1. The Meeting was called to order at 9:00 A.M., by Mayor Koch.
2, Commissioner Henry N. Whitney, addressing the Commission and
those present, introduced Mr. Leonard J. Cushing who recently
purchased the improved property on LOT 5, Block 1, as shown
on Plat No. 1 of POLO FIELDS, and located at 3443 Polo Drive,
Gulf Stream. Mr Cushing and Family intend making this pro-
perty their permanent home.
3. The Commission was informed that Item #7, of the "Minutes" of
the May 11th Regular Meeting, had been amended to read as fol-
lows:
"As a result of a study, by Mr. Whittemore, of the
functions and responsibilities of Mr. Glen Sova,
concerning his services pertaining to the opera-
tion and maintenance of the Water Treatment Plant
on Golfview Drive, and as recommended by said Mr.
Whittemore, and his seconding a motion by Mr.
Whitney, the Commission unanimously authorized
accepting the contractual offer of Mr. Sova to
continue performing such services for the sum of
$2.50 per hour, it being understood that such
regular and normal service would require not more
than 24 hours attention per month."
Upon motion of Mrs. LaPorte, seconded by Mr. Whitney, the Com-
mission unanimously approved the "Minutes" for the May 11th
Meeting AS AMENDED, and the "Minutes" for the SPECIAL MEETING
held on May 17, 1973.
4. The "Financial Report" for the Month of MAY was submitted to,
and accepted by, the Commission.

The following "SUMMARIZATION" of Police Reports for the Month
of MAY - 1973 was submitted to the Commission:
The Commission informed those present that it had recently de-
termined an ADDITIONAL Police Officer would be in the best in-
terest of the Town of Gulf Stream and accordingly such has been
provided in the employment of Mr. William Edward Reardon, who
is considered well qualified as a result of many years exper-
ience in Law Enforcement and Police Service.
Upon motion of Mr. Whitney, duly seconded by Mrs. LaPorte, the
Commission unanimously approved the tentative employment of Mr.
Wm, E. Reardon and transfer from the "General Fund Contingency
Account" to the Police Department's current fiscal year Budget
of sufficient funds to cover the cost of Firearm Equipment, U-
niform Equipment and Wages for the remainder of said fiscal
year, estimated to be in the amount of $3,185.00.
BID Forms, together with PLANS & SPECIFICATIONS, for the pro-
posed DRAINAGE INSTALLATIONS and RESURFACING Improvements, as
previously determined to be made, were picked up by - - - - -

Gulfstream Construction Co.,
Hardrives of Delray, Inc.,
Murphy Construction Co.,
Rubin Construction Co.,
The Commission was advised that NO BIDS had been received for
this proposed Improvement Project, though in addition to the
above solicitation of "Bids ", PUBLIC NOTICE for such "Project"
was widely furnished.
The Commission was further informed that the administration,
upon receiving NO BIDS for the desired Improvement Project,
had contacted four of the construction companies who advised
that they were LOADED with contracts, due to previous commit-
ments, to the extent that they were unable to consider this
project and, furthermore, did not think it worthwhile to re-
submit Plans and Specifications for such an Improvement in
the near future, as they did not believe conditions would per-
mit them to consider submission of a "Bid" therefor during the
remainder of this year.

