The motion passed unanimously. Approval of Regular Meeting Minutes Mr. Wheat moved and Mr. Hoffman seconded to approve the minutes from the October 13, 2020 Regular Meeting as written. The motion passed unanimously. New Business A. Resolution 2020-02: Historic Preservation Fund- Nomination of the Walinko Place for the National Register Ms. Senzee explained the location of the Walinko Place and that the area was surveyed previously through the West Main survey. This resolution would provide funding to hire a consultant to list the neighborhood as a district on the National Register of Historic Places. B. Resolution 2020-03: Historic Preservation Fund -Historic Context of Jefferson City Ms. Senzee explained that this project would be a Historic Context of Jefferson City. Ms. Senzee explained that a Historic Context is a goal mentioned in the City's Historic Preservation Plan. Ms. Senzee stated that the Historic Context would cover Jefferson City architectural development from the founding to present. She stated that historic context can help organize the actions of the Historic Preservation Commission and help determine where historic preservation efforts should be focused on next. Ms. Senzee explained that the City can apply for one Historic Preservation Fund Grant and stated that the Historic Preservation Commission would need to select one of aforementioned proposed projects. Ms. Patterson showed support for Resolution 2020-02. She urged that if too much time passes between the survey and the nomination it could allow for buildings to change or be demolished. She also stated that a historic context would be very helpful and both are very good projects. Ms. Patterson moved and Mr. Hoffman seconded to approve Resolution 2020-02 to apply for a Historic Preservation Grant to nominate the Walinko Historic Place for the National Register of Historic Places. Mr. Hoffman seconded. The motion passed unanimously. C. Approval of 2021 HPC Calendar Ms. Patterson moved and Mr. Berendzen seconded to accept the 2021 Historic Preservation Commission Regular Meeting Calendar as printed. The motion passed unanimously. D. 608 E. State Street Demolition Ms. Senzee provided an overview of the demolition of 608 E. State Street without a permit. Ms. Senzee explained that she received a notification from the Building Official that he had received an application for demolition for 608 E. State Street. Ms. Senzee stated that she called the property owner and walked him through the process since the building is over 100 years old and is in a National Register District and that it will have to go through a public hearing process before demolition. Ms. Senzee stated that the following day she received notification from the property owner that the contractor had already started demolition of the building. The Building Official and Mr. Sonny Sanders went to the property and issued a stop work order. The following week the building was declared dangerous and the contractor was issued a demolition permit. Ms. Senzee explained that prosecution will be pursued. Other Business A. Historic Preservation Code Update Ms. Senzee and Mr. Sonny Sanders met with Mayor Tergin and City Administrator Steve Crowell and discussed the historic preservation code change/rewrite. She explained that Mr. Moehlman, City Attorney, suggested that the City Council should recommend a special committee to specifically look at the rewrite of the historic preservation code. Ms. Senzee explained that Mayor Tergin thought it was a great idea and fully supported the idea. Ms. Senzee explained that a memo will be sent to City Council on behalf of the Historic Preservation Commission asking them to approve a special committee being created and that the Mayor has the authority to appoint the committee members. Ms. Senzee explained the breakdown of what the committee would look like. The committee would consist of 16 members ideally with 2 City Council members, 2 Historic Preservation Commissioners, 1 Planning and Zoning member, 1 Historic City of Jefferson member, 2 architects, 2 developers, 2 realtors, and 4 city residents. Ms. Senzee asked the Historic Preservation Commissioners to think of individuals who would be interested in joining the special committee. Mr. Schaefer showed interest in joining the special committee. Ms. Senzee stated that the estimated time to complete the code rewrite would be 18-24 months B. CLG Report- Need updated resumes from Commissioners Ms. Senzee stated that updated resumes are needed for the Certified Local Government Annual Report which is due November 30, 2020. Ms. Senzee asked the commission members to send in their updated resumes in order to be in good standing with the State Historic Preservation Office. C. ACHP National Register Virtual Meeting -November 20 at !0:OOa.m. i. Giesecke Shoe Factory ii. J.B. Bruns Shoe Company Ms. Senzee explained that the two properties mentioned above are on the agenda to become a National Register listing. D. Election for HPC President and Vice President -December 8, 2020 Meeting Ms. Schantz explains that she is not seeking another term as President. Ms. Deetz was not available to comment on her plans for another term. Ms. Schantz explained that if any commissioners are interested in either position they need to let Ms. Senzee know a week prior to the December 8t" Regular Meeting when they election will take place. The application is being submitted by JC Chamber 218t Century Land Investment, LLC, which is the current owner of the property. JC Chamber 21St Century acquired approximately 100 acres of the Vanderfeltz Dairy Farm in 2006 for the development of Partnership Business Park. In an effort to increase the "curb appeal' of the property to potential industrial users, JC Chamber 215t Century is requesting clearance to proceed with demolition of all remaining structures on the farmstead. To date, one industrial site has been developed on the property, along with the construction of Partnership Parkway which provides. The industrial site was originally constructed for the Fabick Caterpillar dealership. The dealership closed in 2020, however the property has recently been purchased by Three Rivers Electric Cooperative. Prior to the construction of Partnership Parkway and the Fabick site, a Cultural Resource Survey was completed for Partnership Business Park. This survey identified an Archaeology Site and the Vanderfeltz Dairy Farm as cultural resources that may be eligible for inclusion in the National Register of Historic Places. To mitigate impacts to these resources, JC Chamber 21St Century consulted with the Missouri