a number of database projects in the past,including
the upgrade of the Public Affairs database, and they have been very professional and responsive.

CONCLUSION
The need for information sharing and the corresponding use of databases continues to grow
within the District. Consolidating and improving the databases will increase staff s efficiency
and improve customer service. It will also help to reduce postage costs associated with duplicate
mailings, and will improve staff s ability to respond more promptly and with greater accuracy to
requests for information.

Authorization to Modify the Title and Duties of a Vacant perviso ublic Affairs Position
GENERAL MANAGER'S RECOMMENDATI
Authorize the General Manager to modify the duties of the Community Programs Specialist
position and to change the position title to Community Programs Supervisor.
DISCUSSION
At your meeting on December 20, 2000, you authorized changing the duties and title of the
former Visitor Services Supervisor position to the current Community Programs Specialist
position (see Report R-00-159). The Visitor Services Supervisor position not only required an
extraordinarily rare set of skills,but also included a wide and ambitious set of duties, difficult to
accomplish by one staff person: web design, supervision of the volunteer programs, public
program planning, interpretation oversight, development of publications and exhibits, and
service on several District committees.
The General Manager, therefore, recommended that you approve narrowing the focus of this
position to one that did not require so many different skills making it a position easier,perhaps,
to fill. Web design and editing, as well as several publication projects, were eliminated from the
position. The newly created Community Programs Specialist position focused more on program
development and long-range planning, launching new (youth and other)programs, curriculum
revision, supervision of the volunteer programs, and overseeing the procedures, policies, and
liability issues associated with the District's community outreach programs. At that time, the
position, as proposed, was to retain its interpretive duties.
The Community Programs Specialist position was widely advertised as a position requiring two
or more years of supervisory experience, a natural science and/or interpretive background, and
significant experience with volunteer management,preferably including field volunteers.
Despite extraordinary efforts, including advertisement and re-advertisement of the position in
several media, many recruitment calls, other innovative search efforts, and interviews of several
candidates, staff has been unable to fill this position. Most applicants possessed only two of the
position's three requirements. No internal staff member applied for the position.
Meanwhile, the remaining Public Affairs staff has stretched to cover the position's most critical
duties,but several projects in the departmental program plan have yet to be initiated, due to the
lack of staff resources.

Therefore, it is now recommended that you authorize a change to this position to attract qualified
candidates, and a change of the title to better reflect the required knowledge, skills, and
responsibilities to potential applicants. It is recommended that you authorize the elimination of
the interpretive aspect of this position, focusing it more on the launching of new programs;
developing and revising procedures,policies and volunteer manuals (and possibly curriculum);
long-range program and capacity planning; facilities maintenance; and supervising three of the
eight Public Affairs Department positions.
The District's Personnel Policies and Procedures Manual states that the General Manager may
modify position titles and duties,when there are no budgetary impacts,without Board approval.
However, in this instance, your approval is being sought for two reasons: (1) the modification of
the position's duties eliminates one of its three primary responsibilities, and(2) this, in turn,
leaves the District without interpretive staff resources. As a result, staff will be developing ideas
for providing interpretive resources for the District, and may return to you with such a proposal.

Authorization to Solicit Bids for Roof Repairs to the "Ranch e" Employee Residence at
Skyline Ridge Open Space Preserve
GENERALR' RECOMhj4ENDA
1. Determine that the recommended actions are categorically exempt from the California
Environmental Quality Act as set out in this report.
2. Authorize staff to solicit bids for re-roofing the "Ranch House" employee residence at
Skyline Ridge Open Space Preserve.
DISCUSSION
The employee residence known as the "Ranch House" was part of the former Skyline Ranch
property acquired in January 1982 (see Report R-82-6). After more than 20 years, the roof
needs to be replaced. The existing roof consists of wood shakes, which pose a potential fire
hazard. The proposed repair includes tearing off the existing wood shake roof, replacing the
roof with 40-year composition shingles, and repairing the rafters, roof vents, and chimney
flashings as needed. Due to the location of the residence, it is exposed to high-winds and other
weather extremes commonly experienced on Skyline Ridge; therefore, the highest-grade
materials are required for this repair.
This spring, the Enterprise program solicited two bids for re-roofing this residence. Both bids
were in excess of$10,000. Therefore, Board authorization is required to solicit bids and
award a contract. Since the original bids have expired, those bidders as well as other qualified
bidders will be notified of this formal bidding process, and will be encouraged to submit bids.
The re-roofingis planned for late summer, and is estimated to take five to seven working