In view of the lack of any "Bids" having been received, as well
as doubt expressed by many Utility Construction Companies that
they would be able to act differently on re- solicitation of such
bids for the ensuing months of this year, the Commission, upon
motion of Mrs. LaPorte, seconded by Mr. Whitney, unanimously a-
greed to defer further consideration of this proposed DRAINAGE
INSTALLATIONS and RESURFACING Improvements Project until such
time as competitive Bids from capable and qualified Utility
Constructiom Companies are obtainable.
7. Mrs. Stilson of 333 Banyan Rd., questioned the installation of
an apparent drainage project recently provided across Banyan Rd
from the northwest corner of Dr. Barker's property at 330 Banyan
Rd., to approximately the southwest corner of Mrs. Stilson's pro-
perty. The Commission was informed that the Town is not involved
in this drainage job, it being an apparent repair or minor drain-
age privately ordered, and the administration was not familiar
with its origin. The broken paving surface of Banyan Rd., as a
result of that privately ordered job, will be corrected during
the first part of week commencing June 11th.
Mr. George A. Welsh of 12 Banyan Rd., expressed an urgent need of
road repair at the intersection of Banyan Rd and Oleander Way and
in the immediate vicinity thereof.
Mayor Koch instructed the administration to provide for such im-
mediate improvement thereat, as warranted, due to the deferment
of the previously proposed Drainage Installation and Resurfacing
Project as set forth in "Item 6" hereinabove.
81 The PUBLIC HEARING, previously scheduled to be held at this meet-
ing and concerning said Drainage Installations and Resurfacing
project was cancelled inasmuch as such "Hearing" was contingent
upon receipt of Bids for said Improvement undertaking, which, as
previously stated herein, failed to materialize.
9. As a result of the increased Police Department personnel, an ad-
ditional Automobile for Police Patrol duty is needed, and the
following BIDS on a 1973 4 -Door Car have been obtained.

Earl Wallace Ford, Inc., 3,433.56
Joe Rose Motors, Inc., NO BID
Heywood Mercer Plymouth NO BID
On motion of Mr. Whitney, seconded by Mrs. LaPorte, the Commis-
sion unanimously approved purchase of the low qualified "Bid ",
as recommended by Mr. Whitney and the Chief of Police, and auth-
orized transfer from the Federal Revenue Sharing Trust Fund to
the Police Department's capital expenditure account in the Gene-
ral Fund for the current fiscal year of sufficient funds to cover
the cost of the Car, the Radio, the Lights and Siren with instal-
lations for all said equipment and fixtures, estimated amount for
which is $ 48650,00.

10. The Commission was informed of COMPLAINTS having been received
concerning the undesirable condition of the southernmost canal
in PLACE AU SOLEIL Subdivision, namely MUD FLATS therein, due
to lack of water resulting from neglect in maintaining proper
depth in the CANAL, which condition is considered obnoxious to
the owners and residents of properties abutting the CANAL, as
well as possibly unhealthy and will undoubtedly become moreso
as the summer months advance.
The following "Excerpt" from a letter to the Mayor, dated May
171 1973, was read to the Commission:
"Now if you would suggest that the Town
do something to deepen the Coves, such
might be worthy of consideration.
At the rate these Coves are filling up,
it will not be long before they will be
worthless to navigation in anything big-
ger than a Canoe.
I deeply appreciate all the good hard
work you have done for "The Town" over
the years."

Mr. Trix lives at 533 Middle Road, on LOT 10, Plat of GULF
STREAM COVE, at the rear of which property is the North Cove
as shown on said Plat.
Mayor Koch then cited the similarity of these Canal conditions
to the Beach Erosion problems as to their effect upon limited
areas within the Town and not affecting the Town as a whole,
nor all of its property owners and residents, and believed it
might be worthy of considering setting up a Committee to re-
view the possible need for study of the present condition of
all the Canals within the Town of Gulf Stream,
The Mayor further stated that, in his opinion, the owners of
all properties abutting on Canals which may be determined as
warranting dredging improvements following a study thereof by
such a Committee, should bear the total cost for such improve-
ment.
Following further general discussion on this issue, the Com-
mission agreed that the matter be turned over to the Planning
Board for study and recommendation. Board Chairman Mr. L. M.
Ball who was present, agreed to have a Committee meeting in
the flown Hall on Wednesday, June 13th, at 10:00 A.M., and to be
aided by Mr. Norton R. Cotterill, Mr. Walter P. Helmsley and
Mr. Ralph K. Trix being owners of properties abutting on a
CANAL within the flown.