State Historic Preservation Office to develop a Memorandum of Understanding which stipulates measures that must be taken to document the cultural resources prior to beginning construction. In 2006 an archeological data recovery project was completed to document the archeological site. The data recovery project included excavation of 76 cultural features over the approximately 2.8 acre site. Artifacts recovered during the excavation included ceramics, lithic tools, shell, fire cracked rock, human remains, and animal bone. As required by the MOU all archaeological materials, maps, and drawings have been documented and curated. In 2012, Architectural and Historical Documentation of the Vanderfeltz Farmstead was completed. The documentation included history of the property ownership, photographing of important structural features, preparation of floor plans, and obtaining biographical information on residents. This report identified the main house, a log barn, and a log granary which were constructed prior to 1900 as structures which are eligible for inclusion on the National Register of Historic Places. Structures constructed after 1900 were not considered historically significant. This documentation has been submitted to the SHPO office for archiving. A copy of the report is included with the Demolition Clearance Application. Since completion of the architectural documentation, many of the structures on the farmstead have been sold for salvage by the Vanderfeltz family. The main house was occupied until 2016. Since being vacant, the family has continued to salvage architectural items from the house such as fixtures, flooring, wood trim, stair rails, windows, doors, etc. There is little architectural salvage material remaining. Criteria for Nomination (as outlined above), the property does hold historical significance, but no longer functions under the same premise under which its integrity was established. No feasible adaptive reuse is foreseeable and most of the architectural features that originally made the property significant have been removed by the family. Demolition Review: • Structures greater than 50 years old. • Structures designated as a Local Landmark. • Structures listed on the National Register or located within a National Register District. The Building Regulations Division will not issue a demolition permit until the Historic Preservation Commission has approved the Demolition Review Application or the expiration of the 75 day review period, whichever occurs first. Demolition Clearance: • Structure greater than 100 years old. • Structure located within a Local Historic District. Demolition Clearance applications requires a public hearing in accordance with Section 8-47 of the City Code; which is determined by the date of submittal of completed application. Approximately 10-15 days prior to the public hearing, the property will be posted with sign in the yard notifying the public of the date and time of the public hearing. The Historic Preservation Commission may request information regarding the state of deterioration or disrepair or structural unsoundness of the structure, and the practicability of rehabilitation. in addition, plans for the preservation or salvage of notable historic or architectural features and historic fixtures. Appeal. Demolition Clearance Applications denied by the Historic Preservation Commission may be appealed to the City Council. A written request for appeal to the City Council must be submitted to the Neighborhood Services Division within 30 days of notice to applicant of the Historic Preservation Commission decision. Conditions. The Historic Preservation Commission or City Council may impose conditions on the approval of a Demolition Clearance Application that may include, but not limited to; a. Salvage or preserve notable historic or architectural features or historic fixtures that contributed to the finding of a notable structure. b. Structure found to be a notable structure and approved for demolition clearance is properly documented for posterity. c. Partial demolition of a structure found to be notable structure does not result in establishment of an exterior finish that is out of character with the structure. d. Other conditions that the Historic Preservation Commission or City Council may deem appropriate to reduce the impact of the demolition with respect to the applicable review criteria. Attendance - It's strongly encouraged to attend the Historic Preservation Commission meeting for when the demolition application is reviewed. The Commission may have questions regarding the application. A staff report will be presented based on Review Criteria as outlined in Section 8-43 (F) of City Code. 4, Public Hearing —As part of a Demolition Clearance Application process includes a public hearing before the Historic Preservation Commission. The format of the hearing is as follows: • After introduction of the application (request) by city staff, the applicant or their consultants will provide information on the request. The opening presentation by the applicant is limited to 10 minutes unless additional time is granted by the Commission. • The Commission will then ask to hear from supporters of the request. • The Commission will then ask to hear from opponents of the request. • The Commission will then ask to hear from anyone else who wishes to speak on the request. • Testimony is limited to 3 minutes each unless additional time is granted by the Commission. • City staff will then make their recommendations on the request. In order to reduce the time necessary to hear an application, reference to printed material, including staff reports and applicable findings, is not be read into the record unless directed by the Commission. • The Commission will close testimony from the floor. • The Commission will then discuss the proposal, and then publicly make its determination with reasons. NATURE OF REQUEST The purpose of the request is to demolish a commercial addition located on the back of 210 E. High Street. The original structure was built in approximately 1880. The portion of the building that will be demolished was built/added on between 1975-1980. The entire original structure is not being demolished and will be rehabilitated to its original state. STAFF RECOMMENDATION In reviewing Section 8-44 C, Criteria for Nomination (as outlined above), the original structure does hold sufficient historical significance. The more modern addition, added between 1975 and 1980, is considered dangerous and is in conflict with the Secretary of Interior's standards for additions to historic structures.
