ITEM 1 The Meeting was called to order at 9:00 A.M.,by Mayor Koch. 2 Upon motion of Mr. Walker, seconded by Mrs. LaPorte, the Commission unanimously approved the "Minutes" of the regular Meeting held on January 11, 1974, and the "Minutes" of the special meeting held on January 29, 1974. 3 The "Financial Statement" for the Month of JANUARY was submitted to, and accepted by, the Commission. 4 The following SUMMARIZATION of Police Reports for the Month of Jan- uary, 1974, was furnished the Commission: COWART BROWN McQUADE MUMMA REARDON Mileage 1490 1529 1518 1270 1401 Days 23 21 20 19 21 Hours 191 168 160 152 168 CALLS 27 19 12 12 12 Warnings 0 0 0 0 0 (There were TWO (2) B & E's during the Month of January. 5 Mr. J. C. Collier, District Manager for Florida Power & Light Co., presented the Commission with his Company's annual Franchise Check in the amount of $11,527.01 covering the period through January 7, 1974. Mr. Collier brought out the fact that this franchise payment exceeded the previous annual franchise check by approximatelt twenty percent. 6. Upon motion of Mr. Walker, seconded by Mrs. LaPorte, the Commission unanimously approved placing Ordinance No. 74-1, relative to abandon- ment of a portion of Avenue Au Soleil public right -of -way, on first reading. 7. Ordinance No. 74 -2, providing for abandonment of a portion of PELICAN LANE. Upon motion of Mr. Walker, seconded by Mr. Whitney, the Commission unanimously approved placing said Ordinance No. 74-2 on first reading, public hearing thereon to be held upon the second and final reading of the Ordinance on March 8, 1974. g• Upon motion of Mr. Walker, seconded by Mr. Whitney, the Commission unanimously approved placing Ordinance No. 74-3 on first reading: Said Ordinance #74-3 provides for making certain NOISES to be un- lawful; operating certain machinery or construction during certain periods; and providing penalties for violation thereof. 9• Proposed Ordinance No. 74 -4, providing for chamges and amendments to the Town's Zoning Ordinance No. 108, was presented to the Commis- sion, having been prepared by the Town's legal counsel, Att'y. John C. Randolph. Following general discussion thereon, Att'y. Randolph was directed to confer with Mr. L. M. Ball, Chairman of the Town Planning Board, and effect certain changes in said proposed Ordinance prior to re- submission for second and final reading. Said Ordinance No. 74 -4, upon motion of Mr. Walker, seconded by Mr. Whitney, was then approved, unanimously, by the Commission for being placed on FIRST reading. "�. Mr. Otto, of Byrd, Devitt, Otto & McKey presented plans reflecting the desire of Ashbourne Realty & Land Development Corporation for platting certain acreage of land in Section 9- 46 -43, approximating eight acres, sometimes identified as the Lyons Brown property. The Commission accepted the proposed development PLANS and directed that same be referred to the Planning Board for review and recommend - dations, upon receipt of which the Commission will arrange for a work shop session worth authorized representatives of the land owners for discussions pertaining to provision for rights -of -ways, drainage facilities and other requisites as may be desired by the Commission in the best interest of the Town of Gulf Stream. 11.
