1. The Meeting was called to order at 9: ,00 A.M., by Mayor Koch.
2. Bids for three (3) NEW 1974 Automobiles had previously been
expected for Commission consideration at its last regular
Meeting held on October 12th, but ONLY One (1) Bid having
been received the administration was directed to again con-
tact the Automobile Dealers for possible submission of Bids.
The result of this most recent solicitation of Bids provided
one more "Bid" being received.
The two Bids for furnishing the Town with three (3) NEW 1974
Model Cars were submitted for Commission consideration, and
were as follows, exclusive of an alternate Bid from the Adams
Chevrolet Co., for a higher grade Car, as appears on their
Bid attached hereto:

Following general discussion and upon the motion of Mr.
Walker, seconded by Mr. Whittemore, the Commission unan-
imously approved the purchase of three (3) 1974 BEL AIR
Model Cars from the low bidder, namely Adams Chevrolet
Company, for the Net Bid of $7,313.00 which "Cost" is in
the amount of $620.00 less than that provided in the Bud-
get recently adopted for the current Fiscal Year.
3. Plans for urgently needed DRAINAGE within a portion of
Polo Drive between Banyan and Old School Roads, as pre-
pared by design Engineer Walter A. Cornell, were submit-
ted to the Commission for consideration.
Mr. Earl Harvel was present and discussed with the Com-
mission the PLANS as submitted by Mr. Cornnell who was unable
to be present, due to a death in the family.
Following general discussion of such project, the Commis-
sion deferred action thereon until the next regular Meet-
ing, now scheduled to be held on November 9, 1973, in or-
der that Mr. Whittemore and Mr. Cornnell may arrange to
confer with Acheson Electric Company relative to possible
adjustment and re- calibration of the electrical control
system governing the lowering of the water level of the pond
into which drains the accumulation of excess surface waters
from the area affected, and needed to be drained.
4. Mayor Koch informed the Commission of his attendance at the
Palm Beach County Municipal League's meeting in West Palm
Beach on Friday, October 12th, being particularly interest-
ed and concerned with the status of the "Area Planning Board"
and its operational control.
Copy of the "Minutes" for said Meeting, and action taken,
concerning this issue and other matters, will be forwarded
to Commission Members within the next few days immediately
upon receipt of same from the League's secretary.

In response to your Mailgram of October 17,
19731 the Town of Gulf Stream is unable to pass a res-
olution for the following reasons:
First of all, the only information the Town
Commissioners have on the new Town Housing Development
is that of the news media, and by its very nature is
sometimes inaccurate. Without the opportunity of hear-
ing both sides, it would be presumptuous of us to pass
a resolution for or against the proposed development.
Second, it has been the policy of the Town of
Gulf Stream not to intervene between the matters of
special interest groups and duly elected governmental
bodies.
It is our hope and belief the County Commis-
sioners will render a just and non - political decision
to this matter on the 25th of October that will serve
the best interest of all those concerned.
