1, The Meeting was called to order by Acting Mayor George W. Walker.
2. Upon motion of Mr. Whittemore, seconded by Mrs. LaPorte, the Com-
mission unanimously approved the MINUTES for the Regular Meeting
held on October 12th and SPECIAL Meeting of October 22nd,
3. The "Financial Report" for the Month of OCTOBER was submitted to,
and accepted by, the Commission.
4. The following "SUMMARIZATION of Police Reports for the Month of
October, 1973, was furnished the Commission:

(A small outboard motor was taken from the Garage located on Mr.
L. S. Bettison's property at 2745 Avenue Au Soleil); also
(One B & E at Mrs. Ernestine Pope's residence at 3633 No. Ocean
Blvd., on October 4th - estimated personal property loss, fur-
nished by Mrs. Pope, was $ 78000.
S. Relative to PLANS, as prepared by Design Engineer Mr. Walter A.
Cornell, for a Drainage Project in a portion of Polo Drive be-
tween Banyan and Old School Roads, previously discussed at the
Special Meeting held on October 22nd, Mr. Whittemore informed
the Commission that additional time was required for further
consultations with M & W Pump Works representatives by himself
and Mr. L. M. Ball, as well as with an electrical contractor in
order to determine the proper procedure for providing necessary

disposal of surface water accumulations within the area mentioned
herein as well as the immediate surrounding lands.
The Commission again deferred taking any further action, at this
time, on the proposal of Harvel & Deland to install drainage facil-
ities as shown on the "Plans" previously submitted by the Engineers,
until such time as Mr. Whittemore and Mr. Ball have determined a solu-
tion for such drainage relief and in the best interest of the Town.
6. Concerning the PAVING and DRAINAGE INSTALLATIONS Project on portions
of Gulfstream Road, Banyan Road and Oleander Way,, contract for which
the Commission awarded HARVEL & DELAND early this year, now completed,
and final approval of the Improvement having been furnished by the
Town's employed Inspection Engineer, Mr. Cornnell, the Commission, on
motion of Mr. Whittemore, seconded by Mrs. LaPorte, unanimously ap-
proved acceptance of said completed Paving and Drainage Improvement.
RESOLUTION NO. 17 -73, Caption of which being shown below, was then
submitted for consideration in view of the Improvement Project having
been accepted by the Commission:
RESOLUTION NO. 17 -73,
A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF GULF
STREAM, PALM BEACH COUNTY, FLORIDA, PROVIDING FOR PRORA-
TION OF ASSESSMENT COSTS FOR THE "DRAINAGE INSTALLATION
PORTION OF THE IMPROVEMENT.
Resolution No. 17 -73, providing for the entire Cost of said DRAINAGE
INSTALLATION IMPROVEMENT to be shared by the Town of Gulf Stream,
Florida, and the benefitted properties as set forth in said Resolu-
tion, on a basis of the Town of Gulf Stream paying fifty (50) percent
of the total cost thereof and the owners of properties abutting on
the Drainage Improvement Design paying fifty (50) percent of said to-
tal cost, by Special Assessment, further provides that a PUBLIC HEAR-
ING shall be held in the Town Hall in Gulf Stream, Florida, at 9::00
o'clock A.M., on the 14th day of December, 1973, for the purpose of
hearing objections, if any, to the ASSESSMENT ROLL copy of which is
attached hereto and forms a part hereof.
Upon motion of Mrs. LaPorte, seconded by Mr. Whittemore, the Commis-
sion unanimously approved the PASSAGE and ADOPTION of Resolution No.
17 -73 on this first and final reading.
Upon motion of Mr. Whittemore, seconded by Mrs. LaPorte, the Commis-
sion authorized the administration to effect payment of the "Final
Bill" of Harvel & Deland, in the amount of $8,574.98, for the com-
pleted PAVING AND DRAINAGE Improvement Project.
7. Mr. Walker, supported by the Commission, directed the administration
to take whatever steps are necessary and legal to effect removal of
the accumulated building material debris on parcels of land upon which
new homes have been under sonctruction for the past several months.

8. Mr. L. M. Ball informed the Commission that certain Street Signs,
located at the entrance to both North and South Roads leading in-
to McLOUTH SUBDIVISION, were misleading and causing concern from
residents within the Subdivision.
Upon motion of Mr. Whittemore, seconded by Mrs. LaPorte, the Com-
mission unanimously approved the administration contacting those
residents, by letter, soliciting their wishes toward possible re-
moval of those specific Street Signs.
9. Mr. Ball suggested that possibly the Commission might do away with
the lengthy reading, and time consuming, of the "Summarization" of
the Police Department's Monthly Reports, having a COPY of same be
posted on the Bulletin Board as well as available in the Clerk's
Office.
Following general discussion on this matter, the Commission, on
motion of Mr. Whittemore, seconded by Mrs. LaPorte, unanimously
agreed that reading of such "summarization" should continue inas-
much as some Commission Members, or possibly and occasionally
those in attendance at Commission Meetings, desire to comment on
the contents of the "Summarization" or seek further information
of some portion thereof.

RESOLUTION
A RESOLUTION OF THE PALM BEACH COUNTY POLICE CHIEFS ASSOCIATION
OF PALM BEACH COUNTY, FLORIDA, RELATING TO THE PROPOSED CENTRALIZED
CENTERS.
WHEREAS, the Palm Beach County Police Chiefs Association
consider the implementation of the proposed Centralized Communication
Centers will have a serious and undesirable impact upon the police
services already established in the municipalities;
WHEREAS, the State of Florida has directed through Chapter
287.29, Florida State Statutes, that all police departments in
Palm Beach County abide; therefore,
BE IT RESOLVED BY THE PALM BEACH COUNTY POLICE CHIEF'S
ASSOCIATION, PALM BEACH, FLORIDA,, as follows:
Section 1. The Palm Beach County Police Chief's Association
hereby respectfully petitions and requests that all involved
municipalities reject the proposed system of Page Communication
Engineers and so indicate to State Authorities.
Section 2. A copy of this resolution shall be furnished
to each Police Chief in Palm Beach County, for the purpose of
informing their governing bodies.
PASSED AND ADOPTED in a regular monthly meeting this
25th day of October, 1973.

Approximately three (3) years ago the Town
Commission for the Town of Gulf Stream, Florida, granted
a FRANCHISE AGREEMENT to Teleprompter Florida CATV Corp.
for providing Installation and Operation of a Cable Tel-
evision System within, and to serve, the Town of Gulf
Stream.
For various reasons, the Teleprompter Corp-
oration has been unable to provide such "Service" to the
Town of Gulf Stream, and from recent communications from
Teleprompter Corp., it does not appear that such CABLE
TV will, at least by Teleprompter Corp., be available in
the near future.
Prior to taking certain legal steps for a
cancellation of the "Franchise Agreement ", and re-adver-
tising for such SERVICE to possibly be furnished by some
other Cable Television System, the Town Commission would
appreciate your interest, or desire, if any, for Cable
Television availability within the Town of Gulf Stream,
be indicated below:
