ABSENT: HENRY N. WHITNEY COMMISSIONER
1. The Meeting was called to order by Mayor Koch, at 9:00 A.M.
2. Mayor Koch informed those present of having received a
resignation , effective at the earliest possible date,
from R. D. Worthing, the Town Manager and Treasurer.
It was explained that said resignation and severance is
imperative for health reasons of Mr. Worthing.
The resignation was accepted by the Commission with regret,
and the Manager was requested to obtain the names of some
applicants who recently had filed and applied for a similar
position in a neighboring Town.
3. The Commission then conferred with the Chief of Police re-
garding certain activities of the Police Department.
MEETING RECESSED UNTIL 4:30 P.M. on the above date.
1. Mayor called the Meeting to order.
On motion of Mr. Whittemore, seconded by Mrs. LaPorte, the
Commission, Mr. Whitney being absent, voted unanimously to
accept a resignation from Mr. Robert Mumma, effective im-
mediately, from the Town of Gulf Stream Police Department,
and granted Mr. Mumma two (2) weeks severance pay.
2. The Commission was furnished a "List" of names representing
certain individuals who had applied for the office of Town
Manager in a neighboring Town several months ago.
Mayor Koch and each Commission Member present, agreed to
contact certain individuals identified on the "List ", for
consideration relative to the vacancy of Town Manager for
the Town of Gulf Stream; the Meeting was then adjourned
to 9::00 A.M... Friday, February 1, 1974.

2. The Commission interview certain individuals, namely,

Following general discussion concerning the above applicants
for the position of Town Manager and Treasurer of the Town
of Gulf Stream, the Commision, on motion of Mr. Walker, duly
seconded by Mrs. LaPorte, unanimously approved the employment
of Mr. Gwynn as Town Manager and Treasurer for the Town of
Gulf Stream, effective February 1, 1974, with starting salary
of $10,000. per year with the understanding and agreement
that said salary would be increased to $12,000, per year com-
mencing six (6) months thereafter, namely - August 1, 1974.
3. The Mayor reviewed a draft of an Ordinance, which he had pre-
pared, as a result of the Planning Board's reccomendation for
a change in the Zoning Ordinance of the Town of Gulf Stream,
and said "Draft" will be forwarded this day to the Town's
legal counsel for final preparation and presentation at the
next regular Commission Meeting.

Items discussed:
1. A proposal for the Town to' purchase the present
water supply system from the Gulf Stream Golf Club.
Mr. Harvel reported that the last report of record
on condition of the pumping equipment is nine years
old. Although there are two systems, one for the
Town supply and one for the golf course, there is
only one auxiliary (diesel) pump for emergency use.
Also, the 12 inch line from the eastern shore of
the Intracoastal to the elevated water tank is an
old cast iron pipe in very bad condition. It has
required frequent and rather expensive repairs in
recent years.
Situation:
An engineering; survey is needed to reveal the
condition of the pumping,equipment and to recommend
the type of line (cast iron, transite, or other) to
replace the line from the intracoastal to the tank.
In addition the following questions should be answered:
a) Is the auxiliary pump a part of the system
offered to the Town?
b) Who will service and operate the system including
both the electric and diesel pumps? .
c) Will the State Board of Health require the
Town to have an operator with license?
Recommendation: Further investigation.
2. Abandonment of a portion of Pelican Lane.
Norman Otto, Att'y., exhibited drawings showing
the area involved as platted in 1921. There
has never been a road on this portion of Pelican
Lane which is now actually a flower garden. The
petitioner owns all the surrounding property.
Recommendation: Approve abondonment (unanimous).
3. Abandonment of the "old" entrance to Place Au Soleil
when the "new" entrance is in service.
There was no adverse discussion.
Recommendation: Approve abandonment (unanimous).
4. Proposal to change the minimum square footage re-
quirements for dwellings from 1200 square feet to
2000 square feet.
It was brought out that under the present zoning
ordinance a speculative house with a 20 foot by
20 foot Garage (attached) need have only 800 square
feet of living space to qualify. This could in-
vite a serious degradadation of quality in some of
the few areas remaining "undeveloped."
Recommendation: That such a change be made in the Town
zoning ordinance and that it include not
only single family dwellings but also
apartments, condominiums, and co- operative
apartments;-i.e. all dwelling places.
The restriction should refer to living space.
5. A proposal to establish a "Comprehensive Plan" for
further development of Gulf Stream to be approved
by the residents of Gulf Stream to preclude the
likelihood of having zoning variances approved by
a judicial procedure without proper recognition
of the interests of the residents.
Recommendation: That this proposal be given serious con-
sideration by the Town Council and by
Town Attorney. (unanimous)
6. A proposal to limit the hours during which noisey machinery
may be operated within the Town.
Mr. Worthing offered a copy of such an ordinance
which is now operative in Delray Beach; Their
number 17 -20 (10).
Recommendations That such an ordinance be adopted by the
Town of Gulf Stream (limiting such noises
to 8:00 am to 5:00 pm, weekdays, except
as provided in cases of emergency).
