REGULAR COUNCIL MEETING, NOVEMBER 16, 2020
CALL TO ORDER
Mayor Carrie Tergin called the November 16, 2020 City Council meeting to order at
6:02 P.M.
Due to COVID-19/social distancing recommendations, the meeting was held virtually and
streamed live on Facebook.
ROLL CALL
The f ollowing Councilmembers were present for roll-call:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber,
Vogt, Ward, and Wiseman
Absent: None
ADOPTION OF THE AGENDA
A motion was made by Councilmember Graham and seconded by Councilmember Ward
to adopt an amended agenda, adding Item 4(a.) to Miscellaneous: COVID-19 Update.
The motion passed unanimously.
MISCELLANEOUS AGENDA ITEMS
As COVID-19 cases are on the rise, Kristi Campbell, Director of the Cole County Health
Department provided an update on cases in the County. She also announced that the
County is no longer contact tracing for individuals diagnosed with COVID-19. They will
continue with contact tracing for schools and nursing homes. Diagnosed individuals are
now responsible for their own contract tracing. The form provided for guidance in doing

Tergin then read the Cole County and City of Jefferson COVID-19 Advisory Issued on
November 12th. Director Campbell and Mayor Tergin noted the importance of keeping
holiday gatherings small, continuing to wear masks, and socia l distancing.
Mayor Tergin introduced Dr. Lenora Adams of SSM Health St. Mary’s. Dr. Adams spoke
on the rapidly changing environment at the hospitals. The hospitals are at, or over
COVID patient capacity, and in one hospital, over ICU capacity. She indicated that there
is not a bed shortage, but a staff shortage due to hospital staff cont racting the virus as
well. The regional blood center is depleted of COVID plasma at this time. Dr. Adams
asked City Councilmembers where they felt there are gaps in educating the public on the
pandemic and the precautions.
After discussion between Director Campbell, Dr. Adams, Mayor Tergin, and
Councilmembers, Councilmember Hensley motioned for the City Cou ncil to officially

endorse the Cole County and City of Jefferson COVID-19 Advisory that was issued on
November 12th. Councilmember Wiseman seconded the motion. The motion passed
unanimously by voice-vote.
PUBLIC HEARINGS
There were no public hearings at this time.
APPOINTMENTS BY THE MAYOR
Councilmember Hussey motioned to approve the recommended appointments to the
following boards and commissions. Councilmember Lester seconded the motion. The
motion passed unanimously.

Ross Pfannenstiel and Robert Foster provided an update on the Rock Island Trail.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Administration Committee: Councilmember Wiseman announced that there was no
November meeting.
Finance Committee: Councilmember Hensley noted that the November 19th
meeting has been cancelled.
Public Safety Committee: Councilmember Graham announced the change in
meeting date to November 17th at 7:30 A.M. The meeting will be virtual.
Public Works & Planning Committee: The next meeting is December 10th at
7:30 A.M. The meeting will be virtual.
Mayor Tergin announced the following events:
The Tri-County Bicentennial Dedication was held today, November 16th at
1:00 P.M. Cole, Boone, and Callaway Counties dedicated the Bicentennial
Monument at the KATY Trailhead in North Jefferson City. All three counties
had their 200th birthday on November 16th so a ceremony was held. The
Bicentennial was then turned over to Governor Parson to begin the State’s
birthday.
Mayor Tergin recognized City Administrative Assistant Jennifer Suchanek
for painting the United Way “Oh the Places You Will Go” hat. The hat won

the “Most Creative” award. Ms. Suchanek received a City coin for her
numerous “other duties as assigned”.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Councilmember Graham announced Mr. Stacy Landis as the next Lincoln University
Student Representative. Mr. Landis will attend the next City Council meeting.

CONSENT AGENDA

Councilmember Lester motioned and Councilmember Graham seconded the motion to
approve the above listed items. The motion passed unanimously.

Councilmember Hussey motioned to adopt RS2020-20. Councilmember Schreiber
