HomeMy Public PortalAbout10/12/1989 Special CCM, ) The Council of the City of Medina met in Emergency Session o 12, 1989 at 6:10 P.M. for the purpose of discussing the Compeat Inc on the Wallace Doerr property at 4405 Co. Rd. 116. Present: Mayor Thomas Anderson; Councilmembers, Anne Theis, Wilfr Schmit; Clerk -Treasurer, Donna Roehl; Police Chief, Ric Zoning Administrator, Loren Kohnen; Public Works Directo Attorney, Ron Batty Absent: Councilmember, Robert Mitchell Thursday, October yard waste operation d Scherer, Stephen and Rabenort; , James Dillman; Thomas Anderson explained that the Planning Commission had made a r-commendation regarding the Compeat Inc. operation; that a video had been made and pictures had been taken of the operation at various times of the day and some of the councilmembers had visited the site. He stated that he had called County Commissioner, Tad Jude, who ha • told him to close down the operation if it was in violation of city ordinances. Ted Kuller, 2.702 Parkview Dr., ,ckPd what would now happen to the .ish area at Woodlake landfill now that Hennepin County would be shipping ash to Illinoi Thomas Anderson stated that he did not know what affect it would hove on the agreement with Hennepin County. Wilfred Scherer stated that Tad Jude had said they wanted to rese e the right to use Woodlake if it became necessary. Duane Tinderholm, 4345 Co. Rd. 116, stated that he had timed notes and pictures; that leaf debagging was done by driving over the bags with a caterpillar and people were pick- ing junk out of the leaves. He stated that there was a lot of dus; people were wearing dust masks and his newly painted house is covered with dust. Allison Winkler, 630 Shawnee Woods Rd., stated that she believed t e hours were to be 8:00 A.M. to 5:00 P.M. but she did not think they were abiding by hat, also they were not keeping the dust under control. Duane Tinderholm stated that they and started operations at 6:45 A M. on this day and had quit at 6:35 P.M. on Wednesday night. Wally Doerr stated that his attorney could not be at this meeting out had advised him to request the city not to take action until he had time to talk with Ron Batty about the letter that had been written by Mr. Batty. He stated t at they were in an experimental stage; that on Wednesday night scrapers and the pulve)izer were moved off the property; there is a very small amount of debris in the bags s. a smaller dumpster has been ordered; they have done a remarkable job of keeping debris out of the air considering the strong winds; the operation is very efficient wit very little plastic in the leaves. Loren Kohnen asked how the leaves would be spread without a scra•-r. Wally Doerr stated there were several options depending on the co dition of the leaves and where they were on the property. He stated that Ford makes a piece of equipment for leaves; perhaps a field chopper could be used and maybe the scrap might be brought back. Rick Rabenort then showed the video of activity at noon and again in the early evening. Duane Tinderholm stated that there already is a smell. Ron Batty stated that the next order of business would be an Exec tive Session and when a decision is to be made Council would come back in regular session. Executive Session, 6:29 P.M. Council discussed the Compeat Inc. operation. Regular Session, 6:44 P.M.