days to complete.
Funding
At your March 8, 2000 meeting, you approved the fiscal year 2000-2001 budget (see Report
R-00-32), which included $50,150.00 for maintenance services on structures in the Enterprise
programq P
of the Acquisition Department budget. Since this residence is an employee to ee residence,

for employee residence improvements. Based upon earlier bids, staff estimates that these
repairs will cost approximately $13,000 and this amount should be sufficient to complete the

SUBJECT: Paragliding and Hang-Gliding at Sierra Azul Open Space Preserve
Dear Mr. Pfeiffer:
Thank you for your letter of March 20, 2001 inquiring about paragliding and hang-gliding at
Sierra Azul Open Space Preserve. Please excuse the delay in responding to your letter as I was
out of town on vacation. The Board of Directors reviewed your letter at its regular meeting last
night.
The Board is interested in trying to accommodate a variety of recreational uses for our
constituents. However, we feel that the District is unable to provide opportunities for paragliding
and hang-gliding at Sierra Azul Open Space Preserve before developing a Comprehensive
Master Plan. I am enclosing a copy of the staff report from July 1997 which discusses proposed
use of hang-gliding and paragliding in the Mt. Umunhum area of Sierra Azul (Report 97-108).
The Sierra Azul Master Plan is identified as a key project in the Planning Department's Work
Program this fiscal year and staff anticipates beginning the project this winter. The planning
process will include public participation to address issues such as recreational uses, staging area
locations, traffic, resource management, and operations. Your name has been added to the list of
interested parties to be contacted when we start planning the use and management of Sierra Azul
Open Space Preserve.

SUBJECT: Parking on South Monte Bello Road
Dear Mr. Wunderman:
Thank you for your electronic letter of July 3, 2001 asking to make parking available near
the Waterwheel Creek Trailhead on Monte Bello Road. The Board of Directors reviewed
your letter at its regular meeting last night.
The Board recognizes the importance of making public land accessible to its constituents.
Various members of the public have expressed similar interests to yours regarding the
need for public parking facilities to access the southerly area of Monte Bello Road.
Establishing a formal parking lot along Monte Bello Road is particularly challenging
because of the tortuous nature of the road and the concerns of local residents about
additional traffic. In the interim, to accommodate members of the public including
yourself, the Board approved an amendment to the Use and Management Plan for Monte
Bello Open Space Preserve on July 23, 1997 opening the former docent parking area to
the general public on a permit basis. The parking area is located just inside gate M1308,
at the terminus of the Waterwheel Creek Trail.
One-day parking permits for this area are available to the public at no cost by calling
Kathleen Hart, Operations Administrative Assistant, at(650) 691-1200. A copy of the
use permit form is enclosed for your reference. The District will provide a lock
combination to gate MB08 after granting the use permit. Please note that parking is
limited to ten (10) vehicles per day due to space constraints. Since the lot is open by
permit only, the District has chosen not to sign the location as public parking,but rather
to identify the parking on District maps as "parking by permit only".
Thank you again for your letter. We are glad that we are able to accommodate your

Thank you for your letter of July 17, 2001 regarding a potential trail connection at Overlook
Drive. The Board of Directors reviewed your letter at its regular meeting last night.
We appreciate your observations and suggestions for a trail alignment from Overlook Drive
around the proposed water tank. District staff is working with San Jose Water Company to
preserve the trail segment around the water tank, thus providing the opportunity for a future trail
connection into El Sereno Open Space Preserve.

