WHITNEY Mayor Vice -Mayor Commissioner Commissioner Commissioner Also attending: R. D. Worthing and L. M. BALL. 1. The Meeting was called to order at 9:00 A.M., by Mayor Koch. 2. Upon motion of Mr. Walker, seconded by Mrs. LaPorte, the Com- mission unanimously approved the "MINUTES" for the Meeting of September 14, 1973. 3. The "Financial Report" for the Month of SEPTEMBER was submit- ted to, and accepted by, the Commission. 4. The following "SUMMARIZATION" of Police Reports for the Month of September, 1973, was submitted to the Commission: COWART BROWN CORBETT MUMMA McQUADE REARDON BURGESS Mileage 1359 1714 1457 1410 1802 1298 1579 Days 20 22 21 20 21 20 24 Hours 189 176 168 160 168 160 192 CALLS 7 10 9 41 6 10 7 Warnings 0 2 8 0 2 0 0 (Arrested 2 White Females and 1 White Male at 2530 Ave Au So- leil in PLACE AU SOLEIL S/D. Case transferred to the County Prosecutor.) Mrs. Ernestine Pope, 3633 No. Ocean Blvd., inquired as to why the recent apparent break -in and robbery at her home was not in cluded in this Police Reports Summarization, and was re- minded that same occurred in October, and the above "Report" was for Police Department activities in SEPTEMBER. Mrs. Pope further expressed concern over the delay of Police coverage at her home on that occasion, particularly seemingly undue time resulting between her "Calls" to the Delray Police Department and radio contacts with the Gulf Stream Police Cars. Chief Cowart reported that the records indicate a Policeman was at her home in five minutes after receiving the Call. He was requested to check 1 °ith the Delray Radio reporting service to detarmine any possible delay in contacting Gulf Stream Police. Page 2 j 5. The Commission was informed that solicitation of "BIDS" for three (3) NEW Automobiles, two being for the Police Depart- ment, the other being for the Administration, had been for- warded to the following 'Dealers': Adams Chevrolet Co., Earl Wallace Ford, Inc. Heywood Spencer Plymouth Pontiac Agency Joe Rose Motors Only one (1) Bid had been received, the other four "Dealers" being contacted by phone stated that they r +ere unable to sub- mit a Bid at this time. Following general discussion concerning the need for these NEW automobiles, and upon the motion of Mr. Whittemore, se- conded by Mr. Walker, the Commission unanimously directed that those Dealers again be contacted for possible submis- sion not only for 1974 but 1973 Models, if available, and that NO ACTION be taken at this time on the one (1) "Bid" re- ceived but that it be held for future consideration. 6. The Commission was informed of a "Request" from Mr. Jonathan H. Winters for a VARIANCE of fifteen (15) feet from the north property line of the HILLSIDE HOUSE property and seven (7) ft from the west property line of said HILLSIDE HOUSE property, for the purpose of erecting a decorative striped awning cov- erage over a metal pipe frame, over -all size not to exceed 20 ft by 20 ft. This desired car -port coverage would be erected within the N.W. corner of the HILLSIDE HOUSE property, as per drawing & sketch thereof, copy of which attached to the "Agenda ". The Commission was further advised that letters had been re- ceived from the owners of abutting properties EXPRESSING NO OBJECTIONS to such 2 -car Awning Covered Erection as desired by the petitioner, said letters being on file in the Town Hall. Upon motion of Mr. Whittemore, duly seconded by Mr. Walker, the Commission unanimously approved GRANTING the request of Mr. Winters for such VARIANCE, subject to the Town Hall being furnished letters from at least eight (8) of the Condominium Owners within said HILLSIDE HOUSE which number is believed to be reflected in the By -Laws of the Association reflecting NO OBJECTION to such erection within the area shown on the Draw- ing and Sketch referred to above. 7. Upon motion of Mrs. mission unanimously the Town Employees, shown below: and that said total LaPorte, seconded authorized additi� effective October Police Department Trash Employees Administration increase, namely, by Mr. Walker, the Com- -7nal Wage Increases for it 19738 in the amounts $ 2,928.00 520.00 500.00 $ 3,948.00 be provided c Pa4e 3 7, cont. by transfer of said amount from the General Fund Contingency Account to the respective affected Salary Accounts within the General Fund of the current "Budget ", and representing addi- tional Wages for the Fiscal Year commencing October 1, 1973, in the amounts set forth in the last paragraph on the previous page hereof. 8. Upon motion of Mr. Whittemore, duly seconded by Mr. Walker, the Commission unanimously approved Payment of Harvel and Deland's "Pay Estimate No. 2" in the amount of $6,835.44, against their "Contract" for the PAVING & DRAINAGE PROJECT, it being understood that proration of said amount be as fol- lows - From the General Fund $ 30498.08 (This amount being ap- plicable to the DRAINAGE Portion of the "Project ") and From the Federal Revenue Sharing Fund - - - - - - $ 3,337.36 (This amount being ap- plicable to the PAVING IMPROVEMENT Portion of the "Project ") 9. A "Resolution ", recently adopted by the Village of Tequesta, relative to said Village "Respectfully requesting that the Board of County Commissioners of Palm Beach County continue to maintain and fund the existing and separate Area Planning Board Director and staff to serve the Palm Beach County Area Planning Board ", was read. The Commission declined to consider adoption of a similar Resolution at this time, however determined to look into this matter through other chsnnels, and the Mayor offered to attend a meeting in West Palm Beach this afternoon at which might be obtained data relating thereto. 10. Mr. Brian D. Pfeifler submitted "Plans" for added construction of additional school buildings on the Gulf Stream School pro- perty. The Commission referred these "Plans" to the Planning Board for review and recommendation, on the motion of Mr. Walker and seconded by Mrs. LaPorte. MEETING ADJOURNED. 9:50 A.M. B -72/73 WHEREAS, the Board of County Commissioners is considering the elimination of the Area Planning Board staff by enlarging the County Planning, Zoning and Building Department staff to serve the Area Planning Board; and WHEREAS, the Area Planning Board has been established by the Legislature of the State of Florida and has been designated by the Department of Pollution Control as their coordinator of water quality management in Palm Beach County; and WHERhAS, the Area Planning Board has been charged with responsibilities in an advisory capacity in the area of comprehensive planning, review and certification of requirements of municipalities as well as the unincorporated portion of Palm Beach County as they relate to federally financed programs and review and recommendations regarding dredge and fill requests: and WHEREAS, the Village of Tequesta believes that the best interests of the majority of residents of Palm Beach County will be served by the Area Planning Board having its own staff to perform the functions for which the Board was created; NOW THEREFORE BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA: Section 1. That the Village of Tequesta hereby respectfully requests that the Board of County Commissioners of Palm Beach County continue to maintain and fund the existing and separate Area Planning Board Director and staff to serve the Palm Beach County Area Planning Board. Section 2. That the Village Clerk be, and is hereby authorized to forward certified copies of this Resolution to the Board of County Commissioners of Palm Beach County, the members of the Palm Beach Legislative Delegation and to all municipalities in Palm Beach County. PASSED AND ADOPTED at a Regular Meeting of the Village Council of the Village of Tequesta, Florida, this _nth day of September, 1973. William J.
