HAMILTON - DIRECTOR ENCROACHMENT PERMIT NO. L-65-S-114C Permission is hereby granted to CITY OF McCALL of 216 E. Park Street, McCall, ID 83638 to construct and maintain Brown (Mill) Park shore line renovation (removal of existing shoreline approximately 10 feet silt fence to be installed. Pilings will be left to prevent turbidity and to serve as a brace for boulders. Basalt rock foundation with filter fabric, rip rap installed and will start at high water mark, stair stepping inland. Boulders intermixed with basalt rock, area to be replanted. Project to include shoreline clean up. Excavation with track hoe placement of silt fence, filter fabric) to be located as follows: A portion of Govemment Lot 1 of Section 9, Township 18 North, range 3 East, B.M. 1. An approved form of rip -rap will be required to be placed in or next to seawall below and up to the point of OHWM to help dissipate wave energy and prevent excessive bank erosion and adjacent shorelines. 2. All applicable provisions of the Rules of Regulation of Beds, Water, and Airspace over Navigable Lakes and Streams in the State of Idaho are incorporated herein by reference and made a part hereof. 3. Construction will follow details and specifications shown on the approved drawings, and made a part hereof, together with any special conditions, procedures, or endorsements required by the department appearing below. 4. This permit does not convey the State's title to or jurisdiction or management of lands lying below the natural or ordinary high water mark. 5. Acceptance of this permit constitutes permission by the Permittee for representatives of the Department of Lands to come upon Permittee's lands at all reasonable times to inspect the encroachment authorized by this permit. 6. The Permittee assumes all liability for damages, which may result from the exercise of this permit. 7. This permit does not relieve the Permittee from obtaining additional local or federal permits as required. 8. If the activity authorized herein is not completed on or before the 9th day of October, 2004 (three years from the date of issuance), this permit shall automatically expire unless it was previously revoked or otherwise extended. 9. This permit supersedes and voids any seawall structure permit previously issued for this property. This permit supercedes any permits issued under Encroachment number L-65- S-113 for this area. Encroachment number L-65-S-113 is issued to City of McCall for a waterline on Davis Beach. This permit is contingent upon removing any abandoned portions of the existing structure from Payette Lake. 11. Creosote or pentachlorophenol (Penta) treated piling and lumber shall not be used on, in, or over the water. Piling and lumber that are in continual contact with lakewaters shall not be treated with protection material. Treated .materials not in contact with the water shall be completely dry before use in or near navigable water. All Water Resource laws must be in compliance. 13. Should information and data provided prove to be materially false, incomplete and/or inaccurate, this authorization may be modified, suspended, or revoked upon notice by the Director of Department of Lands and hearing as provided for in the adopted rules. 14. All construction waste, i.e., wood chips, must be removed from the lake as soon as possible. 15. As a condition of this permit, the director may require a lease or easement for use of any part of the state-owned lakebed. 16. The Permittee shall maintain the structure or work authorized herein in a good and safe condition and in accordance with the plans and drawings attached hereto. 17. All construction shall be completed in accordance with descriptions and methods provided unless otherwise specified. All work will be completed by November 15, 2001. SITE DESCRIPTION The site consists of approximately 514 feet of Payette Lake Shoreline. This shoreline is marked by near level terrain, roughly 1.5 feet above summer lake level. The middle portion of the shoreline raises approximately 4 feet above the lake level. Both sides are at summer lake level and characterize a large portion of the subject shoreline. Shoreline losses over the years are estimated at over 20 feet with a noticeable increase in the past few years. WORK DESCRIPTION The shoreline protection is illustrated conceptually on an attached cross sectional reference Sketch A. The existing ground line is superimposed to define the extent of excavation, the structure location, and to show the differences between the existing and new bank forms. This protection structure is to follow the existing shoreline leaving as much of the upland vegetation intact as possible. The filter fabric shown will be used to prevent sapping of the fine-grained soils through the pit-mn basalt, which provides the protection. The large granite boulders are used to help stabilize this basalt and allow for a more foot and eye pleasing structure. When completed, large basically rectangular, rocks will dominate the structure. Optimally, we want a rock protection that fits rocks together in a two tier manner as illustrated on Sketch A. Realistically, a wall of randomly shaped rocks will be constructed using the two tier design as much as possible with rocks of the minimum sizes and shapes. Care will be taken to make these boulders stable and aesthetically pleasing to view. A non-woven, medium-Weight (no less than 6 oz. per yd. geotextile fabric will be placed across the bottom and sides of the excavation. Stake and weight the material down so it remains in p 1 ace. The seams should be overlapped at least 24 inches and fixed in places with heavy wire staples or equivalent. Care should be taken not to puncture fabric during construction. C. 1. Phaseland2 Pit-run basalt laid in the basal portion about 10 inches thick. Height of the basalt should be roughly beach level. Water-ward portion should be toed under a bit as illustrated in Sketch A. First tier of large rectangular rocks are placed on top of the basal basalt. Some rocks may be large enough to only allow one tier. These rocks will fit the basic minimum requirements being at least 1.5 feet tall with greater than five square feet. In short, the roughly rectangular rocks should be longer and wider than they are tall with a minimum height of two feet. Variable sizes beyond these minimums are encouraged and should give the structure a more natural appearance. Rock selection is to be approved by contract supervisor. Placement of the rocks should be done to allow approximately ten inches of basalt between shoreline soils and the boulders. Spaces left between adjacent rocks can be no more than six inches. c. Pit-mn basalt is then filled behind the first tier rocks to a level even with or just above the rocks. do Smaller second tier granite rocks are then placed randomly across the top of the rocks and basalt backing in a stable and natural manner. Placement allows gaps up to ten inches between adjacent second tier rocks. The top of the shoreline protection should protrude above the height of the shoreline terrain by at least six inches andno more than two feet. Second tier rocks should be selected to fit this requirement. Refer to Sketch A, Phase 2. e. Pit-run basalt is then placed behind and between this second tier of rocks. Sand is then placed over the basalt to the level of the surrounding terrain. DROPCLOTH All materials placed on beach surface must be separated from the beach by a tarp or protective material of some sort. SPECIFICATIONS Approximately 514 feet of shoreline will be protected.
