1. The Meeting was called to order at 9:00 A.M., by Mayor Koch.
2. Upon motion of Mrs. LaPorte, seconded by Commissioner Whittemore,
the Commission unanimously approved the "Minutes" of the June 8th
Meeting.
3. The "Financial Report" for the Month of JUNE was submitted to,
and accepted by, the Commission.
4. The following summarization of Police Reports for the Month of
June - 1973 was submitted to the Commission:

5, The Commission confirmed its previous approval for employment of
Benjamin B. Burgess on June 15, 1973, as an additional Member of
the Police Department.
On motion of Commissioner Whittemore, seconded by Mrs. LaPorte,
the Commission authorized transfer from the General Fund Contin-
gency Account to the Police Departments current fiscal year Bud-
get, of sufficient funds to cover the expenses resulting from
said employment of Mr. Burgess for the remainder of this fiscal
year and estimated to be $2,668.00.

THE TOWN OF GULF STREAM, FLORIDA, GIVING
NOTICE TO MRS. GEORGINA M. BISSELL, AND
MRS. VIRGINIA L. LAKE TO REMOVE FROM THEIR
RESPECTIVE PROPERTIES WITHIN THE TOWN, THE
LIMBS OF TREES EXTENDING WESTERLY OVER AND
ACROSS GULF STREAM ROAD.
On motion of Mrs. LaPorte, duly seconded by Mr. Whittemore,
the Commission unanimously approved PASSAGE and ADOPTION of
said Resolution No. 9 -73.

tion:

A RESOLUTION OF THE TOWN COMMISSION FOR
THE TOWN OF GULF STREAM, FLORIDA, PROVID-
ING FOR THE TOWN'S ADOPTION OF THE PERMA-
NENT SINGLE VOTER REGISTRATION SYSTEM, AS
PROVIDED IN CHAPTER 98.041, FLORIDA STATUTES,
AS AMENDED BY LEGISLATIVE ACT DURING THE 1973
SESSION OF THE STATE LEGISLATURE IN ITS PAS-
SAGE OF HB 332 AND SET FORTH IN CHAPTER 73 -155
OF THE FLORIDA STATUTES.
On motion of Mr. Whittemore, seconded by Mrs. LaPorte, the
Commission unanimously approved ADOPTION of Resolution No.
10 -73,

TAIN DRAINAGE INSTALLATIONS AND RESURFACING
OF ROADS AND RIGHTS -OF -WAYS AFFECTED THEREBY
AND PROVIDING FOR A PUBLIC HEARING THEREON
TO BE HELD AT THE REGULAR MEETING TO BE HELD
ON AUGUST 10TH, 1973.
On motion of Mr. Whittemore, seconded by Mrs. LaPorte, the
Commission unanimously approved ADOPTION of Resolution No.
11 -73.

9. Concerning the matter of possible dredging of the CANALS in
the Town of Gulf Stream, it was mentioned By Mr. Walter P.
Helmsley that an estimated cost for such project would be in
the neighborhood of $100,000.
At the June 8th Commission Meeting, when this problem was
brought before the Commission, a Committee, headed by Planning
Board Chairman Mr. L.M. Ball, assisted by Messrs. Walter P.
Helmsley, Norton R. Cotterill and Ralph K. Trix, was formed to
consider this situation and problems relating thereto.
In view of the apparent exorbitant cost of such an undertaking,
and upon the motion of Mrs. LaPorte, seconded by Mr. Whittemore,
the Commission unanimously approved to dissolve said Committee
and refer this problem back to the Planning Board of the Town of
Gulf Stream for further study.
The Commission further directed the Town Manager to contact the
U. S. Army Corps of Engineers relative to its possible current
schedule for future dredging of the Intracoastal Waterway, and
what arrangements might be available for Canal dredging and dis-
posal of residue (fill) resulting therefrom. There are certain
F.I.N.D. Spoil Areas in the immediate vicinity of the Town.
10. Mr. Robert C. Reed, developer of PLACE AU SOLEIL Subdivision,
informed the Commission that he has now determined to go ahead
with re- location of the entrance to said Subdivision, and was
assured of full co- operation by the Commission at such time as
he presents proposed plans, in detail, on a properly prepared
Plat and legal documents reflecting abandonment of existing
right -of -way, to provide for such re- location of the entrance
to the Subdivision, for approval by the Town of Gulf Stream,
and subsequently by the County and State Road Department, for
the Public Records of Palm Beach County.

It is with great pleasure that I see that
the Town selected blue and white as the colors
for the new street signs, since blue and white
are the school colors here at Gulf Stream School.
I want to assure you that this demonstra-
tion of civic support for the Town's only non-
profit institution, unintentional though it
may have been, is deeply appreciated by the
school.

Dear Member:
Starting with this epistle, Miss Gertrude Skelly,
Assistant Secretary of the Civic Association will write the monthly
Civic Letter. It has become increasingly difficult to interpret
the proceedings at the Town Commission meetings, through the use
of a tape recorder only. Miss Skelly will attend all meetings and
through aural and visual perception will try to evaluate the items
of interest to our members. Vale! -JGH -
The first item of interest at the June meeting was the
appointment of William Reardon as police officer to the Gulf Stream
police force. The name of a Mr. Burgess was also mentioned as
joining the police staff, bringing the total number of police
officers to seven.
The purchase of a now police car was authorized.
Not a single bid was received for the proposed drainage
and road - rebuilding program at Banyan Road. It was decided to defer
the job until a more appropriate time.
A letter was read from L'Ir. Ralph R. Trix about the silt
filling in the so- called "fingers" of the Intracoastal canal and
suggesting means of removal of the mud.
Mr. Walter Helmsley said that the odor of these fingers
is sickening, especially at low tide. It was suggested that Mr.
Helmsley contact his neighbors and propose to jointly defray the
expenses of silt removal and deepening of the fingers. Yr. Helmsley
is to head a committee looking into the possibility of an overall
survey as to costs, eto, of the entire job.
The Beach Erosion Committee, appointed by the Tovm in
February 1971 was disbanded at the request of its chairman Mr. Robert
M. Ganger. Mr. Ganger was complimented upon his achievements in
this area.
With seven police officers on the force now, at least
one should be assigned to watch traffic on AlA at the time the
construction workers, et al, drive to their jobs and upon their
return, i.e, the hours from about 7.30 to 8.30 AM and 3.30 to 4.30
PY. During these hours the speed limit is exceeded by 15 to 20 mph.
Also the beach area should be more carefully checked,
especially at night. The checking at the present time is a very
cursory performance.

In compliance with Section 98 -091, as
amended by H.B. No, 332, Chapter 73 -155 of the State
Statutes, during the 1973 Florida Legislative Session,
the Town of Gulf Stream has adopted the Palm Beach
County Single Voter Registration System.
Use of the County's Voter Registration
Books and Records will, therefore, be used in future
Town Elections in the Town of Gulf Stream whether such
elections be Town, County, State or National Elections.
Review of the County Election Voter Re-
gistration Records discloses that you are not regis-
tered in the County.
Therefore, in order to be qualified to
vote in future Elections, whether they be of Town,
County, State or National origin, you should register,
if qualified, with Palm Beach County and this may be
accomplished at the South County Complex Building lo-
cated at 345 So. Congress Ave., Delray Beach, or at
the City Clerk's Office in the Delray Beach City Hall
at 100 N.W. 1st Avenue in Delray.