the co-sponsoring organizations, we would like to thank you for your participation in the
Managing Visitor Carrying Capacity Workshop, July 10 and 11, in Emeryville, California.
Going into the workshop, we were sure there was a great deal of interest in the
subject and an equally great need to share perspectives, problems and practices. We
were equally confident that the best group of speakers were being assembled to
address the subject. The evaluations we received confirmed our suspicions, and more.
The great majority of attendees indicated that the workshop met or exceeded their
expectations. We routinely saw comments indicating that..."this was the best group of
speakers I have ever heard."

Subject: Update on District Energy Conservation Efforts
Over the past three months, the energy committee has met four times. The goal of
the committee is to "Develop strategies for the District to become more energy
efficient, and to increase staffs awareness relating to energy efficiency."
The committee has taken a serious look at participating in energy conservation
efforts, and we would like to express our appreciation to everyone for their work in
this area. The efforts from the three offices has resulted in a reduction in electrical
and gas usage. Below is a summary of these efforts. Additional measures to reduce
energy use are also being researched.
Foothills and Skyline Area Offices:
• Open windows in the early morning hours to cool down the office and close the
windows mid morning, including closing the shades.
• Turn off the HVAC most of the time. When the HVAC is on, then reduce heating
in the winter, and use of air conditioning in the summer.
• Turn off lights, small appliances and computers when not in use.
• Install motion sensors on restroom lights in Foothill field office.
• Perform routine maintenance on HVAC System.
• Install timers and motion sensors on outside security lights.
• Minimize the staff time in the office.
• Carpool to meeting when possible, and reduce meetings when practical.
Administrative Office:
• Evaluate the HVAC system to increase efficiency.
• Place lock boxes on thermostats in the building.
• Retrofit old light fixtures with new efficient fluorescent fixtures.
• Reduce the number of light bulbs,within fixtures.

• Reduce heating in the winter, and use of air conditioning in the summer.
• Minimize the use of electrical appliances in work spaces i.e. floor heaters.
• Turn off computers and lights when not in use.
• Keep outside doors closed at all times.
• Install skylights in the new offoe,space to increase natural light.
• Complete a P.G. & E. audit of the administrative Office for efficiency.
• Promote car pooling to meetings.
• Lower the hot water heater down to 120 degrees.
The following items are being researched or have already been
budgeted:
• Buy Energy Star replacement appliances.
• Meet with a consultant to research the possibility of installing a solar-photovoltaic
system at the administrative office.
• Meet with a contractor to research the feasibility of installing a solar hot water
heating system for the District offices.
• Research the possibility of replacing existing light switches in common spaces
with motion detecting switches.
• Evaluate the feasibility of installing double pane windows in the rooms that are
currently being expanded at the administrative office.
• Incorporate energy conservation methods in the new construction work at the
Foothills Field Office.
• Research grants and alternative energy conservation methods.
• Install reflective window film or awnings on all south-facing windows.
• Install blinds on windows that currently do not have them.
• Post monthly utility bills with a challenge to reduce the amount of energy used.
• Install ventilation fans to circulate outside air into the field offices.
• Install skylights in the field offices.
California 's Energy Challenge,Tips:
The following tips can help you to save further energy at home.
• During the winter, turn thermostats down to 68 degrees or below. Reduce
settings to 55 degrees before going to sleep or when away for the day. (For each
1 degree, you will save up to 5 percent on your heating costs.)
• Avoid running large appliances such as washers, dryers, and electric ovens
during peak demand hours from 5:00 a.m. to 9 a.m. and 4p.m. to 7p.m.
Again, the committee would like to thank everyone for their efforts. Please continue
your conservation efforts, and we welcome any further suggestions you may have for
energy conservation.
