Officer #7 was enrolled in School for necessary Training in
compliance with the Police Standards Board of the State of
Florida (280 hours), completed his course in time to assume
Patrol Duty within the Town for the last five (5) days of the
Month of August.
RESOLUTION NO. 14 -73, per "CAPTION" shown below, was submitted
to the Commission:
A RESOLUTION OF THE T014N COMMISSION FOR THE TOWN
OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, RE-
QUESTING THAT STATE ROAD A -1 -A BE DESIGNATED A
SCENIC HIGHWAY AND REMAIN A TWO -LANE HIGHWAY.
Upon motion of Mrs. LaPorte, seconded by Mr. Walker, the Com-
mission unanimously approved ADOPTION of Resolution No. 14 -73,
and directed that a COPY thereof be forwarded to the Governor's
Office.

6, RESOLUTION NO. 15 -73 providing, in part, for ADOPTION of
a Budget for the coming Fiscal Year commencing on October
it 1973 and ending September 30, 1974, was presented to
the Commission for consideration:
RESOLUTION NO. 15 -73.
A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN
OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, PRO-
VIDING FOR ADOPTION OF A BUDGET FOR THE TOWN'S
FISCAL YEAR COMMENCING OCTOBER 1, 1973 and END-
ING ON SEPTEMBER 30, 1974; AND AUTHORIZING A PRO -
RATA SHARE OF GENERAL FUND EXPENSES TO BE BORNE
BY THE WATER FUND FOR SAID FISCAL YEAR TERMINA-
TING ON SEPTEMBER 30, 1974.
Upon motion of Mr. Walker, duly seconded by Mrs. LaPorte,
the Commission unanimously approved adoption of said Res-
olution No. 15 -73, attached to which and forming a part
thereof, is a BUDGET for the next Fiscal Year commencing
on October 1, 1973.
7, RESOLUTION NO. 16 -73, "Caption" of which is shown below,
was presented to the Commission:
RESOLUTION NO. 16 -73,
A RESOLUTION OF THE T014N COMMISSION OF THE TOWN
OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, ES-
TABLISHING A THREE (3) MILL TAX LEVY AGAINST THE
ASSESSED VALUATIONS OF ALL TAXABLE REAL AND PER-
SONAL PROPERTIES WITHIN THE CORPORATE LIMITS OF
SAID TOWN OF GULF STREAM, FOR THE CALENDAR YEAR
OF 1973.
Upon motion of Mr. Walker, seconded by Mrs. LaPorte,
the Commission unanimously approved adoption of said
Resolution No. 16 -73.
S. Mr. Walker referred to the recent alleged "Dixie Mafia"
incident at 2530 Ave Au Soleil, being the improved pro-
perty on LOT 50 in Place Au Soleil Subdivision, result-
ing in seizure of a large quantity of marijuana, and
other miscellaneous equipment.
Commissioner Walker requested that letters of Commenda-
tion be furnished to Sgt. Robert J. Mumma, of the Gulf
Stream Police Department, and Officer Charles Williams
of the Delray Police Department who supplied invaluable
assistance to Sgt. Mumma in handling this matter in such
a commendable and efficient manner.

Mayor Koch, on behalf of the Town Commission and Residents
of the Town, expressed sincere appreciation to Mr. Robert
Tarabella, of 2546 Ave Au Soleil, for his observance of
automotive equipment with out -Of -State registration and his
effecting immediate contact with the Gulf Stream Police De-
partment, which, ultimately aided by the Delray Beach Po-
lice Department and the County Sheriff's Department, result-
ed in elimination of an extremely undesirable situation.
9. The Town Manager submitted to the Commission a PLAT reflect-
ing the proposed RE- LOCATION of that part of Ave Au Soleil
comprising the entrance to Place Au Soleil Subdivision from
North Federal highway (U. S. 1). This "Re- Location" en-
trance to the Subdivision will be about 176 ft north of the
present entrance.
The Town of Gulf Stream will not be involved in any portion
of the cost relative thereto, such being the entire respon-
sibility of the Mr. Robert C. Reed, the developer of said
Subdivision.
The Commission had, at the regular Meeting held on July 13,
1973, tentatively approved the Plans of Mr. Reed for this
RE- LOCATION of the "Entrance" to Place Au Soleil Subdivi-
sion. The Palm Beach County Engineering Division has ap-
proved the "Plat" referred to hereinabove, and assured Mr.
Reed that, upon proper submission of necessary documents re-
lating thereto, a Construction Permit shall be issued. Copy
of this County Engineering Division's declaration is filed
with the official "Copy" of these Minutes.
Mr. Walker moved that said "Plat" be approved, subject to
concurrence of the Town Planning Board, and properly exe-
cuted by appropriate Town officials. The motion was duly
seconded by Mrs. LaPorte. Upon Roll Call, Mayor Koch ab-
stained, Mr. Walker and Mrs. LaPorte voted in favor there-
of. Motion for approval of said "Plat" carried.

Dear Mr, Schaffer:
Kindly be advised that a Commission
Member noted a small construction, possibly a dog house,
being erected within the twenty -five foot Front -Yard Set-
back area, which, in accordance with the Town Building
regulations, set forth in ordinance No. 108, is in viola-
tion thereof.
Such a construction did not appear on the
original Building Plans, submitted to the Palm Beach County
Building Department in June, 1973, for construction of ONLY
the design plans appearing thereon, and subsequently were
approved by that department.
It is suggested that you submit a sketch
plan of what you desire to construct, with regard to the a-
bove, mentioning its intended USE, and submit same to the
Town Commission of Gulf stream, accompanied by a written re-
quest for a "Variance" permitting such construction within
said 25 ft "Setback" area.
I night add that if a "Dog House" is in-
tended within that area, and be shown on such a sketck plan
and stated in an accom�)anying request for a "Variance ", it
is my pers•inal opinion that the Commission would act favor-
ably thereon.

Your quality of mind that enables you to
encounter danger with assurance and audacity is to be

On behalf of the Town Council and the citizens of
of Gulfstream, I wish to commend you on your
meritorious act on September 9, 1973, wherein you
notified the Gulfstream Police Department about
a suspicious looking car parked in our community.
Due to your prompt action, they were able to
apprehend several persons for possession of a
large auanity of marijuana and other illegal acts.
You distinguished yourself as an outstanding citizen
and set an example of an individual interest in the
welfare of our community.

Gentlemen:
Please be advised that this office has reviewed the subject permit request
as shown on the drawing titled "Proposed Realignment of Gulfstream Boulevard
and Avenue Au Soleil Intersection at S.R. No. 5 ", dated June, 1973, prepared
by O'Brien, Suiter & O'Brien, Inc., Engineers & Surveyors and find that a
permit for said construction will be issued upon the conveyance of the right
of way to the public by deed.
Therefore, upon proper submission of the deed for said property and two (2)
more copies of the aforementioned drawing, the necessary construction permit
shall be issued.
Your continued cooperation in the proper development of Palm Beach County is
greatly appreciated.