11. The Commission was informed, by a communication from the
Gulf Stream Beach Erosion Control Committee, that it has
refunded ALL unexpended funds from the original sums of
monies voluntarily contributed, such refunds being pro-
rated on the basis of the ratio of the individual contri-
butions to the total amount thereof.
The GULF STREAM BEACH EROSION CONTROL COMMITTEE has deter-
mined that its original assignment has been concluded to
the extent possible and requests that the Commission accept
the Committee's "Final Report ", set forth in said communi-
cation, and provide for abolishment of the "Committee ".
Attached to the official copy of these "Minutes" for the
June 8th "Meeting" is a "Final Report" by the Erosion Com-
mittee's Treasurer, R. D. Worthing, reflecting all trans-
actions relating to handling of the Beach Erosion Control
Committee's funds, comprising ALL Donations of Monies, Dis-
bursements effected in payment of Services rendered, and
finally the distribution of the Unexpended funds to the o-
riginal donors on the basis of the ratio of their respective
contributions to the total amount of such funds.
On motion of Mrs. LaPorte, seconded by Mr. Whitney, the
Commission, expressing its most sincere appreciation for
the efforts and accomplishments of the Gulf Stream Beach
Erosion Control Committee, unanimously approved abolish-
ment of said "Committee ".
12. Mrs. LaPorte then stated that, in view of the current prac-
tice of the Gulf Stream Civic Association in forwarding to
its Members a letter reflecting discussions and actions oc-
curing in the Meetings held by the Town Commission, the Sec-
retary or appointed assistant should attend all such Meet-
ings for first -hand information and knowledge thereof, as
well as possible participation therein.
The Commission, in concurring with the recommendation of
Mrs. LaPorte, directed the administration to so advise the
Civic Association.

Enclosed is a check representing your share of the balance remaining
from the voluntary contributions for the Gulf Stream Beach Erosion
study.
Though we, the beach property owners, were unable to go ahead with the
engineers recommendations, we at least now know '•chat should be done
eventually, and hope this study helped others get started in-the right
direction.
Delray Beach subsequently hired the same consulting engineers,
approved an identical plan and are scheduled to start their off -shore
dredging this month.
Hobe Sound, Palm Beach and Ocean Ridge requested, and were given,
copies of our study for :their consideration. Hobe Sound beach prop-
erty owners, we understai.d, have already financed their dredging
program.
Ocean Club property owners and Ocean Ridge started a suit a few weeks
ago to remove the temporary injunction granted to Manalapan interests
in 1969. This suit, if successful, would have provided for more
effective sand pumping southward at Boynton Inlet, and more sand
reaching Gulf Stream within five years. Last week this action was de-
clined by the Court. However the County is expected to enter and re-
open this case in May or June, and the Ocean Club interests and counsel
hope to work with them.
Probably most promising in the long run is the recent action by the
County Commission. They are now negotiating with Arthur Strock and
Associates (our consulting engineers) for preparing a detailed study
of needs to restore and preserve the beaches from Boynton Inlet to
Delray Beach. This approach, involving a longer beach area, has been
urged ever since our Town Meeting, by U. S. Congressman Paul Rogers
and the Florida Beaches and Shores Division.
Last, but not least, Mother Nature seems to have sympathized with our
trials and tribulations and dumped a considerable amount of sand onto
some of our most eroded areas. And, according to the engineer for
the Delray project, there's plenty of sand offshore, all the way from
Boynton Inlet through Gulf Stream if we ever decide to go ahead.
As there seems to be nothing more we can do at this time, we are re-
turning to each contributor his or her share of the balance in the
"Kitty ", closing our sFecial account and recommending to the Town
Commission that this task -force committee now be abolished.

