1. The Meeting was called to order by Mayor Koch.
2. Upon motion of Mrs. LaPorte, duly seconded by Mr. Whitney,
the Commission unanimously approved the MINUTES for the
Meeting held on November 9, 1973.
3. The "Financial Report" for the Month of
NOVEMBER
was submit-
ted to, and accepted by, the Commission.

S. The Commission accepted the "Resignation" of Mr. Harold Corbett,
of the Police Department, effective December 29, 1973, and upon
motion by Mrs. LaPorte, seconded by Mr. Walker, unanimously ap-
proved two (2) months severance pay at Mr. Corbett's present sal-
ary, namely Gross Pay of $764.00 per month, amounting to a total
gross severance pay of $1,528.00.

6. The Commission was reminded of its PASSAGE and ADOPTION of
Resolution No. 17 -73 during the last regular "Meeting ", held
on November 9, 1973, providing for the proration of the total
Cost for the DRAINAGE IMPROVEMENT PROJECT, recently completed,
as previously agreed upon.
Said Resolution No. 17 -73 further provided that a PUBLIC HEAR-
ING would be held at this Meeting of December 14th, for the
purpose of hearing or receiving objections, if any, to the
individual ASSESSMENTS against the benefitted properties as
set forth in the "ASSESSMENT ROLL" which was attached to said
Resolution and formed a part thereof.
Mayor Koch then opened the PUBLIC HEARING for discussion, com-
ments or objections, if any, relative to said "Special Assessments
for proration of the total cost of the DRAINAGE INSTALLATIONS PRO-
JECT.
The Commission was further informed that, in compliance with pro-
visions of the Town's Charter, as well as State Laws, a copy of
Resolution No. 17 -73 has been furnished to each property owner
identified in the "Assessment Roll ", NOT LESS than thirty (30)
days prior to this date of PUBLIC HEARING thereon.
No objections being made, nor having been received, the Mayor
declared the PUBLIC HEARING closed. Upon motion of Mr. Walker,
seconded by Mr. Whitney, the Commission unanimously approved
the "Assessment Roll ", attached to and forming a part of Reso-
lution No. 17 -73, and declared same to be final.
7. The administration referred to the Commission's directive, at
its last regular meeting, that a letter be forwarded to resi-
dents and property owners of Gulf Stream soliciting their de-
sire relative to further steps being taken in an effort to ob-
tain Installation and Operation of a CABLE TELEVISION SYSTEM
within the Town, due to the fact that TELEPROMPTER CABLE TV
COMPANY, who were granted a franchise for such service in Sep-
tember of 1970, have failed to provide such and, due to many
reasons, have recently discontinued their operations across
the nation.
The Commission was informed that such solicitation was affected
and, as a result thereof, 94 replies have been received, 52 of
which favored Cable TV Service within the Town, 42 indicated
they were not interested therein. It was further cited that
210 such letters were sent out, from which fact it might be
assumed the remaining 116 were not concerned.
The administration was directed to contact other Companies in
this Cable TV installation field requesting that the Town of
Gulf Stream be kept up to date on the possibility of such "Ser-
vice" becoming available to thid general area, at which time
BIDS might be obtained for supplying the Town of Gulf Stream
with CABLE TV.

8. The administration requested Commission approval for ISSUANCE
of a Building Permit to construct a Single Family Residence
on the combined area of LOTS 42 & 43 in PLACE AU SOLEIL Subdi-
vision. The property owner being Mr. Robert Tarabella.
NO OBJECTIONS to such a "Building Permit" being granted have
been received from the owners of abutting properties and are
on file in the Town Hall.
Upon motion by Mr. Walker, seconded by Mrs. LaPorte, the Com-
mission unanimously granted permission for the issuance of a
Building Permit as desired and petitioned by Mr. Tarabella and
SUBJECT to such Plans being approved by the Planning & Zoning
Board and in compliance with all regulations and requirements
of record for such improvement.
9. Mayor Koch reminded the Commission that this is the time of
year when Christmas Bonuses to Town Employees has become an
annual consideration for the past many years.
Upon motion of Mr. Walker, seconded by Mrs. LaPorte, the Com-
mission unanimously approved payment of a Christmas Bonus, in
the amount of $100.001 to each of the present nine (9) Town of
Gulf Stream Employees.
10. Mayor Koch reminded the Commission of the Town's responsibility
through its local Government and in compliance with certain Laws
of the State of Florida that a CIVIL DEFENSE ORGANIZATION be in
existence. The Commission, being in full accord with the Mayor's
interest in this responsibility, unanimously supported his ap-
pointment to a local Civil Defense Committee of the following:

The administration was directed to provide for providing an or-
ganizational meeting of this Committee.
11. Mayor Koch informed those present at the Meeting that, due to
occasional low pressure of the Town's Water Supply, a hardship
on many users of the Town's Water becomes created especially
in morning hours when a great majority of Sprinkler Systems
are in operation. The Mayor suggested that the Gulf Stream
Civic Association, through its periodical communications to
its Members, could greatly lessen the water shortage condition
by requesting owners of properties with an ODD Street Number to
operate their Sprinkler Systems (if supplied by Town Water) on
ODD Numbered Days and those with an EVEN Street Number and sup-
plied with Town Water to operate their Sprinkler Systems on
EVEN Numbered Days.

12. Mr. Whittemore informed those present at the Meeting, that,
as a result of a letter from Mayor Koch to the Board of Gov-
ernors of the Little Club, with reference to establishing an
agreement that will permit the Town to utilize the Club's
series of ponds and the electrically controlled pump, partic-
ularly during the periods of high tides occurring twice a
year, for the purpose of disposing of excess surface waters
in the general area of Old School Road.
Mr. Whittemore further stated that this issue was taken up at
the Board of Governors meeting on Thursday, Dec. 13th, at which
time a verbal, but unanimous agreement was given to allow the
Town to use the ponds and water level control pumps for dis-
posal of excess surface waters.
The Board of Governors agreed to provide for a Committee to
meet with the Town Commission or an appointed Committee to
work out the details which would include determination of a
fair and just basis for c).3t .3haring _)._ applicable expenses
incurred.
13. The Town's legal counsel, represented by Att'y. John C. Ran-
dolph, informed the Commission that the widely publicized "Mar-
ijuana" Case, originating in the Town of Gulf Stream, has been
concluded and the co- defendants from the Atlanta area were de-
clared innocent by a West Palm Beach jury on charges of smug-
gling nearly a ton of marijuana.
Att'y. Randolph further advised the Commission that the At-
torneys and those connected with the pre - trials highly com-
mended the Town of Gulf Stream's Officer Robert Mumma for his
co- operation and decorum during his participation in said pre -
trials and final disposition of the "Case ".
Att'y. Randolph stated, however, that the Federal Government
may yet enter the picture by virtue of possible violations by
said co- defendants as a result of their handling of the boat
in Federally controlled waters.

As you all probably know I started to work on the
Police Force Sept. 9th. 1963.
I have enjoyed working for the Town and all the residence
of Gulfstream, And I might mention that I have also had a
Nice Crew to work with.
As the old saying goes all things must come to an end
sometime.
I am now 66 Years of age and will be 67 in Feb. of next year,
So I have chosen December 29, 1973 as my last day of work.
