WHITTEMORE COMMISSIONER Also attending: Att'y John C. Randolph, William E. Gwynn - Town Manager Barbara Gwynn - Deputy Town Clerk The Meeting was called to order at 9:00 A.M. by Mayor Koch, Upon Motion of Mr. Walker, seconded by Mrs. LaPorte, the Commission unanimously approved the "Minutes" of the regular Meeting held on February 8, 1974. The Financial Statement for the Month of February was submitted to, and accepted by the Commission. Second and Final reading of Ordinance 74 -1 relative to abandonment of a portion of AVENUE AU SOLEIL upon motion of Mr. Whittemore and seconded by Mr. Whitney was unanimously approved by the Commission. Second and Final reading of Ordinance 74 -2 concerning abandonment of a portion of PELICAN LANE upon motion of Mrs. LaPorte and seconded by Mr. Whitney was unanimously approved by the Commission. Ordinance 74 -3 relative to effecting certain changes in the Town's Zoning Ordinance, second reading. After a general discussion adoption of the Ordinance was delayed pending notification to property owners of Gulf Stream and publication in a local newspaper. Upon motion of Mrs. LaPorte and seconded by Mr. Walker the Commission unanimously approved placing Ordinance 74 -4 on first reading concerning operation of machinery or construction during certain periods. A request for permission to erect temporary "OPEN" and directional signs on public right's of way's was discussed, time limit for the erection of signs was given from 1 P.M. to 5 P.M. and while Sales Representative is on premises. Motion passed unanimously by Commission. Petition for building permit to start construction of a home, Lot 53 Place Au Soleil, 2518 Ave Au Soleil. A general discussion followed and upon a motion by Mr. Walker and seconded by Mrs. LaPorte motion passed, Mr. Whittemore dissenting. PAWN Cont. Page 2. C, A written request from Chief Cowart, that Officer William McQuade be promotted to Police Sergeant was read to the Commission, upon motion of Mr. Walker and seconded by Mr. Whitney, said request and promotion was granted. Mr. James C. Harper, Vice President of Leadership Cable System Inc. was given the floor to present his firm's offer and general outline for providing cable television to all residents in the Town of Gulf Stream. He urged the Commission to act promptly on this matter so that the Town of Gulf Stream's application might be submitted to Washington at the same time they submit the City of Delray Beach's application, this could save up to a one year delay in approval. Mayor Koch suggested that they submit a sample ordinance for the Town's consideration, Mr. Harper said he would present a sample ordinance to the Town's Attorney at the end of the meeting. Mayor Koch said after reviewed by the Town Attorney, the Town would probably call a special meeting to expedite this matter. Request from the floor that certain vacant lot owner in Place Au Soleil be required to keep his vacant lot free of debris. Mayor Koch instructed the Deputy Town Clerk to notify the property owner of the Town's Ordinance's regarding this matter. Mr. Otto represent owners of land in Section 9 -46 -43 requested action on the proposed development plan previously submitted. The Commission acknowledge review of these plans and that preliminary approval for C platting was hereby granted, it was pointed out however, that final approval of any proposed plat would be dependent upon meeting all the requirements of the ordinances and further that it must be determinded by the Town's engineers that this development can service by the Town's present water system and capacities or else additional requirements may be added before final approval.
