NOW THEREFORE, BE IT RESOLVED: That it is the se nse of this Cou ncil that said. Railroa d Commission be ador lished; and th at municipalities be au- thorized to deal direct with pu blic utilities in all matters of loc al interest, FURTHER i,SOLVED: That it is also the se nse of this cou ncil that su per vision of ra ilroads of this State be placed in the h ands of a Rail- road Commissioner with such n ecessa ry and reaso nabl e powe rs will protect the rights of citizene of this State. FURTHER RESOLVED; That the City Clerk be a nd is hereby authorized and directed to send a copy of this resol ution to she Governor of the State an d to all members of the 925 Legislature. The issue of this bond was authorized in all respects in full compliance with the provision of Section 67-06 of the revised statutes of Wisconsin and a1l acts amendatory thereof and supplementary thereto, The value of all the taxable property in the City of Rhinelander' for the last preceding five assessments thereof for State and County taxes is as fellows:: 1929 1921 1922 1923 1924 7, 910, 464.00 47, 936, 432.00 $7,308,493.00 l'7,406,76(".00 7, 707, 670.00 Total ,269 Average of such value is $7,653,966.00 The aggregate amount of the existing bonded indebtedness of said City i $215,250.00. Besides this there is a pendins bond issue of Thirty-five thousand dollars ($35,000.00) for street improvements. That a direct annual irrepea.lable r.x has been levied by said city sufficient to pay'the interest when it fa,l.1s due and also to pay and discharge the principal at maturity. And :i ` is hereby certified and recited that all things, acts, and con- ditions re .ired by the constitution and lags of the State of Wisconsin to happen and be done and'perfor:ned precedent to and in the issuance of this bond, have happened and been properly done and performed in the regular due form. and time as prescribed. by law, that the total indebtedneds of said City, including this bond, does not exceed any constitutional or statutory limitations, and that due provision has been made for the collection of a direct annual tax upon all. the taxable property in sail City, sufficient to pay the interest hereon as the same falls due, and also to pay and dis char ;e the principal thereof at maturity. No person, persons, firm or corporation or company shall sell, deliv er or dispose of milk or cream within the corpor ate limits of the City of Rhinelander, Wisconsin , withou t having first proc ured a lice nse therefor from the City Clerk of said city, which, lice nse sh all be issued to all applica nts upon payment of ten cents for e ach cow up to ten cows( no license to exceed #1.00) said license to r emai n in force for one year unite F THE CITY OF RHINELANDER, WIS. oner revoked. by the board of health of said. Section 2. Every person, firm, corporation or company making application for license to sell, deliver, or dispose of milk and. cream in the City of Rhinelander, shall make application in writing, stating name, residence, location of dairy or place of business, number of cows, or if milk or cream is bought the source from which he obtains the .milk or stream offered for sale. Section 3. Every person, farm or corporation applying for a license to sell, deliver or dispose of milk or cream under this ordinance shall fur- nish. with said application a certificate signed by a veterinarian author- ized by the Board of Health to sign such certificate, to the effect that a..11 cows from which milk or cream is to be sold or disposed of are free from tuberculosis and all other contagious communicable or injurious diseases so far as may be determined by a physical examination and the test for tuberculosis . Such examination and. test shall be conducted as per - scribed by the board of Health of eaid city and shall be made not more than six months prior to the date of application for said license. Any raw cows introduced into .the herd at any t,irne must be examined and tested ae herein provided before milk or cream from them is sold or disposed of. Section 4. deliver, sel der, whose c and in goo sterilized tion. It shall be unlawful for any person, firm or corporation to or dispose of any milk or cream within the City of Rhinelan- , stables, wagons, store or place are not thoroughly clean nitary condition, or whose bottles, cans or utensils are not ;h boiling hot water each day and kept in good sanitary condi- Section 5. The Board o f health, health co-n-ni ss for r or any inspector de- signated by said board, shall have the right to enter any building, wagon or any place where milk or cream is kept or exposed for sale in the City of Rhinelander to ascertain whether the owner or occupant is complying with. this ordinance and shall have the right to take samples of milk of cream, not to exceed. one pint, from .any can, vessel o.r bottle, for the purpose of testing, analyzing or microscopic examination, anra any person, firm. or corporation violating this ordinance hall be deemed guilty of a misde- meanor and punished as hereinafter provided. Section 6. Any person, firm or corporation violating; visions shall, upon conviction. thereof, be punished by license and a fine of not less than Z5.00 or more than offense, together with the cost of prosecution, or by county jail. of Oneida county for not less than 15 days days. any of these pro - forfeiture of their 100.00 for each mprisonrnent in the nor more than 6O Section 7.