A RESOLUTION OF THE TOWN COMMISSION FOR THE TOWN
OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, AUTH-
ORIZING THE TOWN MANAGER TO PROCEED WITH DRAINAGE
IMPROVEMENT INSTALLATIONS AND RESURFACING OF ROADS
AND RIGHTS -OF -WAYS AFFECTED THEREBY.
WHEREAS, the Town Commission of the Town of Gulf Stream,
did, on the thirteenth (13th) day of April, 19730 by adoption of
Resolution No. 4 -73, determine to proceed with the installation
of certain DRAINAGE FACILITIES and RESURFACING of Public Rights -
Of -Ways which will become affected thereby, all being within the
following described area:
That part of Gulf Stream commencing at a point
300 ft south of Banyan Road and extending north-
erly therefrom to Old School Road; that portion
of Banyan Road from Gulf Stream Road extending
easterly to Oleander Way; and that part of said
Oleander Way extending northerly from Banyan
Road for a distance of 100 ft.
WHEREAS, the Resolution providing therefor has been duly
posted on the Bulletin Board at the Town Hall in Gulf Stream for
at least two weeks and a copy thereof mailed to the owners of
each lot or parcel of land abutting on the rights -of -ways as set
forth and described hereinabove, and which further provided that
the Town Commission would sit in the Town Hall in the Town of
Gulf Stream, Florida, at 9:00 o'clock A.M., on Friday, June S.
1973, for the purpose of hearing objections, if any, on said pro-
posed improvements set forth herein, and determined basis for the
sharing of the total cost of the DRAINAGE INSTALLATIONS including
all phases of work related thereto between the Town of Gulf Stream,
Florida, with the owners of the properties benefitting thereby, on
a basis of the Town paying fifty (50) percent of said total cost
thereof and the owners of the abutting properties, benefitting
from such improvements, and shown below, paying fifty (50) per-
cent of said total DRAINAGE INSTALLATIONS cost by Special Assess-
ment:

It being further understood and agreed that the Town of Gulf Stream
shall absorb the total cost of RESURFACING (Paving) of all Roads in-
volved in this Improvement Project within the "Area" described here-
in.
WHEREAS, no sufficient objections have been made to such pro-
posed improvements:
NOW, THEREFORE, BE IT RESOLVED by the Town Commission of the
Town of Gulf Stream, Florida, that the Town Manager be and he is
hereby instructed to proceed with the DRAINAGE FACILITIES and the
RESURFACING Improvements hereinabove described and in accordance
with the plans and specifications heretofore filed with the Town
Clerk in the Town Hall and which have remained open for inspection
by any and all interested parties.

DEAR PROPERTY OWNER:
This communication is to inform you that the Gulf Stream Town
Commission, which is ever conscious of the welfare of the residents,
as well as property owners, in the Town, and desirous of providing
all possible assistance in their best interests, are aware that in
a very few days the County Tax Assessor's Office is forwarding, to
all property owners of record, a Post Card reflecting each Property
Assessed Valuation of ad- valorem taxation.
The Palm Beach County Tax Assessor's office extends to all
property owners the opportunity for consideration of complaints rel-
ative to such property valuations, as may be noted on the "Property
Tax Valuation Notice ".
To obtain such consideration, application forms have been pre
pared by the County Tax Assessor. A supply of these Forms has been
obtained and are in the Town Clerk's office at the Town Hall in
Gulf Stream. If it may be your desire to request a review of your
property's valuation, as it appears on the "Notice" referred to
above, you may contact the Town Hall for such necessary "Application.
Form ", bearing in mind that the County Tax Assessor requires such
application to be submitted direct as follows:
"After this form is completed you should sign it and return it
in person to the Clerk of the Circuit Court, Mr. John Dunkle's
Office, Room 123 of the County Court House. If you cannot re-
turn it to the main Court House in person please have it notar-
ized and returned by mail or turn it in, in person, to the Clerk's
representatives in branch locations. THIS PETITION MUST BE
FILED ON OR BEFORE July 14, 1973."
In appearing before the Board of Tax Adjustment, taxpayers
should have factual information to support their contention that
the assessment is not in line with State law. State law requires
the Assessor to appraise the property at 100% of its present
market value as of January 1 of the tax year in question.
Please be assured that the Town Commission is most desirous
of extending all possible beneficial aid to you and in your best
interest.
